Mr. Hobby in reply to our re murks i.
the icepubiicau of the 13th instunt seem
to think we have denied the assertion
that the Legislature have gone beyom.
their authority in requesting Mr. Jeffer
son to accept the preccedhcy fo'r toui
yea. s more, without adducing any argu

Tiy this, as llatly as we did his first ase:-
tio.i—vve say we did adduce reasonable
argument why the Legislature had a

they had a right, inasmuch as they
were the representatives of, and conse

Mr. Hobby says there is such an instru

pretend to say that the Georgia Legisla

requesting Mr. Jefferson to accent of !
the appointment of president ? If he can j

v'uS vested with that authority by the
Constitution and people too ; for the for
mer, witnout saying a word about it,
h ve left it option: 1, and the latter by
their suffrages, as freemen, delegated it
to their legislators to do what to them
appeared to be the people’s wish and
interest. Mi*. H. also states, that the
legislature had as much right to invite
Bonaparte to be our next president as
Mr. Jefferson. He ought to know, and
no doubt does, that certain qualifications
are necessary for a president which Bo
naparte does not possess;—Mr. Jefferson
h-.rs ween tried, and proved satisfactory
b the great mass of the people of this
f . .bred land—he. is amply qualified for
tit ■ office, and no one in the nation, per
il y- could give more real stisfaction to
the citizens in general.
Mr. Hobby has used a great deal more

our. share of which was 1500; y'ou
therefore see that our purse has thus far
been pretty well gleaned ; which is ra
ther turd, as we have been able to do
little or no business since the arrival of
the i tench iorres in this country. Our
port continues to be strictly blockaded,
and nothing has succeeded to get
cepting some small craft; and lately a
laige Green I’olaca, \Vhich came in un

peace had been concluded between that

Notwithstanding our situation, you will
be surprised that the price of colonial

they were a few months since. This,
however, may be considered as owing
to live late rumours of peace, which were
generally believed ; but since the con

Colonel Mathew Lyon passed through
this town yesterday on his way to the
Federal City. He stated, that he be
hoved that the rumour respecting Burr
was without foundation—that col. Burr
intended nothing against the peace and
happiness of the United States—& that
general Wilkinson was firmly attached
to the government of the union—k well
calculated for the office he holds.
Mr. Lyon further stated, that colonel
Burr had went down the river, and in
tended going, round, by water to call
general Eaton to account for circulating
a report so injurious to his character.

By the China Packet, from Calcutta,
we learn that an attempt has been made
by a strong party of the natives, to li
berate the children of Tippo Sail). The
tortreess in which they were confined
was attacked, and would have been car
ried, but for the timely appeal unce of a
company of dragoons, who, without dis
crimination, cut down the assailants.
There is some reason to suspect that
an understanding is likely to take place
between the Chiefs ia St. Domingo, and
the French commandant there. ‘ J-’eu

j terms of accommodation, and that they
w ere not treated with violence, nor even
with indifference.
We find in one of the French papers,
that on the 16th October, a fire broke
out in an old barrack, in the centre of
the town of Muesli icli, during a high
\\ ind, which in less than live hours, re
duced 140 houses into ashes. The cala
mity was great indeed his observed,
that this is the fourth lime this city has
been thus scourged-—in 1236, 1318, and
1715, and there remains only about one
hundred houses.
