.clause, lie thought, bad been evidently in
corporated in the art with a view to the se
curing and providing a coirect detailed
statement of tlve practical operation of the
j 2d March, IdSUfor the information of the
: present Congress, and the bi tter to enable
them-to decide upon the proper ulterior
policy hr bo pursued in relation to the sub
ject in question. The time, ho Mod, w ith
in which these repprla were to In made by
(heseveial Registers and Receivers bud
uow nearly eiapsed, and there w.s every
probability that the Treasury Department
| was no-- in possession of the whole of them,
jor would be before tfie expiration of the
j present week, previded those officers had
I attended to tins, respective duties; and
that they bud attended to those jjlulics he
(Mr. R) had no reason whatever to doubt.
M'. R. continued, that on i question of
the ad plion if a resolution ‘imply Cu'iiuttj
f.-r inf-u motion, it would perha.ps be some
what out of i .e usual order to dwell upon
the merits Ia bill previou-ly committed ;
be w- uld, however, remind tlie house, that
the receipts into lie Treasury for the year
IS2I, arising from nett proceeds of public
land sales, had fallen short about 300,000
dollars of vvliat they had been estimated at
by the Secretary <•{ tire Treasury in his
annual • port made at the second session
of the last Congress, that this deficit might
perhaps b- ascribed in. part.to the general
stagna'ion c.f business, the failure ot some
banks, and the cons- q-t'-ut derangement of
the paper currency of the country ; but he
imagined (hat it was chiefly attributable to
the operation of the law of March last.
What he now desired wajito have this
operation spread before th'e h%se, in detail,
as doubtless by a minute attention to the
practical effects of the past law, a more
correct estimate might be made of the pro
bable future results from continuing -its
provisions in force—that, fur his part, lie
should be glad to arrive at a conclusion,
that the extension of those provisions, to
such-purchasers as bad not availed them-
S'dves of them, would prove not only just
and equitable to the purchasers, but also
advantageous to the nation.—that he had,
however, his misgivings or* the subject,
anil he trusted that, if Congress did re-en
act the former law, it would bp so garded
in its terms, as not to operate ns an extin
guisher to every motive which delinquent
debtors might have to futurp punctuality. ]
lie thought that there -were other con- ;
sidet-Htirins which made the required infor
mation desirable, but he .forbore to enlarge
upon them. The rail was not calculated
to give the Secretary much troubled i* corn
plying witli if, an 1 lie hoped the resolution
would be adopted.
After some verbal amendments suggest
ed by Messrs. M Coy and Rattkiti, which
were absented to hy the mover, the questicn
was taken thereon, and the resoluiion ad
