Imprisonment for Debt.
On motion of Mr. J. S. Smith of Ken
tucky it was—
Resolved, That a select committee be
appointed to enquire into the expediency
of abolishing imprisonment lor debt, in ail
cases of process issuing from the courts
of the U. States and that they have leave to
report by bill or otherwise'—[A committee|

Carver’s Grant.
Mr. Walworth laid upon the table a re-!
solution calling on the Treasury Depart-!
! ment, for in for(nation respecting the claims;
)f Jonathan Carver, to certain lands near
i the Mississippi, said to have been granted
him by the Indians.
The speaker laid before the house a com
munication from the President of the U. S.
in obedience to a resolve of the 22d, being
a report made by an authorised agent, £Mr.
Morse,] appointed to make a visit ofob-j
servatiun among the Indian tribes.
The orders ot the ilay were then announ- j
ced f the bankrupt bill havinga precedence] j
when a motion to take up the bill for the
apportionment of representatives, aceor-j
ding to the fourth census, was put ant! car
ried .
Fourth Census.
The census bill was accordingly taken
up in the house; and the question of con
curring with the committee of the whole in
filling up the blank with 42, in which the
yeas were demanded, being stated from the
chair—
Mr. Smith of Mil.rose and stated his ob
jections to the number of 42, preferring
40,000 as the ratio of representation.
Mr. Rochester advocated the number
of 40,000.
After a debate, in which Messrs. Roches
ter, Williamson, Farrelly, Sanders, Ran
dolph, &c. took part, the question on agree
] ing to the report of the committee of the
whole, which fixed the ratio at 42,000, was
decided, by ayes an'! nocs as follows—

So the amendment was rejected, leaving
the ratio in blank.
Mr. Taylor then moved to fill the blank
with and called for the ayes and
nocs, but before the question was taken—
The Mouse adjourned about 4 o’clock.
January 29.
Carver’:; Patent Granted. —The resolu
tion submitted yesterday, calling for infor
mation respecting the pretended grant of
lands to Jonathan Carver, near the falls of
St. Anthony, was taken up for considera
tion. It is generally known,said Mr. Wal
worth, the mover, that in the year 1706,
Carver visited some part of the Upper
Luke, and pretended to have there receiv
ed the grant in question from the Indians,
information on this subject, he said, could
be had, lie believed, from the Department
of tate. For the purpose ot having full
information tin this subject before the
House, that the nation might be in posses
sion of facts, he had moved the resolution.
Mr. Gulden moved to strike out preten
■ /led grant, and substitute ‘claims made by
Mr. Carver.’
Mr. Walwo th said he was indifferent
about the terms of the resolution. H sta
ted, that he knew the agents of Carver’s
heirs were distributed in different parts of
the U. S. vending these land*: one of his
neighbours had recently been defrauded,
by paying 100 pounds, and another he
. knew had paid 5000 dollars for these lands,
. said to belong to Carver. After a few
words from Mr. Tracy, the resolution, as
modified was adopted.
South Jimerican Independence. — Mr.
Hugh Nelson laid on the table the follow
ing resolution:
Resolved, that the President of the U S.
be requested to lay before this Mouse, such
communications, as may be in the posses
sion of the Executive, from file agents of
the U. S. with the government south of the
U.S. which have declared their Independ-

of such governments, in the U. S. with the
Secretary of State, as tend to show the po
litical conditon of the new governments;
arid the state of the war between them arid

Protection of Commerce. —Mr. Johnson,
jof Louisiana, laid on the table the follow
ing—

to the piratical depredations upon the com
merce in the West-Indies, during the last
six months; what naval force is employed
now in that service; what seizures and
! captures have been made; what additional

j what other meansare necessary to suppress
these practices, and to give entire protec
tion to our commerce.
Resolved, That the President of the U.
S. be requested to lay before tills Mouse
what particular acts of violence and out

mitted or acquiesced in bv the authorities
of that place; how they refuse the aid of

Transactions at Pensacola. —The Nj.ea

The schr James Monroe, from Egg Harbor,
reached the city yesterday with great difficulty.
The captain states that an hermaphrodite brig
from Scotland (long passage) is ashore at the
Hook, near the S. W. beacon—had lost both an
chors and cables, and short of provisions.
The brig Telegraph, Clark, bound to Savan
nah, is also ashore at the Hook, near pemaceti
Cove, with the loss of both anchors and cables.
Who she went ashore they ert away her fore
topmast, and when the passengers left her she
made considerable water. The passengers have
arrived in town.
Afull rigged brig, outward bound, is ashore at
the Hook, with the loss of cables and anchors, Sc
all hands frost bitten.
There are a number of vessels off the Hook
firing signal guns, bound in.
Three pilot beats are outside.
The Pilot BoatCrand Canal, with men, water,
provisions and clothing, bound out : ;o supply
vessels in distress, is at the Quarantine Dock, un
able to get to sea.
The Slop Catherine, White, bound out. was
run foul ofby the brig Hyperion, which stove in
her bows, split her mainsail and lust an anchor
and cable.
The brig Native, which went ashore near New
Inlet, Long-Island, has been got off, and now i
lies at New-Inlet, waiting a proper time to come i
round. •
The Br. brig Hind, in a long passage from ,
Dundee, is ashore at the Hook, all hands frost
bitten. The crew has been on allowance of a

idGA name of DAY (pen laps Thomas, who mar
ried Mary Warren) removed from Southamp
ton, or some adjacent county in Virginia, to
some of the western or southern states or terri
torier,carrying with him his wife,and, as is sup
posed, two daughters. By the last will and tes.
tament of Michael Warren (brother of the said
Mary Day) the children and grand children of
the said Mary, are entitled to a legacy. As it
is supposed the legatees aforesaid are in indi
gent circumstances, it is desirable that they
should have a knowledge of their interest in the
estate of said Warren.
As we are ignorant of their place of residence,
we have to request those editors of southern
and western newspapers, who are disposed to
serve the cause of humanity, to give this a place
in their respective papers for three months;
and If they will not do so withont a charge then
the editors of the State Gazettes in Tennessee
and Georgia alone, are requested to publish it,
and forward their accounts to Murfresboro, N.
