of their last report there ha* accrued, and will accrue,
to the end of the present year, for inrereft and reim
burfi.ment of the principal of the debt of the United
States belonging to the fund for fatisfying navy pen
sions, the lum of 5, 880 ‘2O cts. which added to the
sum of 3 507 dls. 4\ cts. being the balance unapplied
ar the end oflaft year,formsan aggregate of 9,387 dls
61 cts. as exemplified in the fiatement marked A. —
That the pensions of the perfans on the invalid lift of
the r.av. l establishment, which have been paid or are
in a courle of payment for the fame period, ?mount to
the sum of 3,a00 dls. 37 cts as appears by ftatetrjenr
B, which being cledufted from the zmount of interrft
and reimbursement as above (fared, leaves a balance
unapplied of 6 1 07 dolHis 2 4 cents.
1 hat there has been received from the treasury, of
monies arising from thefules of prizes, including 1,923
dls 45 cts. previoufiv on hand, th<*fumof 42.500 dls.
80 cts. for toe imeflment of which in Itock of the fun

forrs have been taken ; and it is intended to invefl
in like manner the unapplied balance of interelf and

when the house again resolved itfelf into a commitree

Mr. Randolph’s motion modi on the sth instant with
doled doors, was read as follows :
Resolved. that this house receive with great f.nft
bility the information of a difpofnicn in certain offi
cers of the Spanish government at New Orleans to
obftruft the navigation of the river MiifilfippL ssi
secured to the United States by the molt (oleum
ilipulations :
That, adhering to that humane and wife policy
wßch ought ever to characterize a (ree people, ard
by which the United States have always prolefird to
be governed ; wi ling, at the fame time, to aicribe t’.iis
breach of compaft to the unauthorized mifeonduft ol !
certain individuals, rather than to a want of good j
faith ol his catholic majesty ; relying with per.
feft confidence on the vigilance and wisdom of the
executive, they will wait the iflue of such medures as
that department of the government (ball have parfued

the United States :—Holding it to be their duty, at
the fame time, to express their unalterable determina
tion to maintain the boundaries, and the right* c

On which a debate of considerable duration cnlued ;
curing which various propositions to amend were of
fered, fome verbal, and others implicating prin.iple,
all of which were finally rejefted. except the ir.tro
duftion of the word as in the tirft ieftion of the motion.
The committee rose and reported that they had
ome to the foregoing; refoiotion.
On which the debate was refitmed.
The tirll leelion of the motion was agreed to.
On the second being read,
A motion was made to amend it by finking out th*
■word vindicating, and inlerting the word re
pressing in room thereof.
Disagreed to.
Mr. Grifw-old moved to strike cut the following
wards .
And reiving with perfeft confidence on the vigi
lance end wifclom of the executive, they will wait the
issue of fych nieai'ures as that department of the S°- I
vernment (hall have purfaed for averting the rights
and v indicating the injuries of the United States.”

The second fe&ion was then agreed to , when the
faoufe reconsidered their vote of agreement
Mr. Griswold then called for a division of the ques
tion on the following part.

We are under the painful neceflky of dat
ing that the iliip Commerce, Dyer, 12 days
from Turks-Island, went a ground on Conv
i Island reef, between the Hook and the nar
rows, on Wednefuay evening at fix o'clock* ir

her yesterday morn ins, foe had fix feet water
in her hold, and there was little doubt of her

river, as also the three commiflioners, with
the attendance of an interpreter, a servant &
three soldiers, covered only by a common tent
—he laboured under a levere fever, and is
much emaciated. He has been ill since the
33d of September, and from what he haa in
formed me, owes his apparent recovery to
the attention paid him by Mr. Dinmore the
agent to the Chodaw nation. He has been
adviled toviflt t&e Natchez for the reftorati
jon ofhis alth,butdcdinespcrfonal confidera-
tions,while his duty is claimed by his foperi
ors, His absence might at this moment be
injurious to the undei taking he is ordered on,
and might bafllethe wishes of government;
from hence he immediately goes to an iftand

proposes returning to the Yazou.
