The moment she entered we discovered that the seat of reason was impaired ; and the unfortunate creature had not been long in the office before she gave line* quivocal evidence that she was laboring under a rengious frenzy. Mr. Justice Wyman, very pro perly sent her over to the Alms House, to be taken care of until her friendscall for her. We under stand that she was found in the street, near St. Patrick's Cathedral, ahd from appearances had been exposed to the rain the whole night. Ojfice of the Courier , CHARLESTON, Sept. 13—8 p. m. ■Cotton. —Some tew sales of long staple cot ♦cn were made during the week but not suffi ciently extensive to give a tone to the market.— We therefore quote old rates nominally. No new cr p iw.s 3>et come to market. Uplands were very lull during the week, a few sales, were made “at 10 cents, for good quality ; the business doing in the article, however, is very limited. We quote f : ald 1-2 for old crop. No sale of a lot of fi e new crop lias yet been made ; but it is proba ble prime would bring 11, perhaps 11 1-2 cents. j. e. — r i he article continues dull, and the un favorable accounts of the Havana market have r-Paced prices. The highest sales we have heard cf were a: £•> 1-4. We quote prime $3 1-4, in fe. ‘ rto g- and 2 3-4 a3. [■'isa, .—ln this article we have no change to n; lice, the supply continues equal to the demand. We quota fresh ground from old wheat $o 3-4, from now wheat G. two cargoes of corn arrived during the week, both from North Carolina; one was sold at 35, the other at 3G cents. Prime Balti more, it is believed, would command 38 .a 30 cts. We therefore quote the range 35 a 39. We quote oats at 30 a 38 cents. A cargo of Maryland brought the former price, but we are informed that 38 cents would bo paid for the first cargo of North River that may arrive. Croctrics. —ln Groceries, generally, there was tr ue activity than for some weeks previous, and prices of sugar and coffee fully sustained ; in deed many h >iders ask higher prices than during the present week. In liquors there is not much change, a lot of 100 hbls whiskey sold on the wharf, for cash; at 23 cents ; but as the article cannot now be had under 24 for northern and 25 lor New-Orleans, we quote it at 24 a 25 cents. Freights —But one vessel was taking in for Europe during the week ; by her, 1 -2d a 5-8d was paid for Cotton to Liverpool. Coffee.— Sales of 220 bags St. Domingo at 12 ,'cents, less 2 per cent, fpr gash; about 180 bags • Loguiia, good,’ at 13 3-4 oents, caah, small p-r eels of Brazils at 13cents, 4 mos; and, by auction, yesterday, 100 bags St. Domingo at 10 3-4 al2 cents. Colton. —The sales, comprise about 700 bales ot Upland at 10 to 11 J-2 cents 100, Alabamas at 10 3-4 all 1-2, ami a choice lot of 30 bags at 13 cents, and 600 Tennessee and Neiv-Orleans at 9 3-4 all 1-2 cents. The total sales of the week amount to 16 a 17(H) bags. - Flour and Meal. —The stock of Flour is small, and our quotations advanced. Sales of 500 barrels New-York city at $5 75, cash; 800 Troy at $5 81 1-4,cash; 5 a 600 Philadelphia at s's 75 a $5 87 1-2; Richmond county at .s*s f>B 3-4 a $5 75; Petersburg and Alexandria at $5 62 1-2 a $6 75. Export from Ist to 4th inst. Wheat Flour 220 barrels. Grain. —About 10,006 bushels-Virginia Wheat have been sold at 106 a 112 1-2 cents per bushel. The market continues bare of Genesee. Corn and Rye are in good demand, and prices ofboth a little advanced. Export from Ist to 4th inst. Corn, none. Molasses —29 hhds. English Island, by auction, yesterday, at 3J a 32 cents, cash, and a few hhds. at private sale, at 33 1-2 cents, are the only trans actions we have to add. Spices. —4oo bags Pepper have been sold at 15 cents per lb. Spirits. —Small sales of Meder’s Swan Gin have been made at $1 12 1-2, and some Jamaica Rum at 1 28 and St. Croix at 95 cents. Whiskey has improved; sales have been made at 22 1-2 cts. Cider Brandy has been in good demand at 26 a 26 1-2 cents, and there is but little now in market. Sugars. —2o boxes White Havana, were sold by auction as 14 1-4 a 14 3-8 cents, and 30 boxes brown at 9 7-8 per lb cash. Tobacco —A salejof 40 hhds. Rice—ls very scarce ; a prime lot would com mand our highest quotations. j Grocekifs.—A sale of about 70 hhds. of good ! Muscovado Sugars brought 9 5-8. The demand for other articles is very limited, and is principal-! ly for city trade. Corn—ls now retailing at 45 cents, dull. No cargo sales. Flour. —Fresh ground is in demand and scarce, and would readily bring $6 J-4. Raggevg.—A small lot of good was sold at auc tion from 20 a 22; the demand otherwise is very , limited. SWEENY IN offering proposals for the above work, wo present to a liberal and enlightened public, a Free and Independent Paper, combining the various topics of information useful to the Farm | er, the Merchant and Mechanic —and assuming , to itself that character which should exclusively | bsL>ng to thcffi*ress in a free country ; —that of ! being a plain unvarnished index of Public Opi nion, not an arbitrary and self-constituted dictator to the multitude. That every paper is public property, fostered by the favor of the People, for the convenience of exchanging their sentiments upon the subjects of public policy, is the principle by whicli I'iie Her ald shall be governed; and every communication 1 which may be made to it, that does not. actually infringe upon the Laws of the Land, shall find a reo and open vent to the public ear. Our sole object is to establish a paper belonging to no Party, —advocating no particular system of politics framed and adopted by any cabal, for par ty purposes, —sacrifising the public-weal to Party strife ; but to present to the enquiring mind a pure sheet, which shall faithfully represent the views of each side upon every subject of public import ! Os the utter necessity of a free and untram melled Press, to advance the interests of free in stitutions, and to preserve and sanctify the seeds of virtue and morality which give promise of lu ture increase and prosperity to our country — every liberal and dispassionate tnind, must be fully convinced. It has been the subject of general reprehension, that too many papers in this country have depart ed from this correct and onward course—and that still more have sprung with mushroom precocity from the hotbed of Party Spirit. To counteract the baneful inlhicnce that such papers inevitably have, upon the morals of the community ; —to send ail public transactions, in stantly before a jury of the whole country, with out any Sophist to darken them, or any special pleader to bend them to a side—and to strengthen and uphold, as far as in us lies, the cause of Virtue, Liberty and Truth will be the devoted aim of til© proprietors of The Herald. It is well known that a paper established upon the above liberal principles, is demanded by the intelligence and independence of the people of of this place—and we pledge ourselves, that at the same time we exercise the most courteous demeanour to all parties; that The Herald shall be strictly conformed to the plan above in-14 out. Addicted to the interests or prejudices of no set of men, untrammelled, fearless and free, it will give expression to the public voice , —intimidated by no man’s hatred a id lured by no man’s favor. In the particular arrangement of its contents, greater attention to system will be observed than is usually found in weekly papers—its fund of Miscellaneous information shall be replete with variety, and the quality of such articles shall be more regarded than the quantity. It will also pirtake of the nature of a Literary Review, and the scholar whose habits and predi lections are alien to the heated and imbittered discussions of politics, will meet with some ver dant spots on which the eye of science and of taste may dwell with more grateful feelings. The cause of puro Morality will find in The Herald an unpretending 1 , loyal advocate, and while the Editor avoids all approximation to the bigotry of sectional controversies and convention al expositions of right and wrong, he will strictly enforce the grand and fundamental principles up on which the Religion, the Laws, and all the in stitutions of Man are built. Terms :—The Herald will be published weekly, on an Imperial sheet, at $3 in advance, or at the end of the year, which will be strictly adhe red to.
