L.,1 that the public ground in the city, ■L (l to these objects, will be foumUmply Ecieot. 1 submit this subject to the of congress, that such further Elision may be made in it, as to them may contemplating the happy situation of S. our attention is drawn, wit 1 pe -1,,/ interest, to the surviving officers E soldiers of our revolutionary aimy, K so eminently contributed, by t ielr ■Ls. to lay its foumlation. Most of BL very meritorious citizens have paid Edebt of nature and gone to repose. It Kwlieved, that among the survivors, here Esome not provided for by existing laws, Eo arc reduced to indigence, and even to life] distress. These men have a claim on ■a. gratitude of their country, and it will &, honor to their country to provide for Cm. The lapse of a few years more, and Ce opportunity will be (or ever lost: indeed | long already has been the interval, that Ifte number tobcbenefited by any provis ion which may be made, will not be great. I’ i t appearing in a satisfactory manner that ■tie revenue arising from imposts and ton- Ljre.and from the sale of the public lands. Li!! be fully adequate to the’support of the ■civil government, of the present military Ld naval establishments, including the Ijonual augmentation of the latter to the Ltent provided for, to the payment of tlie I interest on the public debt, and to the ex- Ifingnishinent of it at the times authorized, lyid'iout tiie aid of the internal taxes, I con lyder it my duty to recommend to congress ■ their repeal. To impose taxes, when the I public exigencies require them, is an obli gation of the most sacred character, espe cially with * free people. The faithful fit!-’ Ament of it is among the highest proofs oi their virtue, and capacity for self-govern ment; To dispense with taxes, when it may be done with perfect safety, is equal ly the duty of their representatives. In j this instance vve have the satisfaction to know that they were imposed when the de mand was imperious, and have been sus tained with exemplary fidelity. I have to add, that, however gratifying it may be to me, regarding the prosperous and happy condition of our country, to recommend the repeal of these taxes at this time,l shall n ev trtheless be attentive to events, and, should any future emergency occur, be not less prompt to suggest such measurers and bur thens, as may then be requisite and proper.
