Vol. 1. tick of the conftiturion, prohibiting the entrance into houses by night. It i said that there arrived yesterday it the Spanish ambaffndor’s an extraordi nary Courier, with dispatches relating to peace between France and Sardinia, (ilory ! Glor •! Eternal Glory !to the brave army of Italy, whole valour and exploits have procured us theie great benefits. May 8. The army under the orders of Jour dan consists of 160,000 men, and is ready to attack, the Austrians. We are allured, that d’Autichamp, one of the last chiefs who remained to the rebels in La Vendee, is arrelled. A letter from the directory to the miniller of the interior, confirms the re port of the re-eltablilhment of peace in La Vendee. May 9. The report is circulated of our hav ing gained a viftorv over the Austrians jn the North, and that we have taken sixty pieces of cannon. If this news is true, it will be officially announced this day to the councils. That which appears moll certain is, that we have, defeated the advanced guard of Beaulieu, and that we have tak en from him a considerable quantity of artillery. Such is the position of our army in Italy, that the part of the Aus trian army itill remaining on the terri tory ol Genoa, and that has not yet re palled the defiles of the Bochetta, mull ncceffarily become prisoners of war. There are arrived in Paris two min lfters from the king of Sardinia, for the purpose of concluding a peace. They will be presented to the diredory on Decadi next. Many persona think that the fear of feeing the Milanele devaluated, has de termined the emperor to make peace al fo,l and to detach himfelf for England, and give up to us Belgium. The Vengeur lias taken nine new prizes, laden with corn, wine, butter aad iron. They have been lent into Corunna, Brest, and Morlaix. DUBLIN, April 20. This day his Excellency the Lord Lieutenant will lay the firlt stone of the additional buildings to the Royal Col lege ot St. Patrick at Maynooch, in the county of Kildare. Thele buildings are to occupy afpace of 400 leet in front, and are intended to contain apartments for 200 students. from the unaccountable inattention of the Board of Admiralty to order lta tionary cruisers in and near the Britilh Channel, not one day paifes without a number of vefleis being captured by our more vigilant enemy ; last week up wards of a dozen vefleis were taken ; and we are lorry to announce, that one oi them, the Oak, from this port to London, laden with linens and provi sos lor the East India market, made a part ol the number. Notwithstanding the very great for wardness of the season, the price of beef ■ an( i mutton is kept enormously high in she different markets of this city ; this is in a great measure owing to the prac tice ol lalfe rnafters having drawn farms Within a few miles of the metropolis. Since the Spanish armada, we do not I read of vefleis of war going northerly, I tolefs their dtilination was lor the Bal- I tic or Northern Ocean, till the late la.il- I ln g of the Dutch fleet, which no doubt, Mas to avoid falling in with the Britilh I channel fleet, which would scarcely be I mherwife. In what fttnation does Britain at present stand which will en title her to any chance of success in a Angle contcft with a power that has baffled the united efforts of Europe, and made the vengeance with which they threatened her, rebound with redoubled vigor on their own heads ?—With a na tional debt of 380,000,000!. the bare interest of which coils her 13,000,000 k annually, added to the monilrous fuin of 102,000,000 k since the commencement ol the war, which has occalioned a per manent tax of 3,000,000 k on the peo ple, where will England find further re lburces, or who does not forefee her in evitable ruin by a perseverance in the con tell ? It affords matter of much furpife to many, that no notification whatever has been yet made to the British Parliament, relative to the oiiicial notes which have recently palled on the fubjevt of prelimi naries to negociation, between M. Bar ti’clemi, on the part of the Frenfch Re public, and Mr. Wickham, on the part of the Britilh Cabinet, at Balle in Switzerland, as expectations of such a circumstance taking place were formed, and a spirited debate on the chilling stile ol the Britilh agent in seeking fodcliia ble an object, it was imagined would be the confequer.ee. April 22. Advices Irom London, by the last mail, bring intelligence of a more agree able nature than we had from thence, lately refpe&ing the pecuniary diltrels that prevailed there. It appears, that since the stock engagements were made good, and the loan ascertained, without any mention that part was for the Em peror, public confidence has mueii reviv ed, so that good paper is easily conver tible into specie. IT is with extreme relftcbnce, I take the lib erty of obtruding rnylelf on the public ; imt as my name has been brought forward, in an illiberal and wonton-like manner to them, in the Columbian Mujai.ni, of the <yh inltant, in an Advertilement signed N. H. Bucc,C. Car ter, it becomes my duty in juflice to my lelt, to slate to an impartial public, a narra tive of the fatfs, 1 alt by a contemptuous si lence wliich their peace merits, it might ope rate on the minds oi those, unxquaintod with my conduct, as a trait acknowledgment of tlieir charges. Mr. N. H. Bugg, and Mr. C. C a e r ~eng aged their palfage with me on board the Schoo ner Commerce, bound from Cbarleiton to Sa vannah ; I laid in Stores foi Mr. Bugg. About 2 o’clock P. M. on Friday, the 24th of June last, I left the. Wharf, got down to Sullivans I/land, where Aleifrs. Bugg and Carter desired to goon fhorc; I had the Boat manned with four hands, they went off about 5 o’clock, to the I Hand, and kept the boat and hands wait ing on them, till about 11 o’clock at night, #iien thcycameon board, as I presumed, much intoxicated.—They iaformed me, they had been turned out of the Coliee-ffoufe, by the master, Mr. Jofcph Olman (for what ciufe, they know poflibly now, the belt) they eXprel led a wirh to go back and beat him—l persua ded them from it. Sometime afterwards, they forced me cut of my bed, and desired me to go with them in the boat, to visit the vefleis lying there—l endeavored to perfuadc them againlt it, telling them the impropriety of disturbing them at midnight, that luch behaviour would give offence ; but all my remonstrances were in vain, they would go, and inhfted on my go ing also ; 1 told them how necelfary it was, the hands and myfelf should have rest, if we should proceed to sea the next day.—llavingno white person on board at the time, I could make no reliftance, therefore was compelled to go with them; they had ufurpedthe command of the veflel and people on board, they ordered the boat with four hands to take them along fide of the Schooner Neptune, Capt. Dickinson, and the Sloop Uxbridge Packet, Cap).. Moore, (both Packets in the trade bet wen Charleston and Savannanj disturbed them and their passen gers, several of whom came on deck ; I apo logized to Capt. Dickinson, alio to Capt. Moore and Capt. Tate. I cannot but remark, that Meflr*. Bugg and Carter went onboard these vefleis without either Breeches or Stockings ; about 3 o’clock in the morning of Saturday, we returned on board ; Mr. Leslie, a paflenger with Capt. Dickinson, accompanied them ; shortly after, Mr. Bugg and Mr. Carter quarrelled together, talked ol a duel, and were determined on fighting—they went on deck. 1 was fearful blood would be fpilt, I requested Mr. Leslie to go up and en dea vour to pacify and reconcile them ; he did so. Between 5 and 6 o’clock, I weighed an chor and flood sos the bar, but the wind not being fofovorable that I might be within Ty bee bar that night, and the hands, as alio my felf, having had no rest, from the behaviour of the two paflengers, as before stated, 1 thought it meft prudent to return back ; I did Ib. thus was I presented proceeding,on my voy age at that time, “SS can be confirmed by Cap. tains Dickinson, late, and Moore; about 4 o’clock, A. M. I anchored oft Sullivans Isl and ; MclTrs. Carter and Bugg had llept in the interim. About 5 o’clock they desired the boat and four hands to take them on shore ; I complied with this desire, on their promis ing me to return on board that night, by 10 o’clock. Riding at Angle anchor, on the turn of the tide I had to attend to it ; that it ws about 12 o’clock at night, before 1 went on ihore for thorn myfelf, with 4 hands to bring them off to prevent delay, as the wind might tie favorable in he mom.ng , after enquiring at the Cofice-houf •, and fome other decenthoul es, in vain fcarcliing, I saw a light in a frnall hou(e at the back ot the Coif-e-houfe, I enqui red for them, Mr. Bugg was lying in on a floor in the outward room. I think the little hoclccontained two ; 1 r .fkcd him where ihe other palfenge; vas, he told me he was gone to fome house, but did not choose to tell—parti cularly, I v,luhi;umy w?? to advise their going on board to prevc v delay in the morning, when I expefted to get und-i way ; he f.nd he was hid, to remain on shore till Qjorning, when he would fee M.. Carter, that tliey would both be where he was then, a j that they would come 011 board if I sent nvy boat tor them; I promised it, went down to the boat, took one of the, hands up, shewed. him the place to call at, when I should fend for them. 011 Sunday mormng after sunrise, I sent the boat on Ihore with tour bands for them, not thinking of any delay, I| had weighed anchor and let Jail, the hands I saw were busily em ployed m (earch ol them. I saw one go to the house where I left Mr. Bugg; the wind at W.N.W. encreafed, andftroug ebb going ; on ly one hand on board left, I could not hand or lower fail, and drop anchor, where the wa ter may be 35 fathoms deep ; I could only k-'ep in dole to shore, and with a (peaking trumpet hail’d, to show I made use oi every exertion to get them with the boat off. By tins time, it was near 8 o’clock, when having lallen down so low, and thinking the veflel might be m danger, I was compelled to bear away ; the boat aid not reach me till near the bar ; the hands informed me they had beer* in quell ol the two paflengers to several houses 5 the one who had been up the night before with me to the house where Mr. Bugg was, told mer a p tlon, probably Mr. Callioun, on enquirv„ f.m! Mr. Bugg had got up at 2 o’clock, and gone out, he knew not where, nor could he> find them out; that knowing my situation, and. leeingthe veflel getting so far down, they had come off.
