the sentiments of the Brigade. You have
more friends now than at any other time

The Charleston Mercury talks teryplain-
ly and tartly too, to that portion of the
community who are now endeavoring^ to
shield the wrong acts of tboso in high
places under the deceiving cry of military
necessity. The remarks of the Mercury
are well timed and to the point. That
paper has handled the subject treated of
without gloves. It goes into the merits of
the ease and shows up the fallacious sub-
torture of the monarchists in our midst in
its true light. Here is the article referred
to: •
Since the war, a new element has been
introduced into the free Governments on
bo jh sides of the Potomac. The Yankees,
under the United States Constitution, had
enthroned, as the grand absorbent and ty
rant of their system of,government, “ the
general welfare This was in the days
of tbeir immaturity, when the Southern
sun quickened into life various impediments
to their growth and progress. This “ gen
eral welfare” was thoir device mainly for
robbing the South. It set up banks It
built Yankee breakwaters. It cleared out
harbors and rivers. It gave them our Ter
ri t-tries. It annihilated States, and made
them cour.tips or districts. In fact, made
them our masters. But “ general welfare”
is nowhere since the war. Its vocation is
gone with ourdeparturofrom their clutches,
and is dead and buried. But a new power
hau arisen, braver, and stronger, and purer
(si nee it comes not out of the Constitution.)
That power is military "necessity! No
i^re refined sophistries about the Consti
tution. No more reliance on Chief Justice
Marshall or the great expounder of the
, Constitution! “ Military necessity” strides
ovtJrand tramples down all constitutions.
At the very opening of tho war, it seizod
editors of newspapers and put them into
prisons. Seward rang his little.boll, and
forthwith some luckless wretch was seizod
in his bed, or taken out of his field, and
Arched off with bayonet's behind him, to
aomv «epure fortress. It made paper mo
ney' a leg;;w* ut ier. It arrested the mem*

dii norsed it. It 1’H.thp Judicial authorities

defiance, and when Chief Justice. T«ncy
and Judge Dunlap ventuved to issue
of habeas corpus, to liberate victims, it
laughod at them. It coollj abolished the
Whole Constitution ot tho United States,
jind, by a law of Congress, made Lincoln
a despot.
Now, all moralists teach us that evil is
catching. It was impossible to see what
“military necessity” had accomplished on
the other side of tho Potomac, without' a
longing being raised on our sido to taste
of its sweets. -Presently there were heard
whispers in the wind that ini Hilary neces
sity required that the Executive should be,
on this sido of tho Potomac, as strong as
he was on the other. The military re
sources of the Confederacy should be con
centrated under one head; and how can
thin be done, with a Congress to supervise ‘
anc question ? Congress was a nuisance,
anci should bo treated accordingly, by hav
ing its laws contemptuously vetoed, until
it became conveniently submissive. It
mu know that it hud a master, like Lin
coln’s Congress. And is it not plain that
u military necessity” requires no limits to
its getting men or money? ,Why should
it not build railroads? The Constitution
say a no 1 Does it ? A fig for the Consti
tution. And you want it to protect those
• wh> criticise and blame the G-overnment!
Habeas corpus! Has not Lincoln kicked
it on the other side of the Potomac, and
why should it exist on this? “Military
necessity” requires that every man who
cannot hold his tongue should be put in
jail, Arp not the greater part of the people
• in the army ? And is not the army a des
potism? Why should those not in the ar-
iny.fhre better, and net have a despotism
also over them ? Of course w© must have
a despotism,\and “military necessity” is
Just the thing'(o accomplish it. Lincoln
sayti, and so do wt^, .that after the war is
ove*, and “ militar^r necessity” no longer
exists, the Constiluiitai may get up. That
is liberal! That’s patriotic, and only ono
fit for the discipline of Adjutant General
Cooper’s lately organized ajilitary Courts
would object to it.

We privates had no showing, as we
knew nothing of the object of the meeting
till wegot to the place. The officers were
there and had everything fixed up to thoir
own notion. But if Cien. Gordon wants to
know who Governor.Brown’s friends aro,
let him call on us to step'out to the iront
and we will soon show him.
We believe you are right and that you
are the poor man’s friend and jone who
cares for our beloved wives and little
children, and while we aye bat tling for our
rights and as Georgians, and we den’t
want to hear a word said against you or
the legislature.”
Another, in the same Brigade, writing
to a friend who has allowed us the use of
tho letter, which 19 dated 2d April, say9:
“ I can tell you, my friend, that the sen
timents of this Brigade, or a large majority
of us, are with Governor Brown and the leg
islature, and we want them to know it.
Wo are all under military rule and dislike
to do anything disagreeable to oqr officers
but I have heard enough since the meeting
to affirm to the best of my knowledge, that
forty-nine out of every fifty in this Brig
ade are with Drown and our Statttguthor-
ities.” -
A Georgia soldier writing to the Govern-
or afrom Florida, says:
“ There are a great many more Brown
men now in the army than there wore be
fore your late message to the legislature.
I have heard a great many say that they
never have voted for you, but tboy intend
to do so the next opportunity. So far as
I can learn the opinions of the .Georgians
they rejoice to know that they have
a Governor who has come out boldly and
fearlessly tor the'protection of tbeir rights
and their liberties.”
Tlie above are only specimens of numer
ous letters which the Governor is receiving
daily from all parts of the army.
WoRTn Knowing.—If you wish to drive
a cut nail into seasoned oak timber, and
not have it break or bend, just have a small
quantity of oil near by, and dip the nail
before driving, and it will never fail to go.
In making carts or ploughs, this is a great,
advantage, for the}’ are generally mostly of
oak wood. In straightening old nails be
foreusing, letitbe done on'wood, and with
easy blows. If done on iron, they will be

litia organizations under the Act of December 1863,
"To re-organize tbgmilitia of' the State of Georgia,
and for otheir purposes,” have been completed in the
following named Senatorial or Military Districts, to-
wit: The 1st, the 5tb, the 9th, the 14th, tire 23d, the
t Hist and the 36th, embracing tho counties of Chatham,'
Bryan, Effingham, Coffee, Ware, Clinch* Early, Cal
houn, Baker, Stowa'rt, Webster. Quitman, Dooly, Wil
cox, Pulaski, Bibb, Monroe, Piko. Franklin, Hart,
Habersham, Merriwetber, Cowuta and Campbell.
Now, therefore, I, Joseph E. Brown, Governor and
Commander-in-Cbief, do hereby declare the militia or
ganizations theretofore existing in said Districts, under
the Military Code of Georgia, saspended, and do relieve
the Militia Officers under said previous organizations
from their commands, and do hold said officers subject
. to all the military duties imposed by the Act of Decem
ber 14th, 1863, above mentioned, upon persons of
the same age with themselves.
