mandrd my attention in Philadelphia End
Baltimore, I therefore left Augufla on the aad
of July, and proceeded on my way to Balti
more, where I arrived on the 10th of August ;
upon the 17th of that month, I was therefeiz
ea with a violent fever, which rendered me
enable to proceed or traniaft any business un
til the middle of Odtober. On the #ift Octo
ber, I left Baltimore, and arrived in Philadel
phia on the 24th. My business there, detained
me until thegth December, and even required
my further attention, had my reduced habit of
body, from the feveritv of the weather, ren
dered myftay not only imprudent, but dange
rous ; in consequence of which I left Philadel
phia and arrived in Savannah on the firfl of
January 1797. My troubling the public with
this flatemeut, is, in order to free my cha
racter from certain falfe charges, published in
the Georgia Gazette, of November I alt, by
Stephen Files , which charges I never either
heard of or saw, until my at rival here ; but am
happy to have it now in my power not only to
icply thereto, but generally to confute— vit.
That I have abfeonded, is falfe.
That I am due him 3,000 dollars, is falfe.
That the Carte Blanche is filled up and dis
posed of, is fife.
That I carried away all the notes and papers,
or any of them, is falfe.
That I ever received, or even ever saw Mr.
Berkhoff’s Bills of Exchange, on his brother of
Amsterdam, or that he ever hid them, is fatfe.
That I ever received Col. John Coopers note
for 6 Barrels Rice, is falfe.
That I ever received Jofcph Clark’s order,
on Messrs. Cooper and Mulryne, for 55 dol
lars, is falfe.
That he called at my lodgings in Savannah,
immediately preceding that advertifemrnt, and
saw every other paper therein fpecified (except
ing tbofe above accounted and Mr. I. N.
Brailsford’s note) is a fad.
Those afTertions are not at the expense of
truth, but can be corroborated by the evidence
•f gentlemen of equal veracity, to any in the
United States ; therefore the foie obje&of this
advertisement, mull have been to fupporr his
wn credit upon the ruins of my character,
which betrays a heart devoid of every humane
r virtuous frntiment, that can distinguish the
honest man from the knave, the man of honor
from the affaflin, or even the man from the
brute. That he has had fome abettors, I am
informed ; who they are, I know not; but
this I know—that they, who without the lead
shadow of pretence, will calumniate the cha
racters of others, only to render them on a lev
el with their own (which muff be dellitute of
every virtue that can give lullre to the human
anino) are the darkelt of sffaflins, and the bafdl
of men. That I have been fubjeft to those
vicissitudes of fortune, which even the mod
prudent can’t always avert, is, tome, a matter
fno small regret ; but that I have withheld
any man’s due, when in my power to dilcharge
it, or willingly laid plans to decieve, are the
afTertions of ialfhood, proceeding from the
heart pf malevolent envy.

communication to the Secretary of State.

Two cannon and twenty mufkett
could scarcely be an object of commer
cial (peculation. The cxiftence of the
cannon ha* never been proved, and cer
tainly whatever mulkcts were found on
board, w ere only for the defence of the
veliel, without a wifti to infringe the
laws of American government. The
powder in truth wa* of the greatest con
fcquence, but the consul of New-York
haltened to give his declaration under
oath, and to prove by witnefes, that thi
powder had been taken from on board
La Senuiliante, and made part of here
quipmenr. Mr. Harrison did not yield
to this evidence.
However the three causes went on;
but the yellow-lever which took place
at New-York, spun them out toconfid
crable length. The judgment of the
diitrift court, was not given till Novem
ber. In the mean time, an express,
which captain Berrard had sent to St.
Domingo, on the firft arrest of his prize,
had returned with papers proving in the
moft convincing manner that the Ven
gcur had arrived at Port de Paix with
out any armament or equipment what
ever ; and that ibe had been fold armed
and equipped wholly, and commiffioncd
as a privateer, on the territory of the
republic. Thefc documents were, cer
tificates of the general, the ordonnateur,
&c. of the greater part of the principal
officers of St. Domingo ; the account#
of armament attelled by all the provid
ers, (feurniileurs) &c. the whole execut
ed in the moil authentic form.
. The underftgned hattened to commu
nicate these documents to the secretary
ot State of the United States, and to re
quest that he would order the attorney
of New-York dill rift, to hay the pro
ceedings he had inllitutcd in the name
of the government. There was nothing
done with them and Mr. Harrison con
tinued his profecution*.
In fine, the moment came for deciding
these three causes. They were pleaded
with much preparation before tliediilrift
court of New-York ; The privateer
was acquitted of the charge of illegally
arming, and the prize adjudged to the
captor. Mr. Harrison did not appeal
as to the privateer ; but the cause ol the
prize was carried to the circuit court,
and finally to the supreme court; and
these two tribunals confirmed the sen
tence of the dill rift court.
As to the exportation, the judge was
of opinion that the veliel would be con*
demned lor it; and grounded his sen
tence only on the article of 20 mflets .
Some oi the attornies for the privateer
had confidercd it as of so little conse
quence, that they had not conceived it
would be brought in question ; and had
omitted to speak of it in their pleading.
It was natural to appeal from such a sen
tence j the consul of New-York wa*
the appellant, and required agreeable to
a law of congress, that the velfel Ihould
be given up to him, under lecurity dur
ing the appeal; but he could not obtain
it; the veflcl was fold for less than a
tenth part of the cofl of her armament ;
and the money wasdepofited till the con
clusion of the process.
The circuit court, as was expefted,
feta fide the sentence which condemned
ti c privateer ; but Mr. Harrison not
content with all he had hitherto done,
immediately appealed to the Supreme
court of the United States, which was
not more favorable to him, and confirm
ed the sentence of the circuit court.
The government, notwithllanding the
representations of the underlined min
iilcr plenipotentiary, took a decided
part in the appeal, and gave it in charge
to Mr. Lee, the attorney general, to
argue—which he did with much elo
quence, but with the success such a cause
merited.
Affair of the Coffins.
