Proceedings of Congress. 1
THE SENATE,
March 1.
M A King of Nevv-York, submitted the
following resolution, which was read the
first time:—
Resolved, that the President of the Sen
ate and the Speaker ot the House of Rep
resentatives do adjourn their respective
Houses on the first Monday of April next.
PROHIBITION OK FOREIGN SPIR
ITS.
Mr.Findlay laid the following resolution
on the table for consideration: —
Resolved, That the Committee on Com
merce and Manufactures he instructed to
inquire into the expediency of prohibiting
the importation of spirits.
Mr. F. followed his motion with a speech
of some length to show that a prohibition
__ of the importation of foreign spirits would
operate very beneficially on the interests
of the whole republic, particularly on those
of the grain states: that it would be atten
ded with much ot the good and none of the
evil of a sumptuary law, so far as regards
the use of ardent spirits, Stc. (a full report
of which we will give in a day or two.) —
‘l’he engrossed bill supplemental to the act
authorising the laying out of the road from
the Ohio to the Mississippi river, (the con
tinuation of the Cumberland road) was
read the third time, passed, and sent to the
House of Representatives for concurrence.
LANDS FOR EDUCATION.
The Senate then lesumed. in committee
of the whole, .V! . Elliott in the chair, the
consideration of the resolution relative to
an appropriation of public land to the old
states for education.
Mr. Lloyd resumed the speech which he
commenced yesterday in support of the
resolution, and occupied the floor about an
hour.
Mr. Edwards of Illinois, next rose, and
spoke nearly two hours against the resolu
tion; when, after remarking that he must
conclude at some other time, if at all,
what lie had further to say on the subject,
he sat down.
The Senate then adjourned to Monday.
HOUSE OF REPRESENTATIVES.
Mr. Baldwin, from the select committee
to whom was referred the petition ot sun
dry inhabitants of West Florida, praying
to be annexed to the state of Alabama, ask
ed to be discharged from the further con
niderativn of that subject, and that the same
tns/referred to a committee of the whole, to
which is referred the Florida government
bill; which was agreed to.
Mr. J. S. Smith laid tin the table the fol-
lowing resolution:
Kosolveil, That the Secretary of War
be required to report to this House, an es
timation of the expense of allowing noth
ing and aobstanre to the Catlett at West
I’oint, in lieu of the v hole or part of the
monthly pay, and subsistence now allow
ed, together with his opinion as to which
method would best advance the interest and
welfare of the Military Academy; and, al
*o, Ids opinion whether the monthly pay
now given the Cadets, may not be reduced
without injury to the service.
Mr. Cannon laid on the table the follow
ing: joint resolution:
Kesoiced, lit/ the Senate and House of
Jicpresentatives of the United States of
America, in Congress Jj**e’tabled, That the
President of the Senate and Speaker of the
House ot Representatives tie authorized to
close the present session by adjournment,
on the SOih day of March instant.
Mr. Tfacy submitted the following reso
lution:
Resolved, That the Committee on Na
val A Hairs be instructed to inquire into the!
expediency modifying the act, entitled
“An act for the gradual increase of the Na
vy of the U. States.”so as to require a part
of the annual appropriation tube expended
in the contraction of vessels o! an inferior
force to those now authorised by said law
to be built.
(>.) motion of Mr. M’Lane, the resolu
tion was laid on the table with the assent
of the mover.
The House then proceeded to the con
sideration of the unlinished business of
yesterday, which was the amendment pro
posed by the Senate to
the apportionment bill.
The question then recurred upon the con
currence of tits House with the report of
the Committee op the Judiciary, * n their
divagieetnent to the amendment ot the
Senate.
Mi. Randolph Called for the ayes and
line* upon thequeslioo, which were there
upon ordered.
Af era motion to adjourn had been ne-
Mr. Randolph rose and address
ed tite House in favor of concurrence, on
the ground that he would agree to no rrtf%-
ure tint should contain a proposition to di
minish the present number of representa
tives from the State of Virginia ; and on
the ground that in this, as in the case of a
miner bill, it was not competent for the
Senate to interfere.
The question was then taken and deri
ded in the negative, as follows—yeas 47.
nsv* 9S.
The decision involved a concurrence in
th' 1 amendment of the Jenate.
And then the House adjourned.
The harbour of Providence is now clear of ice,
except tie bar in Pawtuxet.
