Sir, ’
MY foie object in ad ( J re njng t 0 Con
grtfs my fitter of the f r ft of the present
month was to gain an op portun j ty 0 f re _
luting the charges and infi„ ua ;ior.* which
have been made against me. The little
reflection I could give the fubjea, indu
ced me to believe, that it was proper, in
a refpeaful manner, to repel the charges
publicly and in the place where they were
made. Nor did it occur to me that the
right of an officer to defend h:s charac
ter depended upon the office he happen
ed to hold.
If, however, I erred in this, I pre
futr.e it cannot be wrong, in defence of
my reputation, to addrtfs you in your
private c!i3raAsr as a gentleman. I will
owr. that 1 am desirous of retaining your
friendlhtp 3nd confidence. I will own
that I am not indifferent to public opini
on ; and that I fetk the confidence and
esteem of my fellow citizens by the even
tenor of a wcil spent life, and the regular
ditchargc of all the foeial duties ; not by
kffemng t he esteem and confidence to
which others arc entitled.
Various charges have been made
nie for the inter*it I have in the
Georgia grants; for my being an agent
of the New.England company ; 5c for my
condutft as such agent. As these char
ges have not yet appeared in print I can
not give that fpccihc anfw.r which hete
aher may become neceflary, and for
•vluch I pledge myfelfto the public in
caie iuch necessity (hall exit!.
I now take the liberty of Sating how
i 1 bctome interested in the claims, how the
agency was accepted ; ar.d what has
been my conduct as agent,
Firff. A* to my rtitereft.
When the members of the New-Eng.
land company formed their contrast with
Wiliwm VViHiamfon, as agent for the
Georgia Mifiiffippi company, in Septem
ber, 1793, not the least inteteft in
the concern. Upon the advice of my
friends and at their felicitation, between
that period and the firft of December I
agreed to become inilcrefted and accep
ted a certain (hare, which was produced
lor me by a voluntary relfrqiii'hment of
a party by f. veral gentlemen, for that
purpose. In January 1796, the agents
came on from Georgia to give tht con
veyance, and 1 was deputed ns agent for
many of the proprietors near Conne&icut
river : to difeharge which trull l procee
ded to Boilon. Before the business was
ciofed my principals arrived : a variety
of considerations induced me to relinquish
the adveature, such s the difference of
climate, the distance of the property, the
warlike habits of the natives, and the
want of capital, and before the time of
which I am about to speak I relinquiffi
ed my right to two friends from Cour.ec
ticut. Thus my concern with the Geor
gia lands, as I thought was forever c!o
----led. Butin the evening of the Sunday
next preceding the second Tut-fday of
February, 1796, Afhbel Stanley, then of
Con-rcntry in Connedicut, applied to
Oliver Phelps, esq. and tnyftlf and re
quest-d us to become surety ior him sod
Jeremiah Ripley, esq. of said ‘Conventrv
(they being partners in trade) to the
Georgia agents for the space of sixty !
days, to the amount of 75,000 dollars ;
and aligned for reason that the agents
would not take notice fignedin the name
of the firm, and that he only wanted our
names till he could have an opportunity
to procure the name of judge Ripley as
an endorser to his notes. The great
tlleem I had for judge Ripley and a
knowledge of his ability, induced me to
give to Mr. Plielps, as 1 was about to
return to Connecticut, a written engage
ment to affumt one third of the rifque in
cast he should think it belt to make the
indorfement. Mr. Phelps made the in
dotfement for Stanley, and took into his j
hauds as fccuritv, Stanley's, conveyance 1
of 750,C00 acres of Georgia Miffiflipni
company's laud, for which the cndorle
ment was given j and alio an alignment
by Stanley of 100,000 acre# mure
which Seth Wittnore afligned to Stanley*
Stanley failed : judge Ripley denied the
authority of Stanley to use his name iu a
land contract, Mr. Phelps and tnyftlf, as
indorlers, had to meet the 75,000
dollars. On tbe fourth day cf May,
1798, we fausfied these obligations aud
they were cancelled and delivered up.—
Fo acquire the means of fatisfynig these
endorsements we were compelled to dis
pose of 670,000 acre* of this land, be
sides a vatt deal of other property. —
When w; cali-.d for the ferip on the
ioa.ooo acres, conveyed by Witmore
to Stanley, and by Stanley to Phelps, we
found that Witmore had conveyed the
fame land to llarel Munluu, merchant in
Boilon. Here anew difficulty presented
it felt vrnioh has but late.y removed.—
Qu the 30111 of August 1803, Mr.
Phelps,-to enable me to close this dispute,
gave me a conveyance of these 100,000
•xrcs and on the Bth of September of the
is cue year, 1 effected a final lettlemeut
with Mr. Munson, of bis dam, for the
joint benefit of Puelps and Granger
This explamt tbe cenveyaiues from Mr*
Phelps and Mr. Munson to me, and these
tads can be proved by these gentlemen,
and by Judge Ripley, Amala jackfon,
t -q of N>.w York, Jos. Lyman, esq. o;
