It w ill be perceived tiv&t thele traits nrceflarily imply a sincere conviction that all legitimate power is drrivtt’ from the pesple, find that its on ly honed exercise is in the promotion of ti.eir happiness. Let us rapidly review these several traits. Fuji a mutual toleration of opinion is an affential ingredient in the charadfcr of a republican. Were I called upon to name the cardinal point cf republican ism, pre-eminent above all others, I would name this. Without it freedom is but a name, an ignis fatuut, thr.t may hurry us into difficulties and dangers but can never lead us to any ufeful result. Ht who denies freedom, of opinion to others necvffarily arflSgatcs to himfelf luperiov intel'igence or virtue all around him ; and without, per’ aps, always perceiving it himfelf, lays the fu ll foundation stone of a monarchy or driftocraey. Whence is it, that free Hates have perilled, but fiom the inordinate ambition of a few men, who have not relied fatisflcd until they prostrated all opprfitirn to their views? what was the firll indication of tlfas ambition, but intolerance of opinion overbearing & menacing whatever eroiled or thwarted'it ? Let us analife the ingredients of which such a spirit general'y composed. it is I founded on the belief of the individual j that he is pc ffeffed of high power?, art fing from a companion cf himfelf vxith j those zround him. This belief may be (jiiil, or it may be unjust. It uojuft he can have no claimsfto superior influence, it juf;his talents entitle him to a diftin guifh'-d lead among his affccistts. Put hew fa this lead to be gained? By fdi.'y 1 dffplayirg his tnlents, by laying L-iore : h-r afiberates or the pt-opfa the tr ‘em to. his opinion?, by . ror.vinehg thole to 1 who .-a they i e add.tfled that it is their iutereft lo receive tluxu, a. and to adopt the Ricalves they rc com os ceded. Now ) j ccr.v'UJton is an aCI of the mind, that ! can ooiv be producctFby enlightening’be (judgment, and not by coercion. Fuc I eppea a ice of it may be, but the reality ! never cai. Where then superior powers j 4 \ fi, so fsr from leading to intolerance I t.icy clifclahn it; t!u.y contain within ; t’.-.v nsfelves happier tr-. mis for sceotr.plith ! ing their purpofa ; - Hence it tartly hap ’ pens that a g ear mind is intolerant, — v, hy it be ? If I n.ay use the j expreffien, it brings its wares to the tnar- I: t, and every eye at once acknowledges iluir luptrior txouifiteaefs and quality. Stung u believi.g. The sass is that intolerant trur.ds are dually weak ; and a secret confciou!- efs of ceictt u the fruitful pareni of deceitful appearances. Sue!, naiads therefore, thrink from fenmuy ; they retuls to take the common ground of argument ; and they fly t orn the touch ftoiic of familiar obfervat. ,n. It may Is further rentaiked that pb ntical intolerance stnpUes a coi : far* public opinion, a-bcivei that ti c 3,*'l 10---y ---y of the people are inconqtr'nt to judge tor .hemfelvc*.
