of water on board, and not a pound of
bread or meat, having been on allowance
4 weeks,) the Ruffian (hip Patrioten, c apt;
Portin, 89 days from Plymouth, Eng. in
ballast, to Timothy Williams. PafTengers,
capt. John Richardson of B altimore—-a
French and a German Gentleman—and 3
German ladies.
About the 25th Jan. on the We Hem
Edge of the Grand Bank, spoke the Swed
ish brig Angelica, Lutring, Mr. Von Long
(supercargo,) 44 days from Gottenburg for
Newport, and was supplied with as much
-provisions as file could i’pare.
About the 16th inst. long. 64, fell in
with an Ewglilh brig difmafted, 56 days j
from Jamaica or Martinique—had been
‘■without fire for 26 days.
About the 14th inst. lat. 42? long. 67,

Mr. Griffin Jones, late a seaman of the j
fchr. Sally, from North-Garoiina for New- ,
London, captured 2d Jan. bv the Niemen I
frigate, arrived in town on Monday eve- *
ning. Mr. Jones remained on hoard the !
N. until Jan. 30, when, having fallen in !
I with the Rattler (loop of war, 16 gins,
capt. Thompson, 20 days from Bermuda,
off the capes of Philadelphia (where the N.
I had been cruifmg all the time) he, with 3 i
others, were lent on board.
> On the 21st Jan. in fight of the Capes
of Phila. the N. captured the fine letter of
, marque fchr. Bordeaux Packet, capt. Lee,
i of Baltimore, 280 tons, 9 guns and fifty
! men, 25 days from St. Barts, cargo lugars,
and sent her to Bermuda. She was chaf
ed about three liours—had a great number
of shots filed at her, and had her toplail,
haulvards, &c. cut away. The frigate had
fallen in with her tlie day previous, and the
wind being light, file lent two boats after
her, who difeovering her to be an armed
veffel,and receiving a gun, returned* The
B. P. had been chafed several times previ
ous.
The Rattler proceeded off New-York,
where, in co. with the Acafta frigate,
(which she had fallen in with) Ihe captured
a Spanifli fliip from St. Domingo for New-
York, cargo sugar, coffee, indigo,cochineal,
tobacco and cotton, and sent her to Ber
muda.
I he Rattler and Acafta were afterwards
joined by the Albion and the La-Hogue,
745, and Loire frigate. Off New-York,
they fell in with the letter of marque fchr.
Flalh, from Pore au Prince for N- w-York,
cargo coffee—fhe was difeovered about 6
in the morning and chafed by the whole
squadron (5 fail) until 9 at night, when she
was ovtr-hauled.
During the chafe the wind was a whole
fail breeze from the Sd. and the fchr. hove
all her guns, boats, &c. overboard—when
night coming on, (being very dark) she hove
too and lowered all her fails, -out out her
lights, &c. All the (hips had palled her
without observing her, but one fliip and the
Rattler—the latter was foine distance a
stern, being a dull tailor, and the ocher fliip
came near running the Flalh down.
During the chafe a man jumped over
board from the Rattler, and was drowned.
During Mr. Jones’ stay on board the
Niemen, she captured only the Bordeaux
Packet, and boarded only one velfel, a
neutral flag, fonie time lince.
011 Thurl’day last, tlie Rattler anchored
in Woods’s Hole, and next day went to
Tarpaulin Cove, where she remained on
Saturday evening, taking in water and
provisions. On I hurt cl ay she captured a
wood sloop in Wood’s Hole, and after tak
. ing out part of the wood, gave her up.
Mr. Jones was put onboard a Vineyard
boat, (together with 8 others from the Nie
men,) and landed at New-Bedford. No
prisoners remained 011 board the R—so
were on board the N. and were to be sent
to -Bermuda. Mr. Badger, of Boston, a
passenger in the B. P. was also left on
board.
On Thursday last the Rattler exchang
ed signals with 3 74.

i “ You must before this entertain strong
suspicions that the Flash has changed own
, ers. Although the task is a painful one,
yet I conceive it my duty to furnifh you
with the particulars of her capture. She
left Port-aiuPrince Jan. 2 2d, and on the
Bth inst. arrived as we, judged, in lat. 40,
1 long. 73, and was in lidpes to make thd
middle of Long-Island, so as to fleer clear
of the enemy on the wefftrn fliore and
those on the Block-Island station. About
8 a. m. wind it weft, difeovered a number
of fail directly to windward. She flood
011 before the wind, hut it toon cleared up,
when they difeovered us and gave chase 5
in number. We made aiyail, threw over
our guns, cable, anchor, lpars, started our
water, threw overboard our provisions and
a quantity of coffee, and used every ex
ertion to increase our failing. But they
i were coming up with us at the rate of a
bout one mile an hour. At half past 5
, p. m. the headmoft frigate was les tiian
two miles on our lee quarter. Night
came on so rapidly and hauling our wind, 1
we should certainly have got off, but the
Acafta appeared close aboard us on our
lee quarter, fired a volley of musketry a
croSs our decks, and commanded us to
haul down our fails. As we were now un
der the muzzles ofitheir guns, to persevere
appeared sporting with the lives of the i
! crew to no purpose, and we obeyed accord
ingly* We were immediately taken
out, and they took poffeffiorT of the fchr.

From argument, as each party Became more

l in the defeat of Bonaparte’s adherents.
Nearly 600 men and officers, who ‘took

Russell,our Peace Negociators, and their
Suites. The Sorting gale was favorable, j

CONGRESS.
The debate op the bill autborifing a j
loan of twtnty.five millions bf dollars (the ‘
bill for emitting five millions of treasury
notes having already passed, and being now
asleep in the Senate) has continued nearly
a fortnight. It has been a mod interest
: ing debate. The whole policy of the ad
njmiftration for seven years past has been
uflailed and defended by the various speak
ers. The “reftridlive fyftein,” the war,
meafures of retaliation, allegiance and ;
• naturalization, and the condudl of the war i
have all beeif investigated. The lyftem
of loans, paper money, the financial resour
ces of the country, the conducl ot the ma
jority and of the minority, have furniftied
rich topics for the speakers on both sides.
| We hesitate not to fay, that the Repre
sentative Hall has never furniftied richer
dreams ot eloquence : and we would not
confine the remark to either ]rty exclu- I
fively. As*foonr as the vote is takyn on 1
the bill we fliall commence the pufilfcation i

DREADFUL FIRE. >
The house of Mr. John D. Hay, mer
chant, of Vincennes, Indiana Territory,
has been burnt to the foundation, together
with all the property it contained—and,
distressing to relate, his three children were
consumed in the flames.

GENERAL HAMPTON.
It appears plainly that Armstrong and
Wilkinfn , have united their mealufes to
ruin General Hampton. In one letter to
Armstrong, Wilkinson almost calls Hamp
ton a traitor ; but what will furprize mili-,
I tary men, is, that Wilkinson caused an
■ officer under Hampton’s command, h Col
! onel Purdie, to make a report under Hamp
! ton’s general conduct; the Colonel has
! made such a report, as could not fail to
j please Among other things,
■ he charges General Hampton with being
j under the influence of fl-ong drink, and of
I doing such things as men in that situation
generally do. General Hampton ccun
| manded at this place a fliort time, and his
condutft was that of a gentleman and an
officer; with the citizens he was affable,
j with his officers dignified, and polite with
j both. As to any attack upon Montreal,
we believe it was never seriously contem
plated by any one but Hamptpn, who ap
