February 26 th, 1800.
A motion was made that it be
Resolved, That the committee of pri
vileges be, and that they are hereby
directed to enquire, who is the Editor
ot the newspaper prl.-ted in the city of
Philadelphia, called the General Ad
vertiser, or Aurora, and by what means
the Editor became poffeifed of a copy
of a bill prescribing the mode of decU
ding differed elections of President and
Vice President of the United States,
which was printed in the aforefaid
news-paper, publiffied on Wednesday
morning, the 19th ol February instant,
and by°what authority he publilhed the
fame; and by what authority the Editor
pubiiihcd in tlie fame paper that the
honorable Mr. Pinckney, a Senator
from South-Garolina, and a member of
the committee who brought before the l
Senate the bill aforsfaid, had never been
consulted on the (object; and generally
to enquire the origin of sundry after •
tions in the fame paper, refpefting the
Senate of the United States, and the
members thereof in their official capa
city, and why the fame were publilhed,
and make report to the Senate ; and
that the slid committee have power to
fend for persons, papers and records, re
lating to the lubject committed to them.

Fracas in the Chamber of the Houje of
Rep refits tat ives .
On Thursday evening lad a very dis
agreeable fr acas took place in the cham
ber of the House of Representatives ot
Pennsylvania. We have endeavoured
to collect the circumltances with accu
racy, and believe them to be briefly as
follows:
Daring the evening fdfion of the
H >ufe, Mr. Samuel W. Either was de
livering his sentiments on a refolutioo
which went to -disfranchife all offi
cers and soldiers under^the United
States. In the course of his arguments,
Mr. Filher was twice interrupted by a
call for adjournment from one part oi
the House. Both calls were negatived.
A third call was made, which Mr.
Either and his friends acceded to, and
the House Adjourned.
As soon as the adjournment took
place, Mr. Fi'het obfsrved to a number
of me nhirs who had repeatedly called
for an adjournment, that they had afted
cowardly, were unwilling and afraid to
hear his arguments.
Dr. Logan remarked that such fool
iih. nonsensical arguments made use of
by Mr. Fither, were noc. worth attend
ing to. The latter then replied that
any man who would cull his arguments
foolilh and nonfcnflcal was a puppy.
Dodor Logan rejoined and called Mr.
Filher a rafeal! On this Mr. Fifhei
lhuck him. The Doftor returned the.
blow. The members on ail lidos im
mediately interfered, and the comba
tants| were fepraated. A conflderabie
deal of altercation took place among
the members, —and indeed we feel hap
yy to fay that the battle was not nijre
general.
While Mr. Filher was aiming a blow
. at the Doftor, Mr. Wilson of Dauphin,
suddenly thrust hi.nfelf info its road,
and received a small contafion in or near
the eye.
. Another gentleman received a blow
on his cheek but couid not find his man.
It was candle light which rendered con
fufion more confuted. The members
after fome’ difficulty, found their hats
anJ dispersed.
Doftor Logan did not appear in the
house on Friday, but add re fled the fol
lowing letter to Mr. Weaver, the
Speaker.

it, I must beg to refer to the extrafts
from my journal* herewith, as being
the bell mode of exhibiting a just and
candid account of our tranfaftions in the
late business, which has ended in the
almost dismantlement of the Conflella
tion; though 1 null, to the high repu
tation of the American flag.

An Officer on board the ConfiAlation, has

was delivered by the brave Truxton ,
to his Officers and Crew, on the 2 d
Febraarj , I 800.
Public thanks, though but a small
tribute, is nevertheless justly due to
fcamen and foklier*, who have mani
fefted their zeal, activity and bravery
so confpieuoufly, in support of the ho
nor and dignity of their Country’s flag,
as the Crew of the Constellation of 38
guns did lait evening in an engagement
with a French National frigate of 54
guns or upwards (carrying much heavi
er metal) in which* the enemy was
completely beaten, and would have be
come their prise, had the damages sus
tained in making the firft efforts to get
along fide of her, together with the loss
of the main-rnaft, main-top-rnaft main,
top-gallant-mart, mizen-top-maft and
several other spars, which also went
over the fide at the moment of her (heer
ing off, together with the dismantled
Hate of the (hip otherwise made a fur
ther pursuit impracticable.
As the commodore therefore I feel
infinite fatisfaftion, in returning my
thanks to the officers of every descrip
tion, seaman, marines and others, for
the gallantry they displayed on this oc
casion, which under a benificent Provi
dence, has enabled me to add another
laurel to rhe American character, on
the records of the Navy, and you may
be allured Gentlemen, Seamen, and
Soldiers, that you (hall be properlw no
ticed to the President of the United
States, aod such of you as have been
unfortunately wounded and survive,
will no doubt h* put on the pension lift,
while their misfortunes I regret, I (hail
(fate with pleasure their jult claims to
the Government, in order that they
may have that proteftion and care taken
of them which is provided by a grate
ful country for those that the fortune of
war has been unkind to.
