Agreeably to Major-Generdi Ham
ilton’s orders, the garrison ot Fort-In
dependence, on Caftle-Illand, in this
harbour, on Thursday last, paid funeral
honors to their late beloved Commander
in Chief General George
The garrifor. having paraded, the iune
rai proceflion moved from the comman
dant's quarters, in the following order :
Military detachment under Lieutenant
Duncan.
The Chaplain—Rev. Mr. Emerson,
The bier —borne by four sergeants ;
the pall fupporied by Major Russell,
Captain Clark, of the Usited States
Marines, Captain Gates, commander
of Fort-Independence, Capt. Gardner,
and Lieut. Singleton, of artillery, and
Lieut. Waterhouse, of artillenfts and
engineers.

In this order, and in il,w time, un
der a difeharge of heavy minute guns,
the whole proceeded to the place of in
terment; when the troops opened ranks
faced inwards and bearing on their
arms reversed, the bier palled through.
The Rev. Chaplain then made an ener
getic, imprelliveand appropriate prayer,
and Doftor Wellh, lurgeon of the gar
rison, pronounced the lollowing eulo
gy : “

sion, lollowed to the tomb the remains
of our illustrious chief—the pride of
his country—the immorral WaJbington.

is on Mount Vernon. But he has a
tomb on every hill and in every valley
of his bewailing country.

his fepulchre; there lhall his memory
be preserved, and be transmitted down
a rich inheritance to lace poftcrity.

grief we pour forth copious ltreams ot
furrow into the rivers of tears which
flow from the eyes of millions of Ame
ricans, we glory in our tears, and ex
claim, where is the nation, where is
the warrior, who could retrain from
weeping at the lofsotfucha comman
der ! Say, in what region has his name
not been heard, and his virtues applau
tied? To what portion of the earth ha
his fame net extended ? On where has
the unsought panegyric not been be
llowed ?
“When in 177 J on yonder hills he
unfurled the standard of freedom, was
it not saluted by his determined alToci
ates with joyous acclamations; was i
not beheld with transport by the free
born opprefled sons ot every clime, as
the harbinger of their own emancipa
tion! Have not these states, displayed
within our banners, enlightened more
than half the globe!
“ To relate his deeds where lhall we
begin, or where lhall we end ! To the
eorretl biographer, to the chaste hifto
rtan, the inspired poet, the eloquent
orator, of our country, be afligned the
enviable talk of rendering themfelve*
immortal by the recital ot his exploits,
& by the celebration of his atchievements
in peace and in war.
“ While from the mouth of our can
non the melancholy tidings are announ
ced, let the earth resound the praises of
Wajhtngton.
The general orders were then read,
nd three vollies fired over the bier.
The flags of the garrison were hoisted
baltftall; fixtecn guns were fired in the
morning, and half-hour guns through
the day. Every part was performed
with due solemnity and prccife order.
SALEM, January 20.
Captain Bickford informs us of the
following affair which took place while
he was at the Cape of Good Hope.
The Rattlesnake sloop of war, and a
[fore ship mounting 20 nine-pounders,
had been sent from the Cape to the Bay
of Aigoa, with a block house to be
erected there to keep the natives under
restraint. Intelligence of it having
been received at the I fie of France, a
44 gun frigate, carrying a weight of
metal apparently (efficient to blow the
two ftiips out of water, together with
a smaller vcffel, was sent to take them.
The frigate appeared tn the effing in
the afternoon under Danifli colours, and
at night went in and dropped anchor be
tween the two fliips, whole commanders
were then on fiiore. The Rattlesnake
fufpicic.us of her character, difpatchedan
advice boat for the ftorefhip ; but it was
Hopped by the frigate, on which {he
((•luted her with a broadside, which
commenced a very warm action : The
ft ore fit ip was so bored through, that in
about an hour {he had fix feet of water
in her hold, and was obliged to cease
her lire. The Rattlesnake then sup
ported the attion alone, for about two
hours, till finally the Frenchman was
obliged to cut his cables aud run. The
next day, however, the frigate was seen
again (landing- in under very flow fail,
with her consort, witha view, probably
to wipe off the disgrace ot her last night’s
defeat. This intelligence was received
over land at the Cape; and the Klofe of
44 guns, and Reasonable of jo, were
immediately dispatched to look after
the Frenchman.

tary hope that a correspondent condurt
would have followed: and that by a
manly and noble policy, the spirit of
party and political difeontent which
now invades our Hate, and threatens
its peace, would have been removed
and tranquility again restored. Under
thele lmprelfions, and with difpofition*
to rehnqmfh personal considerations
when the public good required, we were
willing to forgive, and if poflible to
torget the language used by you in your
answers to sundry addresses on your c.
leftion to the chief magiflracy— You
there bestow on those whooppofed your
election the mod approbrious epithets
and aferibe to them the moll wicked*
designs.—We sincerely lament that the
fame spirit which dilates these answers
has marked your official conduft. A
great number of refpetfable charters
have been removed from office against
whom no other blame refls, than the
exerctfe of their rights, as freemen m
opposition to your wishes; amongftth e f e
are ajnumber of the moft meritorions of
ficers and soldiers engaged in the eilab
dfliment of our inuepcndence. They
were felefted by your patriotic prede
cessor as deserving their country’s fa
vor and gratitude.—The ftnall rewards
bellowed have, for the exercise of a
right which their lives were rifk**d to
secure, been by a fmgte breath destroyed

the operation which a system of this
kind must have on the principles of our
republican government, has produced

be to no purpose that our laws are fram
est to guard against undue influence in
our elections, if fear on the one hand
or hope of reward on the other, be fuf
fered to govern in the exercise of this

Whilst our oaths, our honor and our
intereifs impose on us the sacred duty

an oath to support the constitution of
the commonwealth, and of the United
States, which the members of the
House of Representatives as well as
yourfelf have taken, not a shadow of
doubt ought to remain of your having
their constant co-operation in all ob
jetfts which m y contribute to the hap.

We believe Sir, as you in your com
munication to us have expressed, that the
prefeut crisis in human affairs demands
the exercise ot wifiiom, moderation and
fortitude, from all who arc employed in
the bufmels of government. A conduit
uniformly regulated by such principles,
would be rewarded in its happy effedts
wife in the choice of officers, moder
ate in adminiftiation, and strong in the
purfuir of mealures which will contri
oute to out country’s good, we might
have a rcalonable ground of hope that
the approbation of our condiments and
the bl,effing of Hcaycn would ensue.
We think it, however, due to our con
stituents, to express our further belief,
that dillinguifhing the ftatc by parties
and. applying the epithets of traitors,
torics, refugees, French aristocrats, Bri
tish agents, apostate whigs, See. to near
ly one half of the freemen of the com
monwealth, ic far from being a t efti
mony of such wisdom, moderation and
fortitude, and will not, in the remotest
degree, contribute to conciliate the o
pinions of the people generally.
We had accepted your communica
tion to the lcgifLture as an earned, that
altho’ your mind might have been yrevi
oufly difturbedby the opposition of fome,
you had from that moment difearded
the impression of being the governor of
part of the people only. We have been
obliged, however to acknowledge the
fallacy of our hope, inafrnuch as we
have seen that many of the old soldiers
and officers in our revolutionary war,
are to be difmiffcd from their present
employments, without even an imputa*
tion of malcondudl.
We lament the occafton which calls
for this language, but animated by the
spirit of republicanism, and difilaining
the servility of courtly adulation, we
are compelled to use it.
It would give us fiticcre pleasure, if
from this day, the language, and tbe
condnft too, of the legiflativc and execu
tive branches of our government fhouid
be found to unite tor the common
welfare ; and that cur constituents
fhouid harmonize and convince the
world that party animosity is merged in
universal regard to our conftitutlonal
rights,& the dignity oi our independence.
