Ten Dollars Reward.
STOLEN from Alexander Watt’s Wharf,
a Small Clincher built BOAT ; has a white
bottom, yellow fidcs, and black Breaks ; the
inf.de of the boat red as far the Hern Iheets,
and that yellow ; has a hole through the Hern
to Ihip the tiller ; also, a mad hole in the fore
thwart, a plug hole down in the well-room,
and two holes in her Hem, the lower one has
a llrap in it for the painter, covered with lea
ther. The above montioned Boat is supposed
to have been taken away by two Spaniards,
who was seen on their way to Charleston, in
land.—The supposed Thieves arc thus deferi
bed : Antonio, a tall mulatto-looking man, a *
deserter from St. Augulline, near 40 years old,
had a blanket with tobacco, and sundry cloths
tied up with him : Francisco, a-lhort man,
pitted with the small pox, has iong whilkers,
much of a gambler, and fairer complexion
than Antonio. The above Reward, on proof
of convidlion, for one, or both of them and
the boat, or Five Dollars for the boat alone,
will be paid by

RAN-away from the Subscriber on Monday
the nth inst. four Negroes, viz. Captain,
Ned. and two Bens —Captain, a small fellow of
a yellow complexion, about 5 feet high: Ned,
alhort thick fellow, about four feet 10 inches
high, of a yellow complexion : Big Ben, a
fajt-water Negro, about five feet :0 inches
high, of black complexion, has his country
marks in his face: Little Ben, a country born,
about five feet eight or inn** inches high, of a
yellow complexion. Whoever will deliver
the aforefaid Negroes to the lubferiber at his
plantation, or lodge them in the common Goal
in Savannah, lhall have a reward of Five Dol
lars a head.

THE house having resolved itfelf in
to a committee of the whole, on
the aft supplementary to an aft, enti
tled “ An aft to provide a naval arma
ment, and after a few observations, the
committee rose and reported the bill.

Mr. W. Smith again moved to ltrike
out the firft clauic, in order to intro
duce one to have all the frigates finiil.ed
instead of three ; but which, after a
con fide 1 able debate, was negatived—
Yeas 35 —Nays 56.
A considerable debate then took place
on a proposition offered by Mr. W.
Smith, togiant a certain bounty per ton
on all merchants vellels which fl all
hereafter be built, in such a manner as
to be readily converted into vellels of
war. A claul'e to this efteft was propo
sed to be added to the bill, but, though
the idea was acknowledged to be worthy
of confidcration, being a new fubjeft, it
was wilhed to be deiered for lurther dif
cufiion. Mr. W. Smith, therelorc, for’
the present, withdrew it.
Mr. Gallatin again moved to strike
out three frigates, lor the purpose of in
erting two, which w r as negatived.

that the inhabitants of the territory of
the United States, south of the river
Ohio, fliould enjoy ail the privileges,
benehts and advantages, set forth in the
ordinance ol tor the govern-*
ment ot the territory of the United
States, north-weft of the river Ohio;
and that the government of the said ter
ritory, south of the Ohio, ihould be sim
ilar to that which was then exercised in
the territory north-weft of the Ohio ;
except so far as was otherwise provided
m the conditions exprefied in an aft of
Congress, palled the 2d of April, i 7y o,
entitled, “ An aft to accept a cession of
the Claims of the flare of North-Caro
iina, to a certain diltrift of Western
Territory,”
“ Among the previleges, benefits and
advantages, thus iecureu to the inhabi
tants of the territory iouth ot the river
Ohio, appear to be the right of forming
a permanent conifitntion and state go
vernment, and of admission as a ltate, by
its delegates, into the Congress of the
United States, on an equal looting with
the original states, in all refpefts what
ever, when it should have therein sixty
thouland free inhabitants : provided
the conftitutionand government so to be
formed should be republican, and in con
formity to the principles contained in
the articles of the said ordinance.
“ As proof of the several requisites to
entitle the territory south of the river
Ohio to be admitted, as a state, into the
union, Governor Blount has transmitted
a return of the enumeration ot its inha
bitants, and a printed copy of the conlti
tution and form of government on which
they have agreed; which, with his let
ters accompanying the fame, are here
with laid before congress.

The above communication was refer
red to a feleft committee of five mem
bers.
The President also informed the house
he had approved and signed an aft for
cresting alight-house on Baker’s liland.
Mr. Parker, of the committee of con
ferences oppointed to confer with the
Senate on their disagreement refjjefting
certain amendments proposed and infill
ed upon by the Senate, and disagreed to
by the house of representatives, to the
bill for establishing trading houses with
the ludian tribes, reported that a con
ference had been held, and the Senate
had consented to recede from thei r amend
ments. They propofedafartheramend
ment to the bill, that instead of 6,000
dollars being allowed to the agents anti
clerks 8,000 dollars should be allowed*
