Every officer absent, if a field officer, will be reported to the Commander in Chief, where there is no Brigadier pre sent, and if a company officer, to the commanding officer ot the regiment, who, if fufficient excuse be not ihcwn for such absence, is to be immediately arretted, and a court martial ordered for his trial. Courts martial will also be held for delaulting non commissioned officers, and privates. The t fficers of each county, where there are no field officers, are required toconvene within the fame, after the due and tifuaF notice, under the fuper intcndance of any two captains, for the purpose of electing one Lieutenant Colonel, and two Majors, where it Columbian jHufeum & &t)beittfer, Extra. consists of two batialtons, or of one Major, where it conlut of one battalion o ity. The Brigade Infpeftor will accom pany the Adjutant General to the Li berty, M'iitolh, Glynn, Camden, Bryan and Effingham county reviews, as they lhall agree on, in order to car ry into operation each of the aforemen tioned laws of this Rate and the United States ; and he will procure fuil and efficient returns of the Rrength of the relpedive regiments and battalions, as well as a return of the names of every commissioned officer, their rank, date of commissions, &c. and make a report thereof, as no per fed record cxifts of the fame, to the commander in chief. He will also attend on Brigadier Gen eral Morrison of the 2d brigade ot the ]R division, and the other Brigadiers of the 2d and 3ddivifions ; and with them appoint the times and places of reviews for the regiments within their respec tive commands, noting the general rules as before laid down for the ill brigade ot the Ift division. The Brigadiers will be attentive to the regulations preferibed by law as to the equipment, arms and uniform of the field and other officers, and fee that the field officers attend to the procuring of the proper flandards and colaurs for their different regiments and battalions. ‘flie Adjutant General will use all due diligence in colletfiling and procur ing the public arms which were given out to the militia in public service at fevcral of the frontier Rations, and make report of their numbers and where they are lodged. He will also in his tour of reviews infpeH ail fubßitutes offered, and ap prove of or rvjett them, as the good of the public service may require. And in order that the quotas may be drafted and prepared, when the Adju tant Gent ral wtJi attend tninfpcft them, it is expected trom all officers command ing regiments or battalions, where drafts have not taken place, that it be done im mediately, to avoid trouble on the field, and prevent disgrace to the corps and the officers commanding it. AN ORDINANCE, For granting LICENCES, to persons keeping Billiard f abbs, or letailing Spirituous L years, withm the limits of the City of Savannah, and llamLts thereof. TJE IT ORDAINED, by the _D honorable the Mayor and Al dermen oi the City of Savannah, in Council assembled, and it is hereby or dained by the authority of the fame, that trom and immediately a ter the pa fi fing oi this Ordinance, it any person or persons, within the limits oi the city of Savannah, or hamlets thereof, not being duly licenced agreeable to the tenor of this Ordinance, (hall at any time prelume to keep a Billiard 1 abte, Shuffle Board, or Skittle Aliev, ‘la ern, Inn, Ordinary, Punch Houle, Porter House, Ale or Beer House, and fliall retail any Wine, Brandy, Rum, Gin, Porter, Beer, Ci der, Punch, spirituous or it rung drink, under any name whatsoever, in any quantity less than three gallons, then he, ihe or they, so offending, and being thereof conv iCtcd before the City Coun cil, fliall forfeit the sum of Fifty Dol lar,., for evert iuch offence, one half theieot to go to the person or persons so informing, and the other halt to the ufe ot the City. 2d. And be it ordained by the authori ty afar find, That all applications in future, tor Licences to keep Billiard Tables, Shuffle Boards, or okittie Al leys, or to retad spirituous liquors, with in the limits of the city aforefaid, fliall be made to the City Council, on their second meeting in Match, June, Sep tember and December j early, and eve ry year, who may grant Licences lor Billiard Tables, bhuffle Boards or Skit tle Alleys, and retailing spirituous li quors, to persons applying thereior, and producing good recommendations of their character and behaviour, the per son so recommending, being security in the sum of Two Hundred Dollars, to be approved of by the City Council, which Licences lhall continue and be in force for the term of one year, and no longer. 3. And be it further ordained by the au thority aforefaid, That all persons in tending to apply for Licences as afore faid, (hall give in their names with the places of tfieir abode, at leafl three days before the meeting of Council, to the clerk thereof, and also a certificate signed by two or more creditable persons, let ting forth the applicant to be a fit per son to obtain a Licence, and the clerk ftiall enter the names, with the places ot abode, of all applicants, in a book to be kept for that purpose, and lay the fame before Council. 4th. And be it ordained by the au thority aforefaid , That the City Clerk, lhall deliver Licences signed by the Mayor, and in his absence by the presi ding Alderman, to such persons as have been approved of, and who (hall apply at his office and produce a receipt from the City Treasurer, for the following sums (as the case may be) that is to fay, Licences granted the second meeting of March, June, September & December— For a Billiard ‘i able, the sum of Two Hundred Dollars—A Shuffle Board or Skittle Alley, One Hundred Dollars— And for retailing Spirituous Liquors, in a smaller quantity than three gallons, and not less than one quart, the sum of Twenty-five Dollars ; and in a less quantity than one quart, Fifty-two Dol lars, to commence trom the day in which such Licences were granted, giving at the fame time fecuriry as aforefaid : And it fliall be the duty of the Treasu rer, to make a fair and jufi entry in a book to be kept for that purpose, of the names and places of abode of all such persons, who fliall have taken out Licen ces, and also of what sums of money and securities he lhall have received for the fame so taken out, and lay the fame be fore the City Council, whenever he fliall be required so to do. 5 th. And be it ordained by the authori ty aforejaid , That the form of such Li cence lhall be as follows :—City Coun cil of Savannah, This is to certify that hath given bond a grceable to law, for Two Hundred Dollars, with security for his due com pliance with ail the laws that now are, and which fliall be enacted, and be of force in this State, refpefting Taverns, Punch Houses, and retailers of spiritu ous Liquors, and keeping of Billiard Tables, so far as the fame relate to the City of Savannah and the hamlets there of, and also all the Ordinances of the city relative to the fame—Therefore the (aid is hereby au thorifed to retail in the house where he now refldes in, in ftr*er, ward, and in no other place whatever in Sa vannah, fiom this day of in the year of our Lord until the day of . next ensuing. Given under my hand, and the leal of the Ci'- ty, the day abovementioned. 6th. And be it further ordained by the authority aforfaid, That noperfun hav ing obtained a Licence, (hail keep more than one Billiard Table, Shuffle Board, or Skittle Alley, or retail spirituous Liquors in more places than one, under the penalty of Two Hundred Dollars, nor in any other place than the one men tioned in such Licence, without having firfi given notice to the City Clerk of his, her, or their removal, whereupon the clerk (hall obtain from the Mayor or preftding Alderman, a certificate on the back of such Licence, fpecifying their removal and place of abode ; and if any person lhall negledf or refufe to bring in their Licences, at the expiration of the time for which the fame was grant ed, or for such certificate in case of re moval, he, (he or they, so offending, fliall forfeit their Licence, and not have a nother granted them, for the term of one year thereafter. 7th. Ana whereas many persons not ha ving Licence, make a practice of re tailing spirituous and other Liquors, and evade the law by charging the buyer with three gallons or upwards, Be it or dained by the authority aforejaid, That such person or persons, convidted of de livering a less quantity than three gal lons at any one time, fliall incur the pen alty of Fifty Dollars for every such of fence, to be recovered and applied, as hereinafter mentioned. 8 h And be it further ordained by the authority aforefaid. That every perlon taking out a Licence for retailing of (pirituous liquors in less quan tity than a quart, fliall have plainly painted in Letters not less than two inches in length, on fome conspicuous place over the Door, on the outside of the shop or house fronting the Jlrect wherein such ‘pirituous liquors arc fold, the name of such person together with the words, “ Licenced retailer of spirituous liquors. ” 9 h. And be it further ordained by the authori ty aforef nd, That every person or persons who have heretofore taken out a Licencq, or shall hereafter take out a licence for retailing spiri tuous liquors, negleifiug or refufing to have plainly painted as aforefaid, the names of such person or persons together with the words “ Licenced retailer of spirituous liquors,” within the space of sixty days after the publi cation of this Ordinance, shall forfeit Fifty Dollars, to be recovered and applied as herein after mentioned. iO:h.
