NOTES.
1. The Poflmalicr General may expedite
the mails, and alter the times of arrival and
departure at any time during the continu
ance ofthe contra&s, he Hipulating an ade
quate compensation for any extra cxpcncefc
that may be occaliorred thereby.
2. Fifteen minutes lliall be allowed for
opening and doling the mails at ah cffices
where no particular time is fpecificd.
3. For every thirty minutes delay (una
j voidable accidents excepted) in arriving after
the time preferibed in anv contrad, the con.
traders fliall forfeit one dollar ; and if the
delay continues until the departure of any
depending mail, whereby the mails destined
for furh depending mails lose a trip, an addi
tional forfeiture of five dollars fliall be incur
red.
4. Newspapers as well as letters are to be
sent in the mail; and if any person making?
1 proposals, dclires to carry newspapers, other
than those conveyed in the mail, for his own
emolument, he mull Hate in hfs proposals,,
for what sum he will carry with the emolu

5. Should any person making propofa!;,
desire an alteraticu of the times of arrival
