crops of corn this year, particularly in
the northern counties, and in fome o
ther parts of England, where the cold
ness of the foil, and the humidity of the
atrnofphere, tire unfavourable to the
ripening of wheat. I therefore con
cieve it to be the duty of the other
clafles of society in this kingdom, to
take speedy and effectual ineafures for
diminilliing and pre*'cnring, as far as
lies in their power, the distress which
the poor might otherwile be subjected
to, in the course of the ensuing winter,
from the scarcity, and consequent high
price, of a very material article of life
to ail, but efpecialiy to them.—Far
from apprehending any alarm or incon
venience from the adoption of proper
mcafures to alleviate this impending
evil, it appears to ine that the bell me
thod of preventing anxiety, and of
quieting the mind's of the poor, will be
for the rest ot their telloiv fuhjects to
take immediate iieps for their relief.
The two great articles, moft to be
desired, ate wheat ana rice; the one
as adapted to the peculiar habits of the
Engl lh, and the other as calculated,
when properly prepared, to conecf the
bad consequences which attend the ule
of corn grown in a wet season.”,

a Proclamation, conceived m the fol
lowing terms “ That the cases of
fliips detained or captured by French
privateers and carried into Spanifit
ports, arc to be examined by the com
petent courts in Franc'*, and not by the
h tench Gonfuts reiident in Spain, who
hitherto have pofieffed faculty to judge
definitively in such cases.”
The Philadelphia Gazette fays, the
French fliip with which capt. Truxton
engaged, is supposed to have been the Vo
lant at re, on her return home from Cay
enue.—lt is thought (he would he obli
ged to iteer to fome port in the Spanish
Main.
We have a French lift for ’9B, in
which the Voluntaire is rated as a ;o

Capt. Shaw who was on board the
Confteilatiun after the engagement, saw
a 24 pound (hot which hud lighted
on her deck; from which it is preimneu
that the enemy was superior in metal.
The Conrtellation had parted from
the Insurgent but 10 hours previous to
her falling in with the Frenchman.
We are nappy to state that the only
perfonai injury futtuined by Commo
dore Truxror, during the aclion, was

179>, June 1796, April 1797, and Fe
bruary 1798, tor the 100 dollar bills,
and marked A and red E. The Fifty
dollar bills are Poll Notes, dated Phi,
ladclphia, April 1798, and marked B.
The bills are well imitated, but the pa
per inferior to that of the true bill; the
figniiig hard to be known from the true
bill,except the G in the Ca&ier’s name,
& Sunpfon, Sc written larger Sc the ink,
paler than in the real bill—tome of them
