BOSTON, January 28.
It is confidently reported, that a
veflel has arrived at Newport (a. 1.)
from the coast of Africa, and brings
the following highly important and in
teresting intelligence, viz.
That a squadron ot three large French
frigates and a corvette, has destroyed
the Englilh settlements on that coast,
and taken the coilefted riches of their
faftor9, confiding, of gold dust, ivory
and gums, with many Englilh (hips of
great value. The ampunt of damage
sustained by the Britilh in this expedi
tion, is said to exceed eighteen millions
of dollars.’ The dollars taken by the
Engiifh from the Spaniards lately, will
bare no comparison to the above; and
even they, it is laid, were insured in
England, so that the prize money of
Engi ifh sailors mail come from the pock
ets of Engliih underwriters.

The extraordinary nature of your firft
communication to me, as an executive
magiltrate, the flight reference that it
contains to the address which it pretends
toanfwer,and the distant period at which
it is presented, are indications of preme
ditated insult, that affeft me infinitely
more on account of the apparent depar
ture from the dignity of a legislative bo
dy, than on account of the injufticedone
to my political principles, or of the out
rage offered to my personal feelings. Re
garding you, indeed, only in your repre
l’entative character, I have thought it in
fome degree, an official duty, to fuffer
you to tpeak to me in terms which, as a
private gentlemen, I would not have
consented to hear; and which as private
gentlemen, individually relponfible, I
Kill hope you would not have condescen
ded to employ.
Thus, an address, closing the solemn
aft ot my introduftion into office, with
a declaration of my solicitude to promote
the happiness of our constituents, and to
preserve an harmonious intercourse be
tween the departments of the govern
ment, you have been pleased to convert
into an opportunity to a flu me acenfor
(hip which the constitution does nr re
cognize; to exhibit accufinions which
my conduft has not deserved, and to
indulge a spirit of animosity which pre
sents much to compaffiofiate and deplore,
but nothing to convince or to terrify.
It is obvious, I must repeat; gentle
men, that your proceedings on this oc
casion are not founded on any legislative
duty, and cannot, I thinfc, produce any
public advantage. As the Senate is the
tribunal eftablilhed to decide upon any
charge of official mifeonduft, it would
seem in such cases to be peculiarly in
cumbent on that body, to abstain from
effufions of passion, from asperity ol
animadversion, from the bias of prejudi
cation. Even therefore, if the tranf
aftions which you have announced were
of a criminal nature, you, who would
eventually be the juuges, ought not to
become the accusers; and if they are not
of a criminal nafure, it will be difficult
to trace the political, moral or intei
leftual pre-eminence that authorizes
you to arraign and condemn them.
Let us, with this view, fora moment
confider the topics of your complaint.
In a reply to the congratulation of my
republican friends upon the result of
the late eleftion, I candidly stated an
opinion, that a combination was employ
ed in fuyport of the adverse candidate,
coniifting of the enemies to the princi
ples of the American revolution, the
emiflaries of foreign governments, and
the dependants, or expeftants of office,
under the Federal admtniftration. W he
ther I review the circumstances to
which I then referred, or contemplate
the many other proofs of the exiltence
of such a combination, in relation to
more important objefts, 1 find no rea
son to change, or to retraft, the opinion
that was then delivered. Yet, let me
not again be misrepresented. Though,
my eleftion was opposed by all those
deferiptions ot persons, I never thought
that there was not likewise a numerous
defeription of opponents, whose minds
were aftuared by the purest motives,
and whose conduft had been eqnally
decorous and independent. Free, there
fore, from the perversion of party, (a
perversion which I did not expeft the
enlightened Senate of Pennsylvania
would countenance or adopt) what is
there in my sentiments, or language
that your generosity fhouldbe exercised
to forgive, or that my sense of justice
fliotild be anxious to obliterate.
Besides, it will be recollefted, that
(he tranfaftion particularly alluded to,
occurcd before I was in office, and was
unconnefted with any objeft of the exe
cutive or legislative truit. If then the
censorship of the Senate is warrantable
as applied to that aft, it may withe
qual reason and authority be applied to
every other aft of my life ; and if the
Senate may.publiffi ftriftures upon the
private conduft of the executive magif
trafe, what claim of privilege can (hel.
ter the members of that body from re
tort and recrimination, but the claim,
(which I lhall always promptly antici
pate and allow) to pardon and oblivion?
You have chosen, however, gentle
men, another topic for censure ; and
pursuing the very course which you
have yourselves reprobated, you lament
that the fame spirit which diftated the
answer to my republican friends has
marked my official conduft; yottbeftow
the moft approbrions epithets on my ar
rangement of the fubordinSte offices of
the ffate; and you aferibe tome the moft
wicked designs. But the constitution
has conferred'on tbe governor the cx
cluflvc power of appointing or remov-
ing, public officers; and although it is
admitted that, for the legal exercife of
that power, he is refponflble to the le
gislature through the medium of im
peachment, as tor the dfereet exercise of
the power he is responsible to his con
stituents through the medium of elec
tion ; lean no where difeover the au
thority of the Senate in the present
form to controul, regulate or interpose.
The radical principle of the constitu
tion, indeed provides for the reparation
and independence of the principal de
partment of government; and it can be
of little importance whether that prin
ciple is subverted by direst usurpation,
or by fuccefsful efforts of one depart
ment to overawe and influence another.
If likewise, the Senate may, on any
pretence, by an extra-judicial process,
investigate 8c arraign, ditapprove & cenk
sure the manner of difeharging the ex
ecutive funftions : may not the execu
tive magistrate, with as much tight and
propriety, invade the fanftuary of the
senate, deprecate the rage and acrimony
of its parties, denounce the personal
mifeonduft of its members, queftton
their title to their feats, and brand them
with corruption or imbecility ? No,
gentlemen, I will never encroach upon
your jurildiftion, but I shall deem it
equally a duty, with firmnefs and de
cency, to relift any attemps to encroach
opon mine.
But it is not on this ground alone
that yous proceedings appear to be erro
neous; you have also erred in the un
qualified assertion, that a great number
of refpeftable chiarafters have been re
moved from office,’ against whom no o
tber blame rests, then the exercise of
their right, as freemen in opposition to
my wifhesv” Before so gross an impu
tation was call: upon my conduft, you
Ihould fufely poffcfs/ (what you can
not have poffefied) a pertest knowledge
of the information and principles by
which it is regulated. It is true that
various changes in public officers have
been made, and that others are contem
plated; but was it not within the scope
of candid conftruftion, to assign a less
odious cause for the measures I ha e
pursued ?
In a popular government,- the prhiei
pie of rotation in offices of honor and
profit, fairly have been suggested. A ;
conviction of the anfitnefs ol an officer
for his particular ttation,would be reason
able ground tor the exercise of execu
tive diferetion; and much as I venerate
the military merit of the revolution, I
may be allowed to remark, that such
merit does not neceflarily imply a supe
rior capacity for civil office.
The deportment of officers not in the
exercise oi the rights of freemen, but irt
the prostitution of official influence to
party purposes; not in the maintenance
of their own independence, but in the
defamation of the executive magistrate,
may also afford a proper cause ot remo
val ; for the confidence and cordiaTity
which ought to fuhfift between the
principal and fubofdtnate officers of tbe
state, being thus destroyed, the public
interest alone would demand a reparation.
In short, gentlemen, let my appoint
ments be judged by an impartial test,
and I flatter myfelf, that J am rather
entitled to the approbation- with which
the house of representatives has honored
me in an answer to the fame address,
than to the denunciation of a small ma
jority of the senate. You- would then
perceive, that many of the commis
sions issued by my prcdeceffor, havfe been
renewed; that if any veteran of tbe A
merican war has been displaced, after a*
song enjoyment of office, others, of at
least equal patriotism and talents, have
been brought from retirement into the
public service ; that so far from afting
on the impulse of an indiscriminate re
fentmenf, many of my moft decisive and
influential opponents have been re-ap
pointed ; and that without any regard
to any personal feeling, I have felefted,
and (hall always deem it a duty tofeleft,
for public stations, men who are tried
and faithful friends to the genuine prin
ciples of our republican institutions.
Having now, gentlemen, endeavored
to evince the impropriety and injustice
with which I have been assailed, per
mit me again to invite your co-opera
tion in establishing the harmony of the
govermenr. To the honor of the flare,
to the interest of our constituents and to
our own happiness, it is eflential that
