FRIDAY MORXTXC June, 21. PRESENTMENTS OF THE GRAND JURY Scpebiob Court, Mat Teiim, 1822. The Grand Jurors of the Superior Court for the County of Chatham, would, if duty could yield to inclination, gladly forego the unpleasant task of presenting to the court the various nui sances and grievances with which the public is infested, since the privilege of complaint, always unpleasant in its exercise, becomes doubly so, when resorted to under an apprehension that it uill be unavailing to the public good.—The ne glect which has almost invariably been manifest ed towards appeals of this kind, is a source of deep r gret, not only because the immediate e vils complained of remain unredressed, but that offenders are encouraged by impunity and the investigation and presentment of public wrongs must necessarily become matters of indifference to those, whose province it is to urge their cau tion. We proceed to the discharge of our duty un der a liope.that those to whom we address our selves will not be unmindful of our suggestions. ! We present as a grievance the law authorising ! plaintiffs in execution to com nut defendents to j jail without giving security for payment of ;he| fees- It not unfr-. quently happens that a poor man is imprisoned for the non-payment of a tri-j fling sum, and after lingering in confinement for! months because he is unable to raise a aum sufii-1 cient to enable him to avail himself of ‘.he insol- • vent act, .s at last ordered by the plaintiff to be ! dischared upon payment of costs— By tills lime j the expences have perhaps more than doubled J the debt for which the unfortunate was man con-; fined, and the only hope of relief left him, is in j tiie policy of the corporation, who to prevent an accumulation of expense, that they must even tually sufitain, order his release —without remar king upoi/the policy o’ imprisonment for debt, we would recommend to our senator and repre sentatives in the next legislature, to procure the passage of a law requiring plaintiff’s in all Cases, to give security for, and pay weekly', the jail! fees Os imprisoned defendants, which will he the j means of protecting the city or county from un necessary expenditures and honest insolvents from persecution. We present as a grievance that there is no provision made by the laws ol this state for re cording births. The inestimable value which we place upon our birthright makes us feel a deep interest in preserving-for our children some authentic me morial of their nativity Evidence of the place ! arid period of birth is necessary to establish the J right of inheritance, and by the laws of some na-1 tions, rendered essential to personal security— | the former has proof in daily experience—the I latter in the fact that frequently’ during the late war with Great Britain, the lives of our native citizens were placed in j eopardy, for the want of such proof—we therefore recommend to our Senator and Representatives the expediency of instituting a law to establish in each county, an office for recording all births in said county, and requiring that parents within a givqn period as- 1 ter the birth of each child, shall make a return * to said office of the name and sex of the said child, for the purpose of being recorded, and that such register be made by law, evidence of the factsxontained therein. We sire'convinced from circumstance's devel oped in the course of legal investigations before us, as well as from information derived from members of our Jury that some of the City and County Constables are so frequently in the habit of surpassing- their duties in the exercise of au thority, that their excesses have become no torious as violations of law, and practices of op pression ; we therefore recommend to the con stituted authorities, having the control of these officers, the utility of instituting an enquiry into their conduct, and of male ng an example to eheck these official improprieties. We recommend to the Justices of the Inferior Court the propriety of causing to be exhibited annually a public statement of the funds obtain ed from escheated estates, particularlarizing the sources whence derived, the gross amount, legal charges, and net proceeds, with the sums paid over by the Escheator in each year and the bal ance remaining in his hands. IVe have pleasure in reciprocating the good feelings which his Honor Judge Charlton has keen pleased to express towards us in the close of our session, and tender our acknowledgments for his indulgence to our convenience, and his •able instruction in the discharge of our duties. The villains cannot be particularly’ described, but the most daring of them was’a remarkably tall stout man; he had on a pair of grey trow sers and a red flannel shirt. As there is no doubt but that he is wounded, any person seeing him will aid justice by taking him up. l’hilad. Am. Daily Adv. The papers even previous to the depar ture of the great man, gave free scope to heir satire at his expense, and goaded him wilii paragraphs as sharp as needles, and as sour as vinegar. On Wednesday, we understand, our “ Worth r and Pious* embarks, and we hope that henceforward things will go on smooth and easy —for we may tve!! consid er our Juhus as flung overboard. There is no fear of any leviathan of the deep swal lowing him tip, to disgorge him again upon our shores. He is a composition too hot I and peppery for any iish to touch ; if one I should nibble at him, however, we predict, .| that like the fiy that lodged on the West ! We congraiulate the pub lic on the great catch of that fish, which . has been made this season ; it furnishes oil cheap—and consequently, the means 01-71 lamination. Far it is expected, we hear, : that every patriotic individual will illumin jate on Wednesday evening. We know a j'-iint is enough, and we shall be surpri.cd to see any dark windows on that night ; but if there be such, let it he remembered, and in the words of Zinga, may “darkness and night shade hence go with them.” May 21. We need not enter into a detail of the advantage derived from his long to be re membered mildness of disposition ; as that subject will be better elucidated before the King in Council, and at Westminster Hall, 0.-i a future day. Should it enter into his M ijesty’s gra cious intentions to confer on him any lu ture favor, honors or situations, we hope that he may be so a, Cf R , honored and favored, that the invs/granny may be, exercised over him, i? r same ratio with t his disposition to exec-’6 it over others. ! Captain Hannan, of the Dorothea, from Can-; iton, informs Us, that the English company ships j still remained at Cliumpee on the Uih, and were j busily employed in loading the Kemp from the’ other ships, in order to despatch her lor London, ■ previous to their sailing for Si i capour, having i already loaded, and despatched the Repulse, and 1 - another ship home. The frigate Topaz, which caused the. suspension of the trade, sailed on the I Bth for Penang, the Admiral’s station. Captain ! , 11. learned from an officer who came on board at:, Chumpee, that it was the intention of the coin-1 pany, as soon as they despatched the Kemp, and ] unloaded a country ship from Bengal, of cotton, | on their account, to sail for Siucapour if the af- j fair was not arranged previous to that time, it] growing too late for them to remain longe r lie ; was particularly desirous to know if he could not, get some of his own property shipped on board American ships at Whampoa, to be transferred i to his ships at Ceumpee ; he state and it as the gen- ] general opinion throughout the fleet that hardly ; a probability existed of an ad ustnient this sea- j son. A gentleman who has lately been on an ex ploring tour in the Province of Texas, passed j [through Arkansas, and lias communicated the ] (following interesting facts relating to the situa-’ jtion of that country: ; He represents the condition of the people as 1 (miserable in the extreme ; industry is scarcely! (known among them ; and buisine-s of every des-J jeriptiem at a stand. Although possessed of one iof the finest and most fertile portions of the! (globe, yet agriculture is entirely neglected, and ] (to a person accustomed to civilized life, they pre-: sent a picture literally bordering on starvation ; ( .Si-ead stuff’s are very source and dear, and like j ,the natives of the forest, they depend almost en- I tircly on the chase for a scanty subsistence. At j Saint Antonio, a place which has once been a - wealthy and populous city, nothing but wretch - J edness* was visible. That place is garrisoned by about ”o soldiers, who were neatly destitute of j ammunition. Ship-wreck and Robbery. —The- ship Favourite, I bound from Fort Glasgow to St Johns, N. 0. . was cast away on the 29th of April last, on the j eastern Ragged Island; and of the reception the j ship’s company met with, the following state- 1 ■ ment is given by the captain: j “On the island not. a living soul dwi l!s; but to j our very great surprise, the night, following our (shipwreck, a number of beings in human shape jto the amount of about eighty or one hundred, i came prowling about us, like ravenous wolves in j quest cf prey. Every thing th. - - was portable,or (which they could lay their hands upon, they car ried off—among which were many of the s up’s articles, which we had succeeded in landing, a {considerable quantity of the crew’s clothing,and i the half of my own wearing apparel. Such conduct ought to be prosecu ted with the utmost severi ly.” The Board of II immissi'oncrs, for setting the claims, under the late Trea'y with Spain, at their last sitting, adjourned over until the 10th jins’ (Monday last) when it was expected then (would again convene. ‘Ve believe they did ! not meet agreeable to adjournment..
