Ha. Editor :—Did you over see conscrip
tion in its naked form, or in other words,
as conscripts themselves say, “ Conscrip
tion goneto seed ?” If yon or your readers
never did. yon have only to visit'Camp
Watts ndar Notasulga, in this State, where
you will behold'the spoctacle—a spectacle
utterly disgraceful to common civilization,
to say nothing about every principle of
equity. Tljc examinations, lam informed
by tho best authority, before the medical
board, amount only to a farce. Every
man, if he can walk about, whetbei by
the aid of crutches or otherwise, and can
hear the, report of a gun, is received toper-
form the common duties of a soldier! Lien
are there upon their crutches who are per
manent cripples, besides others equally so
by having had an arm fractnred, which
has perished away that they cannot so
much use as to perform common manual
labor,and withal they are received as “fight
ing material.” Besides, there may also be
seen the consumptive, with his thin, pale
face, emaciated form and sunken breast,
which too plainly tell ho carries the seed
of death implanted in his wasting frame,
that will ever and anon removo him from
this stage of action; and from all his linea
ments, it wo.ihl appear to any casual ob
server, his more suitable placo would ne
in some comfortable household, where he
could devote himself leisurely to a few re
ligious books, free from exposure, than
upon the tented field, where he will soon
dwindle out his existence. Many sent
from the Camp named to Virginia have
been rejected tbore and sent back, (76 at
one time) to be discharged at the camp of
instruction, but the commander ofthe camp
refuses to discharge any, consequently they
remain there—many of them sick—an ex
pense to the Government. Such is an out
line description of Camp Watts.
The inquiry now very appropriately
arises, did Congress, in the passage of the
Conscript bill, intend enforcing the halt,
the maimed and the blind to tho perform
ance of military duty ? If so, why thou
place tho Government to the expense of*
keoping a board of physicians detailed at
each camp of instruction ? But such is not
my understanding of the conscript bill, or
the intention of Congress in its passage,
the orders issued b$* Adj. Geu. Cooper to
the contrary notwithstanding. The pro
per, and legitimate intent of tho bill only
includes all the able bodied men not other
wise exempt, botween the ages specified.
This, I think, is obvious from a properread
ing of the bill, besides such specifications
are made in tho exemption bill. Tho en
forcing of disabled bodied men into service
is no less wicked and useless than it is
plain the Constitution itself does not even
grant Congress fucIi power. This is ap
parent from the 15th and 16th clauses of
tho 8th Seclion, Article 1st, where it may
bo seen that the power granted to Congress
is “ to provide for calling forth the militia,
(r.ot all men) to execute tho laws of the
Confederate States, &e.” Now, what aro
the militia ? To define the term in short,
as has always been understood in this and
other countries, “ the militia are able-bodied
men of a country, organized into compa
nies, &c.”
The halt, the maimed, the blind or oth
erwise disabled, of course are not included
and do not form a part of such organiza
tions.. Therefore, it is palpable the power
assumed by some ofthe administrators of
tho law to coerce the disabled into service
unwarranted by law, tho Constitution
country, as woll as the usages of oth-
ries, and is wicked in tbe extreme,
lion to this, the greatest argument
against such is, these men are of no service
whatever to tho Government in camps, but
only an expense; whereas, if left at home,
they might be of some service in some way,
to their country. Whatever, therefore,
incurs an expense without some profit ac
cruing to the* Government, only tends to
weaken it that much ; arid whatever weak
ens tho Government, at once gives aid and
comfort in our enemies, which is at once
treason against tho country, of which ex
tortioners and some of tho administrators
ofthe conscript law aro. guilty.
Let tho Governors, the Stale .Legislatures
and tho press generally, for tho sake of
humanity and the cause of our country,
take such measures that the law shall not

PROCLAMATION.
To all, In The Confederate States, who are
. doing: the Works of Ills Satanic Majesty.
Whereas, many have been engaged in
forwarding my works during the existence
of tbe war between the U. S. and Confed
erate States—said war being instigated by
my own spirit—-and have seemingly done
so without.my authority; and, in order to
encourage the aforesaid faithful workers,
Ido hereby give sanction, by proclama
tion, to all of their infernal deeds. And,
in order to carry out more successfully tbe
intents and purposes of this proclamation,
do hereby establish the following
RVI.ES AND REGULATIONS.
1. Camps of instruction shall be estab
lished at every station where the service
may demand; but to facilitate the work,
the general headquarters shall be at the
following places, viz: Camp Filthy Lucre,
Appollyon commanding post; Camp Ex
tortion, Prince Beelzebub commanding
post; Camp Speculation, Lucifer command
ing. These officials will be ably and effi
ciently assisted by subordinate officers, scat
tered in legions throughout the country,
who will lead and encourage tho feebler
ones in their endeavors to extort and swin
dle, and by this means aid the United
Flutes; for be it known unto all my faith
ful ones, that such aid is selling tbeir coun
try to ivs enemies, and placing tbeir own
souls undor my control.
2. And, in order further to laeilitato the
design of this proclamation, it shall bo the
duty of commanders of posts and all their
subordinates, by sophistry, to impress upon
the minds of all recruits the politic argu
ment in fitvor of extortion, that commerce
will regulate itself, whatever the supply
and doinahd of an article may be, ana re
ft t cost; and also enforce up
lift, the magical talisman of

people of the Confederate States are in
their power; and it is their right and doty
as my followers, to cause as much suffering
and inconvenience in the army and among
tho peoplo as possible; and that the easiest
way io accomplish this, is to extort in
every conceivable way, never selling any
articlo under three or four hundred per
cent. And in an especial manner do I
charge those in the possession of tbe neoes-
sary articles of life—corn and other things
for the sustenance of life—to bold and hoard
the same until an outrageously exorbitant
price can be obtained, for I will reward
you greatly, and you shall thereby accom
plish a most important and desirable re
sult, viz : the grinding of the poor.
4. Commanders and subordinates, in
order the bettor to carry into effect this
order, will endeavor to persuade themselves
and tho people that they are acting right,
for by this means they harden their hearts
the harder.
5. None are exempt from this call except
those who are afflicted with that disease,
Honesty, which, in former years, was ra
ther prevalent, but which now, through the
skill of my surgeons, does not exist to any
alarming degree. A few sparodic cases
may exist in tho Confederacy. These, of
course, arc exempt. Also, the followers
of one Jesus Christ, who are known to be
my hereditary enemies, are not included
in, this order of His Satanic Majesty.
The above articlo was handed us
three orfourweoks ago and crowded out
by various lengthy documents. Nothing
has been lost by the delay, however, as
his Majesty’s liego subjects have been doing
their “ level best” to obey his behests.

W ILL be sold, on the first Tuesday in January next,
(1863) hefore the court house door at Clarkesville,
Habersham county, within the legal hours of sale, un
der and by'virtue’of an order ofthe Court of Ordinary
of said county, as well as for tli6 purpose of carrying
out tho last will aud testament of Thomas Dooly, late
of said county, deceased, the following tracts and par
cels of land, to-wit: Lot of land No. one hundred ana
twenty-one, (121) contaiuiug 256 acres, more or less
well improved, together with nineteen acres, more or
less, in the eastern part, and about four or live, acres,
more or less, iu the soulh-easteru part of lot of laud No.
122, including the stable lot, bare and thresher lately
belonging to said deceased ; and also, with the same, a
road and private passway, leading through one corner
of said lot No. 122, laid off to said deceased in IS58, and
nil being in the 13th District oi said county of Haber
sham, and being the homestead of said deccasod in his
lifetime, and whereon he resided ut the time of bis
death, with ten acres, more or less, attached to the
abovoi-of the north corner of lot of land No. 118, in
said 13th District, having such shape and boundary as
will appear from a deed made liv Joshua Anderson to
said Thomas Dooly in his lifetime, on the 27tb day of
May, 1857. Also, lot of laud No. 120, in the 13th Dis
trict of said county, containing 250 acres, with eight or
ten acres cleared thereon and in cultivation.
Also, lot of land No.-123 in the 13th District of said
county, containing 250 acres, with six or seven acres
cleared thereon and in cultivation. Also, lot of land
No. 09 iu tho 12th District of said county, (unimproved)
containing 250 acres, more or less. Sold as tho pro
perty ofthe estate of Thomas Dooly, lateof Habersham
county, deceused, for tbe purpose of distribution among
the heirs, and for the benefit of tbe .creditors of said de
ceased. Terms made known on the day of sale. This
