Evidence seems to be accumulating to show
that the contest so long and so fearfully waged
between Spain and uer colonies, is drawing t
sc'ose. The efforts of the mother country —
her energies paralysed by divisions at home, and |
her resources exhausted by disasters abroad—are j
i evidently becoming weaker and weaker, and
more boneless by every defeat. While the cham
pions of independence, emboldened by recent
sacress, and inspired by the high hopes of soon
I terminating their struggles, which the declining
I power of Spain seems to warrant, aie pushing
I their advantages to the utmost. The republi-
I cans of this country have long looked on this
I eventful struggle, as mere passive spectators—
I but not entirely as disinterested ones ; our hearts
I and our sympathies have all along been with the
I patriots erf the south; and we have looked anx-
I iously for the coming of that day, when we
I might greet the rich provinces of Southern
I America as independent republics, and behold
I them talcing rank among the nations of the earth .

PAST WEEK.
COTTON—The import for the last week was

There was but little done, the whole amount j
of sales not exceeding 600 bales. The Iludson ,
being closed and the navigation of the Sound ob- j
structed by ice, there is little demand for home (
use. Sales were made of Alabama, Tennessee i
and Uplands within our quotations, except that a
bout 30 bales of choice Uplands reached 18 cts.
FLOUR.—We continue our quotations much
the same as those of the preceeding week, al- 1
though the business doing has been small.— 1
Some sale? of Philadelphia were made at 6 50 a 6 1
62; and of N. York at 6 31 a 637.
SUGARS—The import for the week was small

The N. Orleans is of the new crop, and of a
better quality than the previous arrivals. About
50 hhds was taken at 10 50, and a trifle over;
the remainder is held at 11 dollars. Sales of
Cuba Muscovadoes were made at a shade better;
the sale of a lot was closed at 9 75, 25 cts better
than last week. A lot of inferior whites was
sold at 13 dollars. But little business was doing
in Havana browns or whites; on the whole the
sales have been at a small improvement, and the
holders more firm.

COFFEE—The import of tire week was

The business doing was extensive, both for
shipping and home use, and most of the impor
tations of the week changed hands. A sale of
Havana was made at 25£ and 36j, and of St. Do
mingo at 25£. St. Domingo is rather more
sought for at the difference in price. The sales
of the week were at a small improvement, and
the article may be considered a shade better.—
There has none of the importations from Cuba
this winter been of a handsome green quality,
although it improves by every vessel: what has
arrived is of a yellowish cast generally, and some
of a mixt quality. The stock in market is small.

MOLASSES—The good retailingqualitiesare
scarce, and more in request than the inferior.—
Os the supply in market most of it is of the latter
description, no new crop having yet arrived.—
Small sales of sweet NOrleans were made at 35
cents, and of Guadaloupe sweet at 31 cts. A
cargo of upwards of lUQ hhds Havana was sold
at 27 cts. principally inferior—the choicest of
which was afterwards sold at 29 cts. We quote

SPIRITS—The business of the week was ve
‘ ry limited, and no large Sales made. The hol

small sales by the single cask at that price. The
dealers', however, will not give over 1 50. We
quote it at XSO a 1 55. Seignette’s is held at
$1 62.

Daring Outrage. —Early on Thursday
evening last, as Mr. James Ross, a respec
table young mechanic of Southwark, was
returning home from visiting some friends,
residing in the outskirts of the city, lie was
suddenly assaulted by two men, who rush
ed out upon him and struck him a violent
blow on the top of the head, which stunned
him immediately. He was afterwards
foundjjbpng at the door of a house in South
street, 1 near second, against which he had
fallen, having wandered a considerable dis
tance in an almost insensible state. —
The villains robbed him of anew coat,
hat and cravat, and are supposed to
have beaten him severely after their first
attack, as one of his eyes was nearly cut
through, anil lacerated in a dreadful
manner, besides several severe wounds in
his face. Mr. Ross has been laying in a
state of partial derangement since this
outrage, which is supposed to have been
perpetrated in the vicinity of Washington
Square, at about 8 o’cluck in the evening.
In consequence of the numerous out
rages lately committed in out cily, it has
become quite dangerous to walk the streets
after dark ; surely it is the duty of the civil
authority to provide ample means for the
security and safety of our citizens. The
watchmen are of but little more use, as at
present organized, than to disturb the slum
bers of the inhabitants, with their unin
telligible efturts to inford them of the time
of night, which serve at the same time to
warn the midnight depredators of their ap
proach, that they may conceal themselves
while he js passing, and again resume their
nefarious attempts. As eveiy oue will
admit that the life of one fellow creature
is of more consideration than the saving ol
a few hundred dollars to the corporation,
we iespectfulljr submit the outlines of a
plan, the adoption of which would, in our
opinion, remedy in a great measure, the
evils complained of:’ ft

Vieisitude . —Rather more than two cen
turies ago, the commerce of Antwerp w 9
superior to that of any other city in Eu
rope, 2,500 merchant’ vessels arriving in
its port in one year. ‘lt is recorded
in the annals of the place, that the value
of the merchandize imported in 1550 a
momited to one hundred and thirty-three
millions of gold ; ano as a proof of the
riches and magnificence of its merchants,
a story is told of a certain merchant nam
ed John Deans, who, having lent the Em
peror Charles the Vth a million of gold in
vited him to dinner, when, after a royal en
tertainment, he threw the Emperor’s bond
into a fire made of cinnamon. Some time
after the people of the United Provinces
having thrown off the Spanish yoke, built
forts on the banks of the Scheldt, and sunk
obstructions in the channel to prevent a
free navigation ; in consequence of which
the commerce of Antwerp wa9 ruined, and
grass grew before the warehouses ol those
who had been the greatest merchants in
the world.
The secretary of the Treasury reports
to the House of Representatives, in an
swer to Mr. Darlington’s call for informa
tion, that no money arising from militia
Hues, in the slate* of Pennsylvania, has
been paid into the Treasury of the United
States. Connecting this, fact with the in
formation derived from common report,
that something like 8200,000 were to be
collected in this way, it is one of no little
interest. Mr. Smith, the late Marshal, it ap
pears, never paid any money over on this
account to Mr Conard, the present Mar
shal, nor gave him ariy definite information
un the subject. It furtherappeais that the
Deputies of the late Marshal had generally
refused to pay over to the present Marshal
the balances in their hands, and it also ap
pears, from papers delivered over by Mr.
Smith, and from information derived from
other'souices, that Lewis Deflebacli, one ol
Mr. Smith’s Deputies in Buck’s county,had
a balance iu his hands of §3>546, 60, and
that simitar abuses had been committed by
other Deputies of Mr. Smith; but to what
extent cannot be definitely ascertained.

vessels, a brig and schr had been cruizing off Ha
vana a number of days, but left it in pursuit of
the fleet which sailed oh the 26th. Spoke no
