of America, on the choice of his Excel
lency John Adam, to the distinguished
cilice of President of the United States ;
an event which must give joy to every
lricnd to the peace and prosperity of our
country. His wisdom and experience,
hi .unibaken republicanism, and ardent
love of peace, order and good govern
ment, have marked him as the fucceflor
of our beloved IVaJhington ; and will se
cure the refpedt and prolong the prosperi
ty of our country.

The returns have been received from
Vermont. Adams 4, Pinckney 4.
The weather has been colder in Bos
ton, than known for a number of years.
The *harbor and Nantalket Roads are
frozefcas far down as the light-houle.
Yelterday arrived the {now Pacific
Trader, Capt. Barnes, from Liverpool,
via Vineyard, 51 days.
By this arrival, we have received Lon
don papers to October 26 ; but they
contain no intelligence of moment.
Capt. Rogers, from Cape Francois,
informs, that the uiual mode of transac
ting buiinefs Hill prevails there. Go
vernment takes cargoes—and pays in
promises only. Americans bound to

The {hip Mount Vernon, captured
aear the Capes, by the French privateer
Flyingtifh, has been condemned and fold

Summary of Intelligence, contained m the
latejl European arrivals.
The reports are that, Buonaparte’s
army is reduced to 30,000 men—that he
is dead—that Wurmicr, in a tally killed
6000 French—that on the 29th ; the
army of the Sambre and Meuse was de
featedat Nieuwied. ‘Tis nccedary on
ly to fay on these heads, that our late
official intelligence which is later, re
versed by f’a&s all these reports. —The
articles of importance are that, rhe king
of Frufliahas entered into a treaty ol
fenfive and deienfive, with the Prince
of Hclie Cafiei and Eicctor of Saxony,
to repel any attacks of the Emperor 01
Germany.—That Portugal has sent an
Envoy to Paris, to negociate a Peace,
the pieiiminary to which, will be the
cxclulion of English hops from her
ports. —That noaccount had arrived in
England of the failing of a Spauilh
Fleet..
NANTUCKET, Dec. 16.
Last night the ship Alliance, Gapt.
Peafe, arrived herefrom Woolwich bay,
lail from St. Helena, which he left .Sep
tember 28, in company with five other
whale (hips for this port. Capr. Peafe,
informs, that a Dutch iieet of two 74’s,
two and a Hoop oi war, were
at Saldana Bay, and that the Englilh
fleet lying at the Cape of Good Hope,
got iiiiotruntion and immediately pro
ceeded against them, and captured the
whale iquadron without difficulty.
SALEM, Dec. 20.
By the brig Mary, Captain Joseph
Findley, who arrived at Marblehead,
on Saturday last, in 57 days from Ca
diz, w'e ha\e a positive confirmation of
ti e declaration of war by Spain againit
England-. It was proclaimed by the
heralds of slate at the corner of every
street in Cadiz the day before Capt. L.
(aiied, ana the day was celebrated with
the mod enthuliaftic joy. The inhabi
tants appeared to have adopted the
French manners entirety ; the tri-colo
red cockade was worn, and thenation
al songs were sung with rapture. Pri
zes were brought in every day, and the
spirit of privateering pervaded all ranks
f citizens. j

Ajiladelphia, December 19.
We are authorized topublifh that the
receipts from the Elephant on the 19th
inst. for the Relief of the Citizens of
Savannah, amounted to 72 dollars.
December 21,
On Sunday evening between 8 and
9 o clock a hre was Uncovered in a back
framed building of Mr. Creifin, Mar
ket street, between 6th and 7 th streets.
From every circumstance it is indubit
able that this fire was kindled by fome
incendiary with a design to spread a
conflagration. A fmail quantity of
ft raw was placed under two pieces of
board, the sides of the wheel barrow
the ft raw was set on fire by a coal, and
when difeovered was in a blalb j the
boards were much burnt.
ihe fire it appears was brought in
two pieces of leather which were found
near the spot. A timely difeovery pre
vented in all probability much milcnief.
Last evening arrived here the brig
Betsey, capt. White, 111 days from the
Isle of France ; left there the lhips
Northern Liberties and Indoftan of this
port, fome time ready for failing, but
their departure prevented by an em
bargo.
Capt. Morse on his paflage home,
from Aux-Cayes, on the coalt of Hi
spaniola, fell in with a Britilh fleet of
11 fail of the line—bound to windward.
December 22.
In consequence of three or four at
tempts on different nights, to set fire to
different parts of this city, by fome infer
nal incendiary or incendiaries, a meeting
of the citizens are ‘called at the Mer
chant’s Coffee House, and at the com
mifiioners’ Hall, in Southwark, to o.e
vife fome effectual measures ol lecurity
irom such attrocious attempts.
Ten or twelve fail of veflels got out
of the Delaware Capes last Saturday.
Capt. Leonard, arrived yelterday in
16 days from Martinique, informs, that
on leaving there, information was re
ceived from Barbaducs, of the capture oi
a Spanilh lhip of 28 guns, bv a Britilh
frigate—after exchange offeverai broad
sides.
On the 18th inftantj lat. 40. 9. n.
long. 72. o. w. spoke the brig Sally,
capt. Earle, from Cape-Francois, bourn
to Rhode-Illand. She had 7 leet water,
wind south, and heavy rain.

The calami.y, by which the greater
part of the city of Savannah, in the Hate
oi Georgia, has been recently destroyed,
excites in the bosoms of our conitiiuenrs,
the pureit fentimeats of fyinpathy and
sorrow ; and, from its magnitude, em
phatically claims an intervention of the
public bounty and benevolence, Permit
me, therefore, to submit to your consid
eration, a letter which I have received
from the mayor of Savannah on this in
teresting fubjedl; and to recommend a
prompt and liberal contribution, for the
reilct of the afflicted inhabitants of that
unfortunate city.
The pleasure of indulging thofc ge
nerous and humane difpefiuous, which
you have often before maniieited, will,
in itfelf, yieid an abundant reward, for
any pecuniary aid, which you shall be
pieafed to bcltow, on the present occa-
Iton ; but, we may be confident, gen
tlemen, that the cordial approbation of
ail the citizens of Pennsylvania, will,
ukewife, give an honorable lanCtion to
the a<ft, since it must equally serve to
dilplay the philanthropy of the state,
and to cement the feelings, affections
and interests of the union.

NORFOLK, December 29.

CHARLESTON, Jan. 9.
Yesterday anchored in Republican
Road, the Gcnoefe brig Lydia, Nicho
las Caffarena mailer, 90 days from Ca
diz, bound to Sa\ annah ; the head of
her rudder is damaged and her provi
rions nearly expended.
The consul of his rnoft Catholic Ma
jcftv, redding in this city, has received
official information from the governor
of St. Augultine, of war having been
declared there againit the king of G reat
Britain.
The embargo which took place at the
Havanna, lalted about 30 days ; it was
taken off on the 24th ult.
Only eight days were allowed to the
Englilh, after the declaration of war,
to depart from the Havanna with their
property.
A Bermudian privateer of 8 or 10
guns, one Englilh lhip and two brigs
had been brought into the Havanna.
Just before the Essex failed, an Eng
lifti lhip came into the Havannah, from
Jamaica, in eight days, for water, not
expecting that war was declared at the
Havanna, as it had not been at Jamai
ca. ihe Capt. ot the lhip had Jamaica
papers that were taken from him by the
Governor of Havanna, which he said
contained late European news, particu
larly that the French Army in Italy
had been totally defeated, and that gen
eral Buonapaite was taken prifoncr by
the Austrians.
January 11.
A gentleman in this city has received
a letter from the Havanna, which men
tions, that a Spanish Hoop of war had
arrived there in 26 days from Cadiz,
Columbian jHufemrt,
which brought information that a Span
ish fleet of 30 fail of the line with a num
ber of transports, joined with a French
squadron, w ere ready for an expedition
to the Weft-Indies. That 22,000 Span
ifliand French troops were to coine out
in this fleet ; 16,000 Infantry and 6000
intended toad as cavalry'. It waslup
poled an attack upon Jamaica was inten
ded.

arrived on Monday, tn K<billion Road,
from Cadiz.

SAVANNAH, January 17.
A bill has pafied the legislature ol
Pennsylvania, granting a donation oi
15,000 doiiars, to the unfortunate fuiie
rers by the late fires in this city.
A letter from Baltimore, received at
vjharleiton lays, that nothwithftanding
the loties that city has lately experienced
iroiii tire, three thousand dollars win

’lie fire in Savannah. On the 25th ol
December the river Patapfco waslrozen
down toils mouth, and the weather was
colder than it has been known for many
years past.
By accounts from the Prefidcntial e
leftions of all the Hates except Kentucky
and Tenefiee, it appears that Mr. Ad
ams has 71 votes, Mr. Pinckney 65,
and Mr. jefferfon 61. All the votes
from Kentucky and Tenellec, would
make Mr. Pinckney president, and
would give Mr. Jellerfon but 68.
