sed to the Coencils to demand a law for
the parpofc of revoking those which
excluded the ci-devant Nobles, and ths
relation# of the Emigrants, from theexer
cife ofpubtic rights & public funftions it
was resolved, by the Councils of Stare,
that it was useless to demand such a
law, because the Constitution, by de
termining (Art. 4 and 5) the only cafia
in which political rights may be revo
ked, or suspended : and not comprehend
ing in such cases cither the relations of
Emigrants, nor any other class of Ci
tizens, more particularly when there
no longer exist any diftinft clafles; it
was therefore impoflible to suppose o
ther exclusions.
The College of Conservators by na
ming for the Tribunate, the Legilla
tive Body, and its own institution,
men who had been excluded from those
funftions by previous iaws, had suppo
sed them to be abrogated.

The Council bas adopted a projeft of
consular decree, drawn up by the Le
’giflativc Seftion, which abrogates ail
administrative decrees by which the o
pening cf the places consecrated to re
ligious Worihip was interdifted oh ci
ther days than the Decadi.
The Council alio adopted another
decree, drawn up by the fame feftion,
stating, that all the public functiona
ries, the ministers of religion, precept
ors, and other persons who were by th
laws previous to the constitution, bound
to take an oath, ihould substitute for it
the following declaration :—/ promise
to be faithful to the cenjlitution,
A third proof of decree was adopted,
which dates in substance, that the com
munes which on the nrft day of the 2d
year were in pofieffion of edifices intend
ed for religious worihip, (hould conti
nue to use them freely uuder the confti
uiled autheritics, and according to the
term# of the laws of the nth Prairial
of the 3d year, and that of the 7th Ven
demaire of the 4th year, provided that
the Lid edifices have not been since ali
enated, and provided the purchasers of
them (hall not be liable £0 profccutioar
or inconvenience.
