Conspiracy at PARIS. Authentic M in uti je. COUNCIL of FIVE HUNDRED, May 10. GODARD, in the name ofa Corn million, proposed to the Council to aulhorife the members of the Gene ral Bureau of each of the Catons of Pa ris, Bourdeoux, Lyons, and Marseilles, to decree mandates of arrelt, and to in terrogate persons under accusation with in twenty-four hours. This examina tion to be afterwards transmitted, to gether with the accufcd to the Magis trates. Favard conflticred this plan as ur.ccn ftitutional, and accordingly demanded the order of the day. Coulcet fopported the plan. Heipcke of the nceeliity of comprelling tl.e fac tious, and of giving to the police the means of apprehending them. He pro r lited by this occasion to fpcal; with warmth againfl the hew plots Let on toot by the anarchiits, at the moment when an endeavour was made to lull the pub lic opinion with refped to the perils with which France was menaced. He pointed out the partizans of Robespierre railing their heads with mote audacity than ever, and propoling murder, pillage and fire. He called on the Council to pronounce forcibly againd every descrip tion of conspirators, and not to fuller ti e constitution to be overturned, un der the malk of patriorifm. Royer proceeded to lay before the Council a detail of the crimes with which the terrorills menaced Paris. He urged the necelhty of adopting the fpeedielt mealures to prevent the renew al of the crimes of the mouth of PrairiaJ* He proposed to the Council to augment the armed force Rationed without the hall, and to compose it of one battalion, of grenadiers, one battalion of infantry, two squadrons of cavalry, and a com pany of gunners. This force to receh e its orders from the Prefidcnt of the Council. 1 his proposition excited murmurs. When a meflagc from the Diredlory informed the Council of the difeovery of a NEW CONSPIRA- C Y. r '\ Citizen Legislators—A horrible plot was intended to be executed to morrow at daybreak. Its objedt was to overturn the French conllitution, to murder the legislative body, all the members of the government, the officers composing the flaffof the interior, and the commuted authorities at Paris. That great commune was to be deliver ed up to a general pillage, and to the moft horrid mailacrc. “ The executive directory, informed of the place where the chiefs of this ter rible conspiracy were aflcnabled, and where they held their committee of re volt,'gave orders for their apprehenfiOn. Several of them have been taken up, and it is with pain wc apprile you, that among them was found one of our col leagues, citizen Drouet, taken in the very ad of conspiracy. “ The executive directory caysupon you,’ citizen legiflators,’ to have the goodness to point out the plan of con duft it ought to follow on this occasion- If you judge that the executive directo ry ought to put seals on Drouet’s pa pers, it prays you to declare your inten tion on that point. Carnot, Prefidcnt.” Trellhard demanded that the Coun cil should, by a resolution, authorise the putting effeals on Drouet's papers. Delcnnont observed, that this mode of procedure would be too flow. Im perious circumftxnces command that this mc'afure fliOuld be instantly executed. He demanded therefore that the Coun cil iliould pass to the order of the day orr this ground, that the mandate of arrest jullilfcd in itfclf the placing of seals on the papers.—Adopted. One of the Secretaries then riad another meflagc from the Directory . It cannot be diilctnbled that the Com* mune of Baris is the resort of all die im moral beings of the P.epublic.
