security, which are inspired by a
belief, that death only can refer

individuals of different iexes to
gether, and impress them, by the
irrefiftable influence of afFedtion,
and the consciousness of a com
mon indivisible imereft, to main
tain nil che tender relations of
father, son and brother.

To Non-Resident Land-Holders
of the State of Kentucky.

it would seem that the Non
Rcfidcnt land holders are eithzr.
ignorant of our laws, or consi
derably embarrassed for the want
of agents, in whom confidence
may be placed, and whole situ
ation and acquaintance with bu
finds will enable them to dis
charge with promptness the du
ties required of. them-
That there are fome who lor
want of information of what our
laws rsquire to be done, have
fuffered their lands to be fold
for the tax, l have no doubt, and
for their information, will give
a ihor ftatemenc of our laws on
that fubjeft. But lam sensible
that many more have fuffered
from a misplaced confidence in
agents who could not or would
not attend to the duties required
of them. Men at a di
stance from Frankfort, where
taxes on non-iefidents* land are
paid, mull find it more inconve
nient to discharge the duties of
an agent than a citizen of the
town. Yet it is believed that at
leall nineteen twentieths of those
gentlemen who a& as agents for
non-residents, live dispersed at
considerable diflanccs from this
place. And to this eaufc may
be attributed a great part of their
omission and neglect of duty.—
For it may happen that at the
time of receiving money it is
out of their power to pay it im
mediately into the Treasury, but
they think it Pnall be done as
loon as fit opportunity occurs ;
in the mean rime fome prefling
occalioo or plealing {peculation
induces them to make use of it,
which they cannot again collect
till the lands are fold. But z
citizen of the town could always
pay over the money on receiving
it, which would often save the
cods of advertising the lands.—
And opportunities of transmit-
tinjj money to this place are
more fafe and frequent than to
molt other places in the State, as
the Poll from the Eastward once
a week ; besides private convey
ances, i&hich are numerous. If
there Ihould be any danger ap
prehended from the mail being
robbed, the Bank Bills may be
cut into two or more pieces and
cranlmkted by different polls.—
1 hefe among other reasons which
might be adduced, have induced
me to believe that a perlon in
whom confidence could be pla
ced, living at this place, and ac
quainted with business, who
would takeupon himfeif the pay
ment of taxes for Non-Residents
on a moderate commiflion, would
receive encouragement. 1 have
therefore determined to offer my
iuvices to Noa-Rcfidcnts and
others who may wiili business of
the kind done at this place, on
the fallowing terms :
On being furnilhed with mo
ney in time, I wiil attend the re
fpedtive offices, pay the Taxes,
procure quietuses therefor, and
transmit duplicates thereof to the
Proprietors of the land, to the
neared pod-office where they
reside, for fifty cents on each trad
of land, and five per cent, on the
amount of the tax, &c. charged
thereon. As it will be necefiary
that regular accounts should be
kept of the money received and
paid away by me, I prdume theie
terms will not be though high.
For the information of those
who msy require it, 1 have sub
joined the following statement
and certificate. —3y the prefenc
law’s of Kentucky, N on- R efident s
who claim lands within the fame,
are compelled to enter their
lands for taxation with the Au
ditor of Public Accounts, before
the id day of Odober, 1806, or
such claims will become forfeited
to the state. The entries must
ande r ribe if possible the filuation
and quality of the land, in whose
name it was entered, surveyed
and patented. The Tax laid on
their lands becomes due on the
ift day of February, annually,
and if not paid by the ift day of
O&ober following, carries inte
rest from that time till paid, at
ten per cent; per annum. The
Auditor is direfled.to transmit to
che Register a lift of luch lands
as are not paid on (and this he
commonly does by rhe firft day
of may annually) and the Regis
ter is required to have the fame
publrfhed three months in the
paper of the public printer, before
the firft Monday in Novem
ber, at which time the lales of
such lands commence, and con
tinue from day to day at the
iHoor of the State-House, till all
are fold that are not paid on.'—
The cost of advertising is charg
ed to r he proprietor of the land
and added to the tax. The lands
thus fold cannot be redeemed
without the confcnt of the pur
chaser.
