*Tiie whole coast of Cuba, seems to be block
v'ed by a number of small piratical vessels ; and
.„ je intercourse even between Havana and Ma
;Mas> is rendered hazardous and precarious.
Scarcely a vessel arrives in port from any of
“hose seas but adds something to the long list
oi'their depredations. Such a state of things is
a5 disgraceful to the policy of the great mari
time powers of the day, as it is ruinous to their
commerce.

.Mr. Editor:
Unfortunately for mv advancement among
*he fair sex, I am one of those pragmatical tel- ■
bws that must be constancy complaining of the j
oddities and eccentricities that commonly desig-;
rate the ladies of all ages and dispositions. This !
ungovernable propensity—this conspicuous trait j
in my character, has led me to incur some anim
aJversion, and to receive frowns and laconic re-1
plies, that to any other man would throw him in |
the back ground, there to be left to his medita
tion and confusion.
On a recent occasion, I accosted a lady, who,
unacquainted with my Ruling, made a violent ex
clamation of surprise, on my goodnaturedly ob- 1
serving that the ladies in general were re marie a-;
ale for opposite peculiarities. They were either
to be seen too serious, or possessing too much ,
levity, and that indeed I was unable with all the
acute penetration acquired during my walks in.
the higher grades of life, to perceive tlrey evcr(
■maintained the happy medium—that kind of self,
■command which would induce them to smile at,
■jcompliment, or look serious on matters of con
lequence. Now, this rude assertion, conveyed
■n a style of earnestness not usual with me, drew
■forth this reply: “Why, sir, would you seriously \
■orriemn the ladies for an art of condescension
Hnfeigning gratification, where there should be
Hn evidence of disgust ?” This to be sure was
Bril aimed, and hit the intended target; but be-
to such assaul’s, 1 immediately sum-
accustomed confidence *nd resumed
thread of my discourse. Making a gent!
Htlination of my head, and some: king like a hi ’v,
was intended to signify iter meaning was
and clearly understood ; then by the
of illustration, and with an earnest desire of
myself more intelligible, and it possi
to remove the displeasure which from the
was incurred, 1 continued by observing—
too evident not to be perceived, tliat
from habit or affectation, almost every
addressed in conversation, n'> matter what
be the subject, was sure to preface a reply
simper or smile —followed by a titter ’.lien
■ a hah smothered laugh—then bv a more au-
ejaculation—and then it would increase to
with the most odious and ludicrous
of head and shoulders, —tliat this to me was
so browbeating, so subduing, that
mv sou! to tile verity of my expressions,
frequently seen many an enumerate throw n
j of countenance and foiled in saving many
■vtv and genteel things, and often stop
suddenly in the midst of his observations, by
Bkiml of forced civility. As I progressed in
■ observations, 5 perceived the cast of appro
in tile countenance of this fair lady, whose
was as ornamental as her person ; and 1
finished the sentcnc'-, when she :.n
- lhankly declared
a mark of levity too perceptible among
and would henceforth use her best ex
to produce a reformation. Wi'h this as-
I leh her, and anticipate the pleasure of
Wore civily treated in future. Should I
in my tele a tetes have cause to corn”

Limited Partnerships. —According to the law
of France on the subject, which has been in suc
cessful operation for many years, a Partnership
may be formed, under which the various sleep
ing partners are held, only so far as go the funds
they do put in, or agree to put into the firm.—
jThe funds which are to be furnished by the
I sleeping Partners, are made a matter of public
I record, to which every body can have access
| Thus, without any deception on the public, and
! without the chance of involving their fortune,
beyond the amount thus pledged, many rich men

see men without property, the shoots of rich

j May it not be worth}- of occupying the attention
of our enlightened Legislature?—Might it not
throw into active and useful employment ihe

inevitably follow, if this order he not granted.—
The populace are very vehement, and openly
avow their intention of repulsing the authorities,
should they present themselves to re-enter Bar

“ The elec ion of the Regidors at Sarria, gave
rise to violent comino kins. The President of
the Assembly was W-ireaied, and srruck ; a con

wounded. The miiitia have beeii despatched to
restore order, and we are as yet ignorant how
thing's have ended.

Singular Naval Custom. —The officers of the
Swedish navy arc considered as military officers,
and in full dress, are obliged to wear spurs ! It
used to excite the surprise of our officers, on
walking aft. to see the captain of the ship strut

As to the .Tack Tars, it put them in such a rage,
they would have advised a war with Sweden, to
oblige the King to lay by the offensive costume,
which irritated and offended them in a great de

who was her lover ? “ Oh 1” said she, with great
simplicity, “ I have no lover, 1 thought the city
