that greater dispatch of the public business
is desirable.
We have said, that it is next to impossi
ble that the slate of business in the House
of Representatives can allow of an adjourn
ment on the first Monday in next month.
Let the reader judge. There are novr, on
the List of Orders of the Day—that is, of
. propositions referred to committees f the
whole house tor discussion—-one hundred
and three in number ; and there is, of pro
positions yet before committees or yet to be
originated, at least an equal number. To
adjourn in a month, the house must finally
dispose of six or eight of time subjects>
(some of them of great importance,) in one
day, or they must leave them untouched
and neglected. Further, the number ol
The petitions presented to the House of
Representatives 9ince the commencement
ot tne present session, yesterday inclasive,
i3 twelve hundred ami fifty. Upon the
whole number, there bs, to this day, we
believe, been no final decision in favor of
any one of the petitioners. Admitting that
thero are many cases of petitions which are
frivolous, ami some which are fraudulent
—not to speak of the large class of case>,
in which though hard, the government can
not interfere, yet it will no-be denied that,
among so great a number, there must be not
a few entitled at least to a bearin’- i.i the
House. There are strong reason-,, besides
the convenience of the members, why the
present Session of Congress should have
an - arly termination ; but it i9 hoped that
at the adjournment, there will not be three
fourths of the business of the session left
on the fatde. Much business, however,
jury now be done in a comparatively short
space of time. The new members have
become acquainted with the order of busi
ness of the house, and the members, old
and new, are better acquainted with each
other, than they could possibly be in the
first two months of the session. The de
bates which have taken place on the mili
tary appropriation bill would shew, if proof
were wanting, that, in the business of leg
isli ioti, a certain degree of experience
au.l of practical knowledge is indispensa
tk i a reasonable progress.

In our his.nry of the fraudulent transac
tions of this man Vacaiie, in selling brass
for gold, das', we stated that he had pro

to, ar.d it appears that, besides the 84000 1
Vacarie had the address to get from him
the two diamond breast pin 9 before men-1
tioned —not however as so much towards
paying for the pretended gold dust, but
under’ the pretence that he wanted to
shew them to 9ome Spanish gentlemen,
ami if they liked the trinkets, he, (Vacarie)
would purchase them. It may be readily
supposed that when Bergasse parted with
the breast pins it wa9 for the last-time.
The prisoner’s defence was ably and in
geniously argued by \Y. Maxwell, Esrj.
who contended that the manner of the pris
oner’s acquiring possession of the articles,
though admitted to have been grossly frau
dulent, did not amount to a larceny. lie
was met with equal ability and cogency by
Gen. Taylor, counsel for the plaintiff, who
quoted various authorities in aid of his
own powerful arguments to sustain the or
der upon which the Court had granted the
trial. The trial excited a good deal of in
terest, and during the whole of its process
the court was thronged with spectators.- —
At half past 7 the question was submit
ted to the court, who confirmed their order;
so that according to the act of Assembly
which provides for cases of this discription,
Vacarie will be held in custody until he
shall be demanded by the Executive of
Pennsylvania, within whose jurisdiction
the offence was committed, if such demand
shall be made within three months horn the
time of his commitment, and provided that
he shall not be subject to suit or indict
ment in any case involving the rights of
this Commonwealth or its citizen*. It is,
however, the intention of the counsel for
’he prisoner to apply for a writ ot habeas
I corpus tobrine the case before the Supreme
Court, Judge Parker presiding, and the tii
al is appointed to be held on Ihursday
next.
