APPARITIONS.
AMONG the many people who
ha\e had courage and learning to lay
spirits and gholls, G. W. Salomine may
lie reckoned and e (teemed the molt con
hderahlc and knowing; for he of late
made a fortune and railed an ellate by
this very trade, and is laid to have laid

A concurred resolution ot the iecond
instant, being presented and read, as fol
lows :

Friday, the 2d Feb. 1798.
The house proceeded to take under
consideration, the resolution moved by-
Mr. Watkins, on the 3ill ultimo, poin
ting out the method of filling vacancies
that may happen in the ensuing conven
tion, and tne fame being read, is as
follows :
Whereas a just and equal representa
tion is inseparable, from the idea of a
tree government, and the rights and
happiness of no people can be secure
w ithout a due apportionment of such re
presentation : And whereas no provi
iion has been made, whereby such just
and equal representation can be accurate
ly made, afeertained or apportioned ; for
remedy whereof, Be it Refolded, That
it thali be the duty of the captains or
commanding officers of the militia
throughout the Hate, to make ouc
fair and accurate lifts of ail free white
persons, as well young as old, residing
within the limits ot their refpedLe
company diftrifts; and they are hereby
required to return the fame duly certifi
ed under their hands, to the Clerks of
the Superior Courts in the leveral coun
ties, on or before the firll Monday in
A pril next ; and it lhail be the duty of
the said Clerks, to transmit by the hands
of the members of the convention, all
such returns, under seal to the prelidenc
of the convention, for the information
of that body.
And whereas no mode has hitherto
been pointed out for filling up fuchva
cances, as may happen by the death, re
fignation > or otherwise, of the members
returned to represent this state in con
vention, Be it Refolded, That his Ex
cellency the Governor, be fully autho
riled and empowered, and he is herebv
required to tfliie writs of eledion for
tilling up such vacancies, provided that
no election ihail be held in any county
without ten days previous notice there
of having been set up in writing, at
three or more of the moll public places
in the county ; and all such cledions
ftiall be held and conducted, and the re
turns made, in like manner and form as
is prelcribed by law for the election of
members of the Legislature : And on
the queition put to agree to the fame, it
palled in the affirmative. Ayes 24. —
