An election.'for county ofiicers comes cm ibis j
<wv. It is presumed that every citizen has al-;
iTady made up his mind in regard to tlic merits j
of tire different candidates; and that any thing now
said, will he of up ' r ail in changing the prepoS- j
sessions already entertained. - It is not for me :<
to undertake to influence any person in the use j
he is to make of his vote. Every citizen ought j
to belli* own judge of the merits, the honesty I
and integrity of the candidates; and ought not to -
suffer any one to persuade or coerce him m a j
measure of such vital importance.. It is my j
opinion that the claims of any vpamlidate should ;
be candidly, fairly and openly discussed. The j
sovereign people should Ire allowed ad possible .
light on the subject,to enable them to determine
wisely. But nothing further should be attempt
on their independence. Their choice ought to
be free, lie who aftempts'to bias a vote in fa
vor of his friend, or against his enemy, by other
lneanrthan candid statements and fair reason
ing, adopts measures unbecoming a republican
and an American citizen. I know it is the fash
ion in this place, for the power and influence of
wealth to exert itself. -V monied man atttempts
to persuade all within the circle of his influence,
to vote as he does ; not by the strength of aigu
inents, but by promises of patronage, or threats
of oppression. A master workman undcrtaucs
to dictate to the poor devils in his employ the
part which they should act —and all refractory
spirits are threatened with a discharge from scr-.
vice and no pay. Such conduct though some- j
what sanctioned bv custom, is anii-rcpuhlican, (
and ruinous to the frtre institutions of our conn- •
try. The voice of the majority, freely and inde
pendently delivered, ougm to govern our conn-i
cds and fill our posts of honor. The minority j
oilght to submit iii quietness and content, 4et
I am one of those who claim the right of remon
strance, when I see any election decided by ti
few nabobs, through the influence of wealth,.
bribery end corruption.

It lias been suggested to me that many gentle,
men legally intitled to vote, will be deterred
from presenting themselves at the polls, from a
misapprehension of the laws on the subject. 1 !
think, it has been frequently decided that those
who reside htlre dmgig the fall, whiter and
spring months, although they should be absent
during the summer, may yet claim the right of
suffrage. Our constitution requires six months
residence, as a qualification of a voter, lint it is j
neither expressed nor understood, that these six .
months should he the next preceding the day j
of election. 1 remember that it was'once insist- j
cd upon by’ that party who wish the minority to j
govern,who wish to have all elections determi-;
ned by themselves—that no person should be al- j
lowed to vole, who had been out of the county ;
any time during the preceding six months, upon |
business or pleasure; and that the right of sut-j
frage should he denied him, unless he could:
swear that lie liaal lived in the county’ to” the last i
six months. This doc;rine however, was soon
pul down ; it smelt too rank for the republican .
palates of our citizens. We of this free country j
hold, that a man may travel wherever he please, j
on business or pastime, without forfeiting his cit- 1
izenship. Our constitution is very liberal in the :
extension of the rigid of suffrage. So far from
throwing anv obstructions in the way o* the ex
crcise privilege,, the framers of that sa
cred instalment, seem to have labored to give
all possible explanation of the right, and the ut
most facility to the enjoyment of it.
The following article from the constitution of
the state of Georgia, with the oath ‘established;
by'the act of ’S9, contains all the law upon the
subject. .
Article 4, Section 1. v
The electors shall be citizens and!
inhabitants of this state, ha i e attained lite
“age <>f twenty-one years and have paid ail
taxes which may have been required ol
them, and which they have had an oppoY-j
1 unity of paying agreeably Jo law, lor the j
year preceding the election, and shall have*
resided six months within, the county.”i
In case where any.iWa as to the qualifier-,
1 ions of a voter, shall arise; the act of ’99 pre
scribes that the following oath be administered, j

This oath contains all tiie qualifications which
can be legally demanded, and every one who can
take this oath, is entitled to vote,
