Mon Cay, January 5,
The Speaker laid before the House a
letter I'iom tiic Treasurer of the U. S.
enclosing the accounts of the Treasury
far the year antecedent to the Ist of Oc
tober 1806.
i'he Spe ker likewise stated, that he
h. received an anonymous communica
tion fi'oui the same person, from whom
a similar communication had been re
ceived, which was open to the perusal of
the members.
Mr. Coles presented a message from
the President of the U. S. enclosing a
report of the Secretary of the Navy on
the state of the frigates, supplementary
to liis report of the lust session on the
same subject.
I he Secretary of the Navy states that
the present number of the frigate is the
same as represented in his report of the
28in of January, 1806, and that no ma
terial change has been made in any of
them, excepting the frigate U. States,
a detailed statement of the alterations of
winch frigates is annexed.
Mr. Coles likewise presented a mes
sage from the President, communicating
the Lavs oi Michigan.
Mr. it. Nelson observed that consid

i , cnq-iirv into this subject, Mr. N. pro
posed the following resolution.

Mr. Mumford presented sundry peti
tions from citizens of New-York on
the fortification of .that city, which was
referred to the committee appointed
on so much of the President’s message
as , elutes to the subject of fortifica
tions.
Mr. Tenney from the committee of
re\ i iul and unfinished business, made a
report, stating the expiration of certain
acts at future periods.
Mr. Parke presented a petition from
Gen. John Gil,son, which was referred
to the committee of claims.
Mr. Tenney from the committee of
revisal and unfinished busines, offered
the following lesolution:

Mr. Sioan moved to strike out the 4th
section—v. .‘a the view of introducing a
section to the foilonfog effect—that all
slaves imported into a state allowing
slavery, shall be declared free, lor whom
food and raiment shall be provided, un
til they shall be restored to freedom in
their native land, or removed to states
in which the laws are congenial to their
ii eedotn, when they shall be bound out
for a term of years.

WASHINGTON CITY, January 7.
The legislature of Maryland have
passed an address to Thomas Jefferson
President cf the U. S. approving his
administration, and expressing a hope
that he will permit his name to be used
among the candidates of tlu; next Pre
sident.
T7ic following is an extract of a letter re
ceived from a gentleman of the highest
respectability, residing in lPest Ten- 1
tiessee. —It will tend to shew the im
'pression made in that quarter by the
Conspiracy attributed to col. Burr. —
The letter was dated, Bellview, Dec.
18.
“ Much sensibility has been produced
here on the subject of a Spanish war.
General orders have been issued for the
militia to be held in readiness to inarch
at a short notice. On this occasion our
people have discovered a spirit worthy
of freemen. I hope and believe, that on
great emergencies the Americans would
intimate the same spirit which stimulat
ed their fathers in’76
“• There has been a considerable ru
mor among us, on the subject of a con
spiracy being meditated against the go
vernment, by some of the western peo
ple and others—but to me the whole is
in conclave—for myself, I apprehend
no danger from it in as much as I do
think that the people of this country are
too well disposed towards the govern
ment to indulge the most remote thought
of such a measure—nay, they would
become indignant at the idea. In fact,
I think there is no man of common
sense who would attempt such a thing
at this time.”
A letter received bv a gentleman in
this city from New Orleans, dated No
vember 21, states that a Spanish offi
cer just arrived from Baton Rouge
gave information that an official account
had been received there of the arrival of
don Joseph de Salcedo, captain general
of New Mexico, on the frontiers at the
head of 8,000 men.
This intelligence is of so dissimilar a
complexion from that recently received
from the same quarter, that we cannot
attach much credit to it.
January 8.
Almost the whole day has been ex
pended in discussing a motion made to
recommit the slave lull to a select com
mittee. The principal object for recom
mitment,was to provide some way to
take care of the negroes that might here
after be imported contrary to the provis
ions ol that hill; and that, though for
feited, they should not be sold for the be
nefit of the United States. After two
hours and an half debating, the re-com
mitment was carried.
In Senate, Mr Tracy has reported
a bill for the coining silver 20 cent pie
ces, and silver 2 cent pieces.
In Senate, on the sth instant, Gene
ral Smith moved, that a committee
should be appointed to enquire whether
any additional force was necessary to the
military extablishment of the United
States. He introduced it by saying,
that he had been ofopinion in 1802, that
the army might w ith safety be reduced
to its present establishment ; but that
having added to our territory an im
mense country, situated at such a dis
tance, from a possibility of giving it im
mediate assistance from the militia of
the States, he had for some time been
of opinion, that an additional force had
thereby been made necessary.

1806.
Col. Burr has just arrived in this place
from Kentucky. ■ His agents are endea
vouring to obtain Spanish or British gold
for post notes. They are also endeav
ouring lo purchase up pork, kc. Some
boats are built and others on the stocks
lor him. All is surmise with respect to
his object and destination.

The principal occurrence which seems
to agitate the public mind at this mo
ment is, that col. Burr is here making
preparations to descend the river imme
diately. It is stated by some, that his
flotilla on the Ohio is and that a
vast number of men are about to des
cend with him. Conjectures are vari
ous with regard to his object.
A letter received, date*! Trinidad,
Nov. 22d, states that Miranda had gone
to ILti badoes—that a British expedition
Lorn the Spanish Maine, was preparing
there——that Miranda was to receive a
commission of biigadier-gencral, and
that a number of his officers were also
to receive commissions in the British
service.

Ch arleston, January 21.
Admiral Strachan, in the Caesar of 80
guns, with the Triumph 74, and the To
paze frigate, from Halifax, anchored in
Hampton Roads, on the 11th inst. A
British 50 gun ship had anchored in the
Roads the day before.
Capt. Decatur has arrived at Norfolk,
for the purpose ofequipingthe gun-lxiats
and bomb-ketch at that port, for New-
Orleans.
Extract of a letter to the Editors of the
Courier, dated Havanna, Januany 3, 1
1807. ,
*• By a late order issued by the Intcn
dant of this city, it is required, that all
Merchandize, of every description, ship
ped for this port, must be accompanied
with a Spanish certificate of the Consuls
residing in the different ports; under the
penalty of the seizure and confiscation
of goods and vessels. The time’ given
to put this order in force, is to the Ist of |
March ; but the vessels now in this port, I
should they come back, without having !
every package so certified, will lie liable
to the penalty. Nothing is excepted but
Negroes. It might be well to make this
known through your paper, for the go
urnment of all concerned.
A Free School has been established
at New-\ ork, and placed under the care
of Mr. W. Smith, who has adopted the
new system of education by Joseph Lan
caster, of London, which is calculated,
not only to bring forward and instruct
with great facility, but so admirable is
the arrangement, as to enable 1 instruc
tor to have the superintendance or 500 or
more pupils.
It is calculated in the Troy Grzette,
that 68,000 newspapers are printed in
the state of New-York, weekly, which is
3,567,200 yearly, consuming 8,227
reams of paper annually.
Philadelphia, January 7.
Our river which has been for some
days past impeded with drifting ice is
now clear. Yesterday morning the
Drummond and one other brig went
down, and in the afternoon three schoo
ners and a sloop canie up.

is frequently toasted, and probably is ve
ry good ; but, itis a doubtful point, whe
ther it exceeds in quality that of a Cow,
six years old, raised in this state, fatten
ed and killed a few days since by Mr.
Wm.C. Rogers, of Warrington town
ship.

The kidney fat, or tallow, and that ad
hering to the fore-quarters, being sepa
rated, weighed 144 lbs.
French influence has extended itself
so widely over the Continent, as to find
its way even into neutral cities, though
we believe it to be more through fear
than regard ; and the proprietors of that
well known German paper, called the
Hamburgh Correspondevten, which
is published four days in each week, and
circulates a vast number, are obliged by
order of the Senate, to send a proof of
each publication to the French Minister
resident in Hamburgh, for him to have
the liberty of rejecting any matter which
he considers would prove too offensive
to the ears of his Court in Paris. This
outrage is not confined to the above pa
per, as we are well informed that simi
lar restrictions are lieved upon others
published in Germany, wherever the
French have a resident Minister.
The Spanish funds fell seven percent,
on the rupture of negoeiutions between
England and France.-— London Taper.

A letter his been received by the President
of the United States from General Wilkinson,
giving the following information :
“ He had received certain intelligence that
Col. Burr meditated an attack upon New-Or
leans with 500(1 men, and was to be aided by
an expedition from the Weft-Indies; that in
consequence of this information he had deter
mnied to proceed to New-Orleans, in order to
place it in the best possible Hate of defence',
and that he was then on his way in advance of
his army, who was to follow him.”
The foregoing was mentioned hy general
Smith, who said he had just received it from
the President himself.
We have no comment to offer on the fore
going, except tftat the intormation is derived
from a refpectabie source, and is stated from
several other quarters.
Lied, in Bullock county, on the 22d
inst. after a long and painful illness, Mr.
brands Kennedy, an old and respectable
farmer, who evinced to the world, by his
fortitude and forbea'ance that Chris
tians, even in the hour of death, arc
firm erene and determined on happi
ness in futurity. He has left a large fa
mily to deplore a loss not easily repair
ed.
