a] of their gun boattanfl gallics had ad
vanced in two divilions without the rocks,
I deteimined to take advantage of their
t< merity j at half pait 12 o’clock, I wore
off (hore, and made the signal to come
within hail, when I communicated to
each of vhe commanders, my intention
of attacking the cuemy’s dipping and
batteries. Tile gun and mortar boats
were immediately manned and prepared
to cast off; the gun boats in two dirifi
or.s of three each ; the firft diviiion
commanded by capt. Somers in No. 1,
lieutenant Decatur in No. 2, and lieut.
Blake in No. 3, The second diVifion
commanded by capt. Decatur, in No. 4,
lieutenant Bainbridge in No j, and lieut.
Trippe in IMo. 6. The two bombards
were commanded by lieutenant comman
dant Dent, and Mr. Robinson, firft
lieutenant of this (hip. At half pail
one o’clock, having made the necessary
arrangements for the attack, wore ihip
and Hood towards the batteries ; at 2,
signal made to cast off the boats; at
quarter pall 2, signal for bombs and
gun boats to advance and attack the
enemy: at half pail 2, general signal
for battle ; at three quarters pall 2, the
bombs commenced the adtion by throw
ing (hells into the town; In a>> inllant
the enemies (hipping and batteries open,
ed a trerneu ffius lire, which was prompt
ly returned by the whole squadron with
in g r apc (hot distance ; at the lame time
the second diviiion of three gunboats,
led by the gallant capt Decatur, was ad
vancing with fails aud oars, to board the
eastern diviiion of the enemy, cunlitliug
ot nine boats. Our boats gave the e
nemy Ihowersof grape and tnufkct balls,
as they advanced, they however soon
dosed, when the pitlol, fabre, pike, and
tomahawk, were made good, use of by
cur brave tars. Capt Sotntrs being 111
a duli sailer, made the bt 11 use of his
fwe -ps, but was not able to fetch far
enough to windward to engage the lame
diviiion of the enemy’s boats, which
Capt. Decatur f. 11 in with ; he, however
gallantly bore down with his Tingle boat
on five of the enemic's wefterp diviiion,
and engaged within pill.il ftiot, defeated
apd drove them within the rocks in a
lhattered condition, and with the loss of
a gt'tat number of men.
Lieut. Decatur, in No. 2, was closely
engaged with one of the enemy’s largest
boats, ol eallern division, which iluck to
him, after having lo(t a large proportion
ot men, and at the inllant that brave of
ficer was boarding her, to take polfiffion,
he was treacherously ihot through the
hi ad, by the captain of the boat that had
furrendeted, which base conduit enabled
the gait roc u (with the affitlance he re
ceived fium other boats) to efeape.—
The third boat of captain Somers’ divli
on, kept to windward, firing at the boats
find fhippii gin the harbour; had (he
f nr down to bis allillaiic.-, it is probable,
i *eral of he enemy’s boats would have
been captor ed in that quarter. Captain
Decatur, in No. 4, after having with
ddtinguilhed bravery, hoarded and carried
one of liie enemy, of superior force, took
h i prize in tow and gallantly bore down
to engage a second, which, after a severe
ami bloody confltft, he also took polTes
fion of. These two prizes had 33 officers
and men ktlled, aud 27 made prisoners ;
19 of which’ were badly wounded.—
lieut. Trippe, of the Vixen, in No 6, j
r :n along fide of one of the enemy’s large
bnrts, winch he boarded, witli ouly mid
ftii prnan johu Henly and nine men ; his
b >a* falling off bttore any more could get
cii board ; thus was he left compelled
to conquer or per fn, with odds of 36 to
11. T.he Turks could not withlland
the ardor of this brave officer and his
•ffillaiits ; in a few minuiesthc decks were
ci- artel, and her colours hauled down—
Cos board of this boat 14 of the cueruy
veie killed and 22 made prisoners, seven
•f which were badly wounded, the rell
of their boats retreated within the rocks.
Lieut. Trippe received eleven fabre
w ounds, tome of which very severe ; he
(peaks in the highelt terms of Mr. Henly
and those who followed him. Lieuten
ant Cambridge in No. 5, bad his lattcen
yard (hot away early in the action, which
prevented his getting along fide of the
enemy’s boats ; but he galled them by a
steady and well directed fire within mus
ket ihot ; indeed he pjifurd the enemy
until his b at grounded under the bitte
rn s; (he was fortunately soon got off.
The bomb vessels kept their (tatipns
although covered with the fpreyofthe
sea, oceaiionecf by the enemy’s (hot; they
were well conducted by lieUt. Dent and
Robinson, who kepi up a conflant fee
fri m the mortars and threw a number of
flieils into the town. Five of the enemy’s
gun boats and two gallics composing the
ventre divifnn, and itationed within the
socks as a reserve, joined by the borts
that had been driven in and fuppiied by
frcfii men from the (hore to replace those
they had 1011, twice attempted to row
•ut to endeavour to surround our gun
boats and their prizes, I as often made
the signal to cover them, which was
promptly attended to by the brigs and
schooners, of all wtiieh were gallantly
•ondudled, and annoyed the enemy ex
ceedingly ; but the fire from this fliip
kept thetr flotilla completely in check.
Our grapeshot made a great havock
among their men, not only on board the
(hipping, but on shore. We were several
times within two cable’s length of the
rocks, and within three of their batteries ;
ery one of which , in fuccellion, were
flenced so long as we could bring our
broad fide to bear upon them. But the
moment that we palled a battery it was
reanimated and a con&ant heavy (ire kept
p, from all that we could not point our
guns at. We fuffered moil when
•earing tae*Jng ; it was then l
tnoft. sensible felt the want of another
frigate. At half pad four the wind
inclining to the northward, I made the
signal for the bombs and gun boats to
retire from aftion, and immediately after,
the signal to tow off the gun boats and
prizes which was handsomely ezecuted by
the brigs, schooners, and boats of the
squadron, covered by a heavy fire from the
Constitution. At three quarters pall 4
P. M. the light vessels, gun boats and
prizes being out of reach of the enemy’s
Ihot, I hauled off to take the bomb vei
fels in tow. We were two hours under
the fire of the enemy’s batteries, and the
only damage received in this ship is a 24
pound (hot nearly thro’ the centre of the
main-mall, 30 feet from the deck, main
royal yard and fail (hot away ; one of
our quarter deck guns damaged by a 32
pounder Ihot, which at the fame time
(hattered a marine's arm. Two lower
fiirouds and two back flays were Ihot
away and our fails and running rigging
conliderably cut; we mull impute our
getting off thus well, to our keeping so
near that they joverfhot us, and to the
annoyance of our grape shot gave them ;
they are however but wretched gunners.
Gun-boat No. 5, had the main yard shot
away ; and the rigging and fails of the
brigs and schooners were conliderably
cut.— Lieutenant Decatur was the only
officer killed, hut in hun the fervicc has
101 l a valuable officer ; he was a young
man who gave llrong promise of being
an ornament to his profeffion : his con
dud in the action was highly honorable,
and he died nub!y. The enemy mull
have fuffered very much in killed and
wounded both among their (hipping and
on Ihore. Three of their gun boats were
funk in the harbour, fevsral of them had
their decks cleared of men by our shot ;
and a number of (hells bu ll in the town
and batteries, which mull have done
great execution. The officers, seamen,
and marines of the squadron, behaved in j
the moil gallant manner. The Neapoli- I
tans in emulating the ardor of our lanncn
aniweicl my highest expectations. 1
cannot but notice the active exertions and j
offi. :er-iike conduCt of lieutenant Gor- !
don, and the other lieutenants of the
Constitution. Mr. Harrided, the tnafter,
gave me furl fatisfaftiou, as did all the
officers and (Flip’s company. I was much
gratified by the conduct of Captain Hall,
and lieutenant Greenleaf, and the mari
nes belonging to his company, in the
management of fix long 26-pounders on
the fparedeck, which I placed under his
direction. Capt. Decatur speaks in the
highest terms of the conduct of lieuten
ant Tiiain, and midlkipman M’Donough,
of No. 4 ; a3 does captain Somers, of
midiliipinen Ridgely and Miller, attach
ed to No. 1. Annexed is a lilt of kil
led and wounded, and inclofcd a copy of
rny general orders on this occasion.

Ariguft jfh: We were at auchor
with the squadron about two leagues
north from the city of tripoii, the Argus
in chafe of a small vcflcl to the weitward,
which file soon came up with, and brought
within hail. She proved to be a French
privateer of 4 guns, which put into Tri.
poli a few days, fiace for water, and left
it this morning. 1 prevailed on the cap
tain for a confiJeration, to return to Tri
poli, for the purpose of landing 14 very
badly wounded Tripolitans, which lput on j
board his veil'd with a letter to the prime
minister, leaving it at the option of the
Boffin w, to rcciproc :te this generous mode
jf conducting the war. The fending
these unforunate men on shore to be
token care of by rttcir friends, was an adt
cf humanity on our part, which J hope
will make a proper impreifion on the
minds of the barbarians—but I dont
doubt it.—All hands werebufily employed
in altering the riging of the three prizes
from latteen vtfftls to sloops, and prepa
ring for a second attack. Obfervcd one
of the enemie’s schooners and the brig
(acorfitiis) in the harbour tabeuifnaft
ed, was informed by the French captain
that the damage ths fe vessels received in
the action of the 31, had occationed their
malts being taken out.
The 7th, the French paivateeer came
out, and brought me a letter from the
French Consul, in which he observes,
that our attack on the 4d inlt. had d,f
pofed the Balhaw to accept of reasonable
terms ; and invited me to fend a boat to
the rocks with a flag of truce, which was
declined, as the white flag was not hoisted
at the Baflftw’s callle. At 2, a. m.
with a very light breeze from ths east
ward, and a strong current, which obliged
the constitution to remain at anchor, 1
made the signal for the light vessels to
weigh, and the gun and bomb boats to
cast off and stand in shore towards the
Wcilem batteries, the brige boats having
been completely fitted for service, and
the command of them given to Leiuts*
Crane, of the Vixen, Thorn, of the En
terprise, and Caldwell of the Syren :
the whole advanced with fails and oars.
J he orders were for the bombs to take
a pofilion in a bay to the westward of the
city, whete but few of the enemy’s guns
could be bro t to bear on th*.n, but from
whence they could annoy tli town with
ffiells.
