Inquiry, has Congress acted in confonni

should be made—the impossibility of ad
lusting the conflicting prehensions of the
■arge states who may claim their share in

Kmuli who may demand thiers in the ratio
Bf population—would induce a statesman
■even of large and liberal views to acqui
lescc in a positive injustice to a part for the
■ultimate welfare, as he may conceive of
■the whole.
We turn for a moment, however, to no
tice the use which has been made of the
argument in the Maryland Memorial that
no equivalent has been received bv the old
States for this liberal donation of land o
the new. Why will the opponents of the
Memorial urge that die enhanced value, of
the public domain, as well sold as retained,
constitutes a full equivalent ? How often
are they to be told, that, this is an advan
tage not exclusive, but shared in com mot;
ay the new States as well us the old.
>v, Wiiv will they also say, that the promo
tion of education in the West, exclusively,
by means of public bounty is lor national
purposes? Let us admit Shut the literary
instruction oi'the ciii/.ea of anv part of
