SIRE,
The payment of the American debts
upon the fund of 20 millions is in full ac-
Among the American creditors
who are paying off, there are ftveral
who receive by means of their attonies.
I have received information from all
parts, that fome of there agents complai
ned ot having been obliged to make fa
crifiecs for the purjpole of being paid.—
It is, however, much more prohibit that
they thus prepare for themuives means,
tindi r fsife pretexts, to make these de
■dunliions be supported by their employ
ers. . To disconcert these mantenvies, 1
have written the annexed letter to Mr.
/ w strong, the MrnilUr of the United
States It has tines been rumoured,
ti nt force creditors had, been forced, pve.
v our to obtaining t'urff liquidation, t”
give bills of exchange, ir. payable
a.* the fame time that the tiicaliuy {hots Id
irvokc its payments. Tnotigh fully per
fnahed beforehand that nothing fiti.iiar
had taken place at the general liquidation,
I did not judge it left* neccfiary to put a
flop to the to calnmnions reports. For
this purpofc, 1 determined to fee all the
creditors te.re a tele at the moment of the
paymentl told them, that I wag taking
r'eafurcs that no deduction (liotlld be al
lowed them by their cmp’.cyeis in Arne
ji. a, that if they had palled any fitch
bills, the payment of them flronid be at
theircw., colt, aiid that for the remain
der ! ill mid give them (the attoruicr)
lire me ana of farcing thole to re ft it it r ion
who tliould have extorted loch bills in
blank from them.
It appca.s to me that the rumours
have iefs weight finer: I look this step,
and should they entirely ccafe, I iiiail
have certitude that thele reports were
intpofitrons cf covetous people, who
v-ifhed to cheat their employers.

PARIS, 17th Fwrial,year J3.
SIR.
You and* I have t;<kcn cogr.niance of
the liauidation which has been made of
each of the American debts payable at
the Public Treasury, upon a fund fp;ci
r.Uy afligoed by one of the conventions of
the iotli Floret], year;!.
V* e have taken the mtafare which we
judged molt proper to 1 cu. c to each cre
ditor the recovery of what is due to him.
Several of them are .represented by alliu
rees, or by agents with full power of t't.
torncy. It appea-s ftom what 1 was
told by the person who presented him
felf in jour name, that ycu are appreheu
f;ve of the abufc which fume perfon*
might make of the orders that will b.
delivered to them by you.
I have indeed received information that
f me attorneys or their agents intend to
reltrain in their own hands more or I ts
cpnfidcrable portions of the (urns which
Stall be paid to them, and that they will
fetk te juftify this infidelity, by giving
out that they have been obliged to make
advances of ditburfements to obtain a
right of this payment. We ruuft he up
on our guard against such charges, when
thafe who hazard to make them well

A!! perlons interefied in these pay

But independent of this power, you
may acquaint ali those to whom or for

that the whole oi the iums paid belongs
to them ; that tlitir csorcfpor.dcuts

informed, or .rcn moderate. They arc
obliged to allcwThtm only the ccmtniffi

ccrrtfpotidents fiiuuid make them under

for v. hich they will have full ref rtf. in
the courts cf juflice or fi> any other mar>-

tiny will obtain fii m you and from rm
recefiary information. They may afi<
for it ary time, may return and a(k for
irefh information ; nothing will be retu
ftd to them. V. e (ball always look up
on it as a duty to enable them to cxercifi
their right to its full extent. I even
flunk it proper, fir.ee y*u and I are to
fee ai! prrtiu who t-re to receive pay

I'ranklatid vs. Nicho'fjn.
This wes a taufc of nullity of mar
riage, promored by Antholy Frankland,
of the pariflr of fit. Mary-le bone, again ft
Ann Nicholson, falfely calling herfelf
Frankland. By the proceedings, it ap
peared, that Anthony Frankland and
Ann Nicholson, were married on the 19th
of October, 1803, in the parilh church
ol St. Paul Covent Garden, by the offi
ciating minister of that Parilh, by the
falfe and affirmed name of Ann Ross, in
pnrluance of the bands of matrimony,
three times publilhed. On the ptrt of
the hufbar.d, it was argued, that a change
of name to be confiderod at a true came,
mull be by the King's royal license, or
adt of parliament, and therefore this
mult have been a fraud prr.dtifid on the
hulbiind, with refpetl to the parentage
and family of the party with whom he
was about to contrail. It was also a
fraud pradlifcd on the clergyman, and
likewise again ft the law, which writ a
1 principal point in a court of julliue, to
lie considered. On the part of the wife
it was contended, that there had been
no fraud committed on the parents, inas
much as both of the parlies were of legal
age ; and if the party was deceived with
reipef.t to the naalc, he could not be I
as to the person on whom he had fixed
his alLdtions ; and further contended,
1 that there was no fraud whatever to af-
