REMARKS.
Cottons. —Sea Islands continue in a very de
pressed state; some of middling’ and ordinary
quality, has’been sold in small lots at a trifling
reduction on the prices of the preceding week.
F'-ncv brands are still held at high rates. Up
lands, of really prime quality, are by no means
plenty,and lTj to JScts. have been paid for se
lections, in t\v oor three instances—but all other
descriptions are excessively dull, and the stock
on hand hourly increasing.

CHARACTER OF THE RUSSIANS.

The manner of the Russians is so obli
ging, that you might imagine yourself the
very first day very intimate with them, and
probably at the end of ten years you wotild
not be so. The silence of a Russian is al
together extraordinary; this silence is sole
ly occasioned by what he takes a deep in
terest in. In other respects they talk as
much as you will; but their conversation
teaches you nothing but their politeness;
it betrays neither feelings nor opinions.—
They have been frequently compared to
the French, in my opinion with the least
justice in the world. The flexibility of
their organs makes imitation in all things
a matter of ease to them; they are English,
French or German, in their manners, ac
cording to circumstances; but they never
cease to be Russians, that is to say, uniting
impetuosity and reserve, more capable of
passion than friendship, more bold than
delicate, more devout than virtuous, more
brave than chivalrous, and so violent in
their desires that nothing can stop them,
when their gratification is in question.—
They are much moie hospitable than the
French; but society does not with them, as
with us, consist of a circle of clever people
of both sexes, who take pleasure in talking
together. They meet, as we go to a fete,
to see a great deal of company, to have
tiuiisand rate productions from Asia or
Europe; to hear music, to play; in short, to
receive vivid emotions from external ob
jects, rather than from the heart or under
standing, both of which they reserve for
actions and not for company. Uei .des, as
they are in general vpry ignorant, they find
very littie pleasure in seiious conversation,
and do not at all pique themselves in shi
ning by the wit they can exhibit in it. Po
etry, eloquence, and literature arc not yet
to be found in Russia ; luxury, power,
and courage are the principal objects of
pride and ambition; all other methods of
acquiring distinction appear as yet eflemi
nate and vain to this nation.

LUTIIEJVS MONUMENT.
Among many important acts during the
celebration of the third centurial Jubilee
ts the Reform'd ion, was that of laying the
foundation stone of LUTHER’S Monu
ment at VVittenberg. The ceremony was
performed by the King of Prussia. On the
3ls 1.; October last, five years after the
commencement of the work, the monument
wss finished and solemnly dedicated. On
ois occasion, a delegation appeared from
various parts of Germany, and the Univer
sities weir represented by their most dis
tinguished and venerable Professors. We
have received a detailed account of the
Lu tier’s celebrated hymn : Fin* Jeste Burg
ist unscr gott, was not forgotten. l’he
numb:r of spectators is estimated at ten
thousand! After various musical perfor
mances, Afc. the Reverend General-Super
intendent Ductor Nitsch pronounced an
eloquent Address ; a signal was given and
suddenly the screen fell from the monument
and a masterpiece of art was exhibited tu
the delighted multitude. When this act
took place, the most contiguous edifices
caused the pedestal of (be monument to
be enveloped in shade, and the rays of the
meridian sun rested on the statue of the il
lustrious Luther. It is said the effect was
indescribable.
The Gesellschaft der natur forschenden
lreunde. at Frankfurt,has elected Mere
met Ali Pascha of Eg vpt a member of that
learned Institution. lie has been furnish
ed with an elegant Diploma. A letter from
Frankfort says, that this Prince, who ap
preciates and endeavors to promote the
, Arts and Sciences, as much as many a
Prince in Christendom, has granted per
. mission to several scientific Germans, at
i the instance of he above named Society,
’ to explore the Natural History of his do
minions, and promised them a safe escort
during their travels in Egypt.
Some persons who were digging for
stones, near Elmwahle, penetrated a stra
tum of lime stone , under which they found
some curias relics of art.

Melancholy. —A woman by the name of
Mary E ilaw win ou the 25 February last,
fmmd in her own house in Newberry dis
trict, burnt to death 5 she was lyiug with
her face in the fi e place, burnt nearly to
a coal, aDd her clothes all consumed. It
is supposed she took a tit while in the act
ol kindling the fire. There was no persou
living in the house, but the deceased arid
tour small children, not one of whom was
of sufficient age to give any account of the
melancholly affair. It appears she> must
have remained in the position in which he
was found, from Friday until Monday, as
(me of her neighbours who had dined with
her op Friday, says the table was standing
ou Monday, in the same place that she left
it on Friday, and with the same things on
it,so that she believes the accident must
have happened shortly after she left the
house.
