I ike ill rytanJ resolutions it mu3t be ex Beeted will soon become the topic of inter nting controversy in Congress. \i e have lever known a public question so clear in Is abstract merits and yet so involved with Biatter that, in no way appertains toit. Now can e readily imag-j B:c the existence of a difference f so iti-; |nent as to the nature, of the principle by j Bhich the apportii i ment in future should |c made ? \YJ can ctlso conceive that sound \ Btatesmen may entertain opposite views as |o the expediency of such an opportion'ine.nt |f the public territory as that in ques ; i. n. ■There are many practical considerations |hat must in politics restrain and limit that |vhich may be considered an undoubted Brincipie of justice in rin a' >ac r . Con- Bress, for instance, may detin it equitable Bo permit the old states to share equally |vith tiue new in ihe public lands reserved ■or education ; but the difficulty of fixing Bn a principle by which the distribution should be made—the impossibility of ad lusting the conflicting prehensions of the ■arge states who may claim their share in Bropoition to extent of territory, and the Kmuli who may demand thiers in the ratio Bf population—would induce a statesman ■even of large and liberal views to acqui lescc in a positive injustice to a part for the ■ultimate welfare, as he may conceive of ■the whole. We turn for a moment, however, to no tice the use which has been made of the argument in the Maryland Memorial that no equivalent has been received bv the old States for this liberal donation of land o the new. Why will the opponents of the Memorial urge that die enhanced value, of the public domain, as well sold as retained, constitutes a full equivalent ? How often are they to be told, that, this is an advan tage not exclusive, but shared in com mot; ay the new States as well us the old. >v, Wiiv will they also say, that the promo tion of education in the West, exclusively, by means of public bounty is lor national purposes? Let us admit Shut the literary instruction oi'the ciii/.ea of anv part of the Republic, tend* iti the and gree that it Is ] enjoyed to the happiness, tranquility and! perpetuity of the whole.
