The following are the opinions of the
commiffiorerr, the Secretary cf State,
Secretary cf the Treasury, and Attor
ney-General of the United States, upon
thisfubjed. On the claims pretended
to be derived under the aft of Georgia
of the 2i ft December, 1789, they ob
fetve, “ upon a full view of the fubjeef,
the ccrr.nifiicnersdoii.it perceive that
thole companies have anv tquitable
claim either for trie land, or for compen
faiion from the United States 0 Very
different is their opinion upon the claims
under the a£t of 1755. “ The commis
sioners think these propefuions inadmif
iible, and without pretending to affirm I
that the lrg'flature of Georgia was com
petent to make the decision, they feel no
helitation in declaring it as their opinion,
that under ail the csrcnmftances which
way efFeft the case, as they have come
within their knowledge, and as herein 1

Here I cannot but remark how very dif
ficult it is for feeble minds to decide im
peutani questions upon which great men
disagree. The gentleman from Virgi
nia (Mr. Randolph) is of opinion that
it would not only be impolitic to compro
jrife these claims, but that the only
claims of the applicants are fraud and vil
lainy ; the comaiifiSi.ners, who probably
examined ‘htfuljcdt with as much atten
tion, at lea ft with as much coolness, as
that gentleman, believe that not only the
