DURING last summer, mv bufmefs di- j
manded my attention in Philadelphia and I
Baltimore, I therefore left Augusta on the aid
of July, and proceeded on rru’ way to Balti
more, where I arrived on the 10th of August ;
upon ic 17th of that month, I was there Seiz
ed with a violent fever, which rendered me
unable to proceed or tranlaft any bufmcls un
til the middle of Oftober. On the tilt Octo
ber, I left Baltimore, and arrived in Philadel
phia on the 24th. My bufmefs there, detained
me until the9th December, and even required
jnv further attention, had my reduced habit ot
body, from the severity of the weather, ren
dered myftav not only imprudent, but dange.
rous ; in consequence of which I left Philadel
phia and arrived in Savannah on the hrit ol
January 1797- My troubling the public with
this ftaterneut, is, in order to fiee my cha
racter from certain falfe charges, pttblifhed in
the Georgia Gazette, of November lait, by
Stephen Files , which charges I never either
beard of or law, until my arrival here ; but am
bappy to have it now in my power not only to
reply thereto, but generally to confute— vie.

That the Carte Blanche is failed up and dif

That I carried away all the notes and papers,

That I exex received, or even ever saw Mr.

Amsterdam, or that he ever had them, is falfe.
That I ever received Col. John Coopers note
for 6 Barrels Rice, is fa ft.

immediately preceding that advertisement, and
saw every other paper therein fpecificd (except

Thole alfertions are not at the expense of
truth, but can be corroborated by the evidence
®f gentlemen of equal veracity, to any in the
United States ; therefore the l'ole objeaot this
advertifrmrnt, mud have been to (upport his
own credit upon the ruins of my character,
which betrays a heart devoid of every humane
or virtuous sentiment, that can distinguish the
bon' , ft man Irom the knave, the man of honor
from the a Baffin, or even the man from the
brute. That he has had fome abettors, I am
jnfnrm'-d ; who they are, I know not ; but
this I know—that they, who w ithout the lealf
shadow of pretence, will calumniate the cha
racters of others, only to render them on a lev
el with their own (which, muff be destitute of
every virtue that can give ludre to the human
mind) are the darked of aflullins, and the baled
cf men. That I have been fubjefl to those
■vicitlinides of fortune, which even the mod
prudent can’t always avert, is, to me, a matter
of no (mall regret 5 but that I have withheld
any man’s due, when in my power to dilcharge
it, or willingly laid plans to der.ieve, are the
assertions of tallhood, proceeding from the
heart of malevolent envy.

communication to the Secretary oj State,
Affair of the Vengeance.
At the beginning of 1794, the prede
ceftbr of the undersigned charged the
captain of La Donnie, a French Galliot’
with a particular million for St. Domin
go. lie ordered him to go to New-
Vorkwith his Galliot, to fake fome
powder which was at Sandy Hook on
board me lrigatc La Scmillantc, belong
ing to the republic, and which made part
ol her equipment, and to carry them to
general Let eaux. This veilel had form
erly been armed for war ; ftie had been
nuilt with port holes; consequently she
attraded tl.e particular attention of the
government. Many difficulties were
thrown in her way ; but finally, after
having fubinitted to all the requisite in-
IpeCifons, lhc failed with a formal clear
ance from the colledor of die culloms of
Philadelphia. She went to New-York,
where the captain acquitted hitnfeif of
ns miflion, and thence to Portdc Paix #
iK ie 11 ic powder was delivered to gen
eral Lcveaux. At that place this Gal
liot was fold to an inhabitant of St. Do
mingo, who armed her, equipjicd her
completely, partly at Port dc Paix and
partly at Cape Francois. She was called
l.a Vengeance, and given to capt.Tc
rard,as commander, who failed irom St.
Do.ningo, with a commilfion in good
form, and a crew entirely French, to
cruize against the enemies of the repub
lic. A few daj s after her departure,
the captured a Spanish veffcl, called the
i nr.ceilc des Aftuerics, laden with a
rich cargo, and carried iter into the pore
of New-York, in the summer of 1795.

sth June, 1794, had the prize arrested
under the pretext that the privateer had
been armed in the United States, and
we law officers ot the government ap
pear to defend his alien ion—Mr. Har
rison, attorney of the diftrift of New-
V ork, and Mr. Troop clerk of the dif
tri'ft and circuit, courts, to which apper
tained the decision of the cause.
it was under these aufpiccs, that the
prize was arrested, and that the captain
of the privateer saw htmfelf obliged to
defend her against the allegation ot a pre
tended armament: But it was not iuffi
cient to have arrested the prize, they
muit alio attack the privateer. This
did not iail to happen* Shortly after
Mr* Ilarrilon, without laying aside his
office of attorney for the captured, but
acting in this instance in the name of the
United .States, informed against La Ven
geance, and required her arrest under the
lame pretext which had been used for
arresting her prize. ‘1 his information
was not founded upon any affidavit or
material proof. But Mr. Attorney, ac
cording to his letter to the fccretary of
State had no need of any ; he had iecn
in the hands of the Spaniih consul docu
ments fufficicntfor having the prize con
demned. In fine not content with these
measures the fame attorney, fome time
after, the two other causes being Itill
pending, exhibited a fecondinformation
against the privateer, and had her arrest
ed anew, for having exported arms in
violation of a law of the United Statej,
which was in force when the Vengeance
failed from New-York. This informa
tion was made upon the Ample declara
tion of Mr. Giles, marshal of the court,
who as in former, was to have his part
of the confutation, bo that all the offi
cers of the diltricl court (except the
judge) were interelfed in the condemna
tion of the privateer or her prize. 11 is
well to oblerve that during rhe course
of the process, the monies arising from
the sale of the prize w*re deposited in the
hands of the clerk (attorney for the
Spaniards) those arising from the sale of
the prize in the hands of the marlhal,
informer and interelled in the confifca
tion—fo that their interest was tofpin
out these causes by means of appeal ; and
so it has happened.
As this last information is here prin
cipally in question, it is proper to enter
into fome details on the fubjeft. It ap
peared in the allegation, that the priva
teer had exported Irom the United Mate*
two cannon twenty muikets, iud fiity
barrels of powder.
