No mail from Hamburgh arrived
yelterday ; but accounts were said to be
received by a neutral veflelfrom France,
of a molt alarming system of bankrupt
cy having extended itfelf from the capi
tal to the principal commercial cities in
the departments. It is also dated, that
a frelh infurre&ion has broke out in the
fouth —-farther particulars we are not
able to give.
The campaign, notwithstanding the
singularity of a season so mild and dry,
probably will not open on the Rhine
till towards the end of April. In Ita
ly, probably, the war has commenced,
and the next accounts, too probably,
will state fume great stroke having been
made.
In London, too, the effecls of the
campaign are already felt ; where no
less than 13 bankrupts are among the
Britiih who have fuftered in latt Tues
day’s extraordinary Gazette.
From the Southern Centineh
IN the Augusta Chronicle of the 30th
ult. I saw, (for the firft time] sun
dry affidavits, taken before the cele
brated InfUiJition Committee of the house
of reprefentat-ives, among which was
one made by a certain Henry G.- Cald
well, now one of the solicitors general
of this state, relative to a conversation
between the said Caldwell, and general
Gunn, concerning myfelf, and which I
am told has operated unfavorably tow
ards myfelf as well as the general, against
whom it appears to be particularly lev
tiled.
In order to determine what degree of
credit ought to be given to that affi
davit, or to any others taken on that
occasion; the honest, impartial man,
will refleft, that they were taken in
private, before a let of men, prepared to
believe the worst, and predetermined to
hear, and; report only such matter as
would best aafwer the end proposed :
I hole who were to be devoted victims
to legislative malice, cither in point of
reputation, or property, were not per
mitted to defend either fame or fortune,
but were tried in a corner, and condem
ned withou t a hearing, in direct and op
“n violation of all those rights, which
have heretofore been held sacred among
freemen. Had either general Gunn or
myfeit been confronted with this man,
on his examination, and have been per
mitted to have interrogated hi-n I have
no doubt, but his testimony would have

him either in drafts, money or other

that he ever had the conversation with
Caldwell which he states in his affidavit.
Mr. of Savannah, was a
witness to the only contract I made on
account of my interest in the purchasing
companies, that contrail was made on
the evening before I left Augusta, and
in which my influence with the legilla
ture was no part of the consideration.

BOSTON, May 26.
St. Fu rre Murtimco, April 17.
This day, my boy weit on ihore to
take off a hand, who hailed the boat for
the purpose : alter he iiad get into the
boat, to go on board of the brig} and
had proceeded about half way from the
Ihore to her, captain Davis, of his ma
jeity’s lhip L’ Amiable, came down, with
four of his men, belonging to the barge,
and said, “ come on Ihore my lad, with
the boat.” The boy helitated : the
barge’s crew ran into the water, and
caught hold of the man and boy, and
dragged them out of the boat through
the water, to the Ihore. I then went
to captain Davis, and told him that it
was my boy and relation : and that both
man and boy were Americans, and had
protections, which I offered to ihow;
but he would hot look at them, and laid,
“ I have nothing to do with you.” I
then went to the governor’s secretary,
to demand the man and boy, who said,
he had nothing to do-with the business;
that he could not command a captain of
his majesty’s lhip, I returned to cap
tain Davis, and told him, that it vvas
hard that I Ihould have my man and boy
pressed and carried to slavery. He re
plied, “if you fay a word, you rafeal,
against the government, I will have you
taken to goal like a vagrant.”
They also pressed three men from
captain Smith, of the ftiip Ardent, be
longing to Baltimore, whom they beat
in a molt Blocking and cruel manner,
and knocked the captain down, when
he went to their ailiftance, which vvas in
my presence.
The above is a simple narrative, which
I am willing to atteit to.

Reynolds and Goofeiy, who were charg
ed with robbing the mail at York-
Town, have been tried at the Federal
court now fitting in Richmond, and ac
quitted.

was in New- York—lt is the firft which
has appeared in America, and was fold

has been landed but about 20 days the
purchasers have received 3,000 dollars
for admiflion to fee it, (grown persons
pay 50, children 25 cents,) It is two
years old—fix leet and a half high, and
eats 30 pounds of rice daily.”

Yelterday, agreeably to appointment,
a number of citizens met in the court
house, when the committee, nominated
on f riday last, to ask contributions for
the relief of the fufferers in the late fire,
presented the following circular letter,
which is to be sent to every parish and
county in the state :

ot benevolence, impoled upon us by the
defoiatmg fire, which has recently ru
ined a fair portion of our city.
Scarcely had we recovered from the
confufion and distress arising from the
fire, which laid waltc the upper part of
the city—scarcely had wc enjoyed the
melancholy plealure of distributing the
Iruits ot the benevolence of the citizens,
to the amount of 10,000 dollars, arnongft
the lons and daughters ot afflidtion, than
we aie again allaiiea by a heavier ca
lamity. A fire more rapid, extensive,
devouring, and irrefiftabre, than any we
have experienced tor nearly twenty
years, sweeps oft’a great part of the ci
ty dtftjoying houles, furniture ana
goods, to an immense amount, and re
ducing many industrious families to so.

Time has not yet allowed us to cal
culate the extent of the losses, but a par
tial view of them exhibits the miserable
piifturc of 300 houses reduced to alhes,
and of 400 families driven for theltcr
into the houses of their friends—into
the buildings appropriated to the com
fort of the poor, of the orphan, and of
the helpless—which being infufticient to
afford llielter, fome of the unfortunate
victims have been obliged to convert
the House of God into the abode of
man, and to take refuge at the alter.
Many are reduced from affluence
to beggary—almost all who have been
burnt out, have sustained great losses,
and are placed in circumttances which
call for immediate relief.
Every exertion is making by the ci
tizens of the town to alleviate the mise
ries of these unfortunate fellow creatures.
Every heart feels for their distresses.
Every hand is open for their relief.
Much has been done, and more will cer
tainly be done—but much remains for
the exercise of the friendly afteftions.
The relburces of the inhabitants of the
city, already exhausted by the almost
continued draughts made upon them, by
.he unfortunate cf our own, as well as
of foreign countries, are inadequate to
meet the exigence pi the present enor
mous evil.
Where can we turn for assistance so
naturally, or we trust so cfiicacioully, as
to our friends and brethren of the coun
try, whole interelts and whose affedions
are bound up withour’s, aud who lhare
in our prosperity, and in our adverfity—
we are commanded by the voice of this
community, to make the appeal to the
feelings of our fellow citizens in the
country ; and when we make the appeal
in the confidence that it will be effectual,
and that they will readily seize the oc
casion of co-operating with us, in the
great duties of feeding the hungry,
cloathing the naked, flickering the
houfeiefs, and comforting the afflicted.

SAVANNAH, June 28.
Arrived on Friday last, the French
Privateer Jean Creole, Capt. Mitchell,
from a cruise of 3 months, during which
time,-it is said, they have taken a number
of valuable prizes, 1 among which was a
Spanilh flrip, in the force trade ; and
from a prisoner which they liberated in
this place, we are informed they took
from her 25,000 dollars in Specie.
The Governor of South-Carolina,
has illued a Proclamation, recommending
a day of Falling, Humiliation and Pray
er, to Almighty God, on account of the
dreadful conflagrations which have vi
lited and destroyed a great part of that
City, and has let apart Friday, the Bth
day of j uly next, to be oblerved as such.
DIED, On Thursday last, in the
bloom of iife Dr. James Weems
M oore, aged 23 years, a native of
this place, lately returned from Phila
delphia, where he spent the last two
years oi his life, in order to complete
his studies in that great fcicnce, for
which he seemed by nature to have been
designed. His remains were interred
’ the luccCeding day, attended by the
Chatham Artillery Company, of which
he was a member, and a number of oth
"er refpe&able inhabitants of the city ;
particularly intimate as he was, with eve
ry individual composing that Corps,
his worth was amply proven, by the
melancholy which was depidled upon
their countenances, and the very awful
manner in which they conduded the
proccffion. Mankind may with great
juftnefs,be said to have loft in his death,
not only a young Gentleman the moft
promising in his profeffion, but one of
very general and extensive knowledge,
and who would have added dignity, and
been an ornament to his species.
He was an affedionate and dutiful
son, a loving and kind brother, and a
truly sincere friend. If ever the decree
of Providence deserved to be arraigned,
this is an instance, |in which (Oh ! my
God, will you permit mortal man to
fay) there has been an error :
