his name was Jones. Upon this ac
knowledgement, his an*., as a fubjetft

reqjifttion of the Englilh Minister, was
announced to him. He not even then
declared himfelf, but (till preserving his
disguise, fubtniitcd without a murmur,
and without any explanation or protest
whatsoever, to the requisition of the
Britiih Government.
His sword with the arms of Ireland,
was found upon his person.
How could we doubt, after that, of
the truth of the assertions of the Britiih
Government ? How could we suppose
that an Officer in the service of the Re
public would wear a sword with the
Britnh arms engraved upon it.
It is thus that this man, by his own
confeflion named Jones, by his own con
ieffiju a merchant, and by inconteftible
faffs a fubjefl of the King of Great
3*ritain, delivered himfelf up, upon the
requisition ot the minister of that Sove
reign, and remained his prisoner.
The arrest was announced in the
fame manner, and with the lame pre
caution to the person named Barthdemy
Blacklurft.
It was not till after the arrest had
been announced, and when he was in
sass the prisoner of the minister demand
ing him, that he 11 twly took off the
malk and withed on a sudden to pass for
a French Officer, without offering the
Jeaft proof that he was io.
It is ahnott uffilefs to observe that if,
by explanations so tardy and infuiHcient,
men may efc3pe arrest by chan■;mg then
names and qualities, they may at any
time avoid tnofe arreds which are of the
nioft just and legitimate nature.
The French Legation immediately
claimed them as breveted officers of the
Republic. The Minister never thought
proper to eutruft us with the brevets
theinfelves, but only gave us copies oi
them. It would however, have been
of the greafeft utility to have furnifhed
us with the means of afeemiuing and
verifying to the Hritilh Government
their actual situation with refpcct to
the French Republic. Perhaps the
Minister regarded it as a prerogative ot
his pott ot power to claim implicit be
lief of his official affirmations; but if
he did lb, he ought to recollect that he
jufttfied the fame pretentions on the part
of the Britiih Minister.
The latter had officially declared them
to be fubjefts of the King of Great-
Britain. He not only declared so in
the iirft instance, but aiterwards proved
it. He had officially pointed them out
by the names under which they sub
mitted to barrelled. On Jones was
found a sword with the Bririth arms.
Could we have been juftified, after
circumstances of so ltrong a nature, in
xefufing ojr entire belief to the official
dedatations of the llritifh Minister,& ol
denying it to thole of the Minister ol
the Republic ?
The tjyliniftcr of England, informed
of the opp ilium of that oi the Republic,
demanded their delivered up with
greater vehemence, and joining to ins
demand the molt violent menaces, gate
us every reaibn to apprehend the utaioii
xefentment on the part of his Govern
ment.
Diplomatic eharafters of the highest
ref:'tit and rfteem maintained that ate
theie rafts, and many examples in hiilo
ry, llrongty militated in favor of the
demands of rhe orittlh Government.
Among the example* which were
cited, they chiefly retied upon ihearrelt
of the u nous Trciiek, who, although in
thefervice of P.uffia, was arrested at
Dantzic at the desire of the Prussian
Minister, and lent to that Power as a
Prunnn fubjeft.
Regard!ef9 at the fame time of the
menaces ot England, & the force ot these
plausible arguments, we thought we
could not conduftourfel.es in a more
farisfaftory maniftr, than by entruffing
the deeifion of this del.cate affair to a
Prince, who, united to the Republic by
a treaty of peace and alliance, had, as
well as ourselves, a powerful intereff in
observing and maintaining the princi
ples of a thrift neutrality.
These motives induced us to refer the
a flair to the decision of the King of
Pruflia, in his quality of firft Prince
Direftorofthe Circle of Lower Saxony,
and Guarantee of the neutrality of the
North of Germany, and to the Prince
Co-Direflor of the Circle.
It does not belong to us to analyfe
the motives which prevented the King
from deciding. You know, that not
withstanding our prefling felicitations,
the King remained always indeter
inined.
The Emperor of Russia at last inter
fered; he did not confine himfelf to
vain menaces. During many months,
in which our useless refinance continued,
yve were obliged to support the weight
oi the moft severe hoftiiity on the part
of Ruflia. His squadrons commanded
the North seas, and blocking up the
mouth of ihe Elbe, took poffi ffion of our
(hips. From information as alarming as
well founded, we apprehended, it not an
effective occupation on the part of the
£ufn troops, xt Raft their certain
Wkition in bur environ!, and their
appearance before our gates as enemies.
In the mean time, in the midst of
these inquietudes, which made us re.
gard our resistance as absolutely iffeiefs;
and apprehending that by expofmg our’
selves we thould not succeed in saving
the prisoners, we did all in our power to
fatisfy the French Government, and
nothing was omitted for obtaining the
privilege of detaining the pril’oners till
peace. We implored the intervention

and have since renewed, our mod pres
sing solicitations to the Britiih Go
vernment, to mitigate the fate of the
prisoners.

eqnitable upon the line of conduft
which our delicate and greatly exposed
fruation obliged us toadopt, you will lie

Our ruin, and entire annihilation,
would have been the inevitable conle
quence, and even without answering
any purpose, as we have Ihewn. The
only means we had of prefervingorufelves
was that of trulling to the generoftty of
ihe French. We dare flatter ourselves,
Citizens Coiduls, that you will juttify,
oy the return ot your friendihip and
oenevolence, that confidence which the
unmerited severity of the Direftory has
not entirely efficed from our fouls; and
we trull, that, after having by your
wifdotn weighed every circumstance,
you will not hefirate in putting a flop to
the severe measures which the Direftory
has taken, and decreed against this city.
