A PROCLAMATION.
WHEREAS 1 have received of
ficial information of a inert bar
barous and cruel murder having been
committed on the body oflfauh Hailey,
in tin county of Frank in, Jin the laid
rtate, on or about the seventh day of
January last, which appears by a certi
ficate of the verdift of the inquest held
thereon, from John Collins, Esq. Co
roner of the fjid county, and returned
to the Executive Department to have
been perpetrated by a certain John
M‘Kee, of the said county of Franklin,
who has since abfeonded.
In order therefore , that the said John
M*Kee, may be brought to exemplary
julfice I have thought fit to issue this
.Proclamation, hereby offering a reward
of one hundred dollars, to any person or
persons who wiil apprehend the said
John M'Kee, and lodge him in Corns
secure jail, within this date.
And 1 cofurthcr charge & require all
officers civil and military, belontng to
this lfate, to be aiding and assisting in
apprehending and securing the said John
M*Kee, so that he may be brought to
trial and condign punishment accor
i ngly.

livery suit, with yellow cuffs, and collar—he
wears an ear ring, and plaits hit hair remarka

LONDON, January q.
The Tribune and Legislative body of
France entered upon their funftions on
the 1 ft of January.—Their firfi fitting
were dedicated t< matters of form. The
First Conul has submitted two projects
of law: one of them proposes the re
demption or alienation of the rents due
to the Republic, and is solely calculated ‘
to raise, within the space of a year, a
supply of about forty millions of livres
to meet the prefling exigencies of the
public service.
At Vienna every thing is preparing
for the opening of another campaign.
A kind of income tax has been imposed,
by which the revenue or produce of in
dustry ot each individual is to contri
bute according to the following fcalc:
From 100 to 300 florins per ann. two
and a half per cent, from 300 to Bocx
three and a half per cent, and so on pro
grelfively to 20 per cent, at which are
taxed revenues of 150,000 florins and
upwards.
The diffjrences between Austria and
Ruflia are accommodated, and anew
plan is fettled—Suwarrow at the head
of 100,000 men, is to penetrate into
Franche Compe while the Archduke
enters Aiface, and General Mela#
makes an irruption into Dauphine and
Provence. The Austrian and Ruffian
Generals of couife maKe sure of being
abie to beat the French armies of the
Rhine, the Danube, and Italy.
There is no military news of impor
tance in the Paris Papers. The rigor
of the season has lufpended all active
operations, and the armies have gone
into winter quarters. The French re
tain poffeflion of Genoa.
General Bournonville has been ap
pointed Ambassador so Berlin. Euona
partr’s Aid-dc-camp, Doroc, is return
ed to Paris, having, it is said/ fuccecd
ed completely in the object of his million.
The answer of our Government to
the pacific overture of the Chief Confal
must have fufficiently removed every
apprehension of an immediate peace from
the minds of the supporters of the war.
The differences between Austria and
Ruflia have been accommodated, sncl
troops are levying with increafcd adti
vity in every part of the Austrian do
minions. Suwarrow’* army is aifo to
be (Lengthened by frelh troops from
Ruflia. But the Austrian Finances are
not flourilhing, and the expenditure i#
increasing. Pecuniary wants have, it #
said, effectually removed the coyness
f the Cabinet ot Vienna, and we are
allured that a taan of three millions to
Austria will be one of the firft meafure#
ibat will be submitted to Parliament
jpon its meeting.
