I knew however that their polioy was not inch

power of the Government and Ihe legislative
were in oppoa tioo to each other, an 1 that, while
this etate of thing* continued, poaoe oould never
be restored. The questiou therefore presented it
aelf to tne, shell 1 retain this Cabinet or select a
new one. The latter course was adopted, but you
oan scaroely conceive the difficulties of the posi
tion in whioh this decision placed me. When our
Presidents are elected, they have three or four
mouths, before taking their offices, lo select men
suitable to act as heads of doparimeuts, but Ibis
duty cume upon me in half a day. 1 requested
the inomborvnf the Tuylor Cabiuet to stay thirty
data and no give tne an opportunity to look around
and seloot their aueoessurs, but they respectfully

Cabinet and without time to select one, hut, thunk
God, 1 was not long in fliis situation. 1 was so for

Still, *a ; d Mr. Fillmore, the great difficulty re
mained. Tho question arose, what was to be done.
In Tex ts and New Mexioo a civil war was threat
ened. Texas made preparations to tuke posses
sion ,if a portion of New Mexico. lie felt it his
duty to maintuin tho laws of hia oountry. One of
those laws required that the pooplo ot the Territory
of New Moxioo should be protected. As a means
of protection, be immediately ordered a coition
of the army and muuillonu of war to tho frontier
of T.-xas to do duty there. Tho army was put in
motion, and then, aud not till then, aid Congress
sal upon the snl jeot. Texas and New Mevioo ao
quieaoad iu the notion of Congress.
Mr. Fillmore spoke of tho adoption of tho com
promise mounururt of 1850 and especially of the
fugitive slave law. This law, he said, had soma
provisions in it so which ho had objections. He
regretted the necessity of its being parsed at all;
but tho Constitution required the giving up of
fugitive slaves, and it was not for him to decide
wlietli -r this was a wise provision of tho Constitu
tion—it was a bargain, it was a compact, he had
sworn to maintain it, and be would do so to bis

up hi* mind whether it was not unconstitutional

The whole oity seemed to have emptied its popu

under charge of the Committee of Arrangements,

Mr. Fillmore is accompanied by Hon. John P
Kennedy, Secretary ol the Nsvv, under his Ad
miuiatrauon, who shared largely in the popular
regard, ol whioh tho Lx-Presideut was the centre
W ith both, it is their first trip on ihe lower Mis
sissippi. They go from New Orleans to Havana
which plaoa they will leave on the Bih of April
and will rot urn home byway of Charleston-ar
riving iu that city during the aiitiug of the Com
mercial Convention. That is theii arrangement ot
Ume; but we apprehend both these gentlemen
will find it difficult to run the gauntlet of southern
hospitality and regard, so as to make it good. Tbe

but we art here to-day, the "beauty and chivalry”
of ear city, all classes of society, to crown you with
the richest reward a public servant can elaim, the

And yon, Mr. Kennedy, bis associate in council,

Mr. Fillmore made a brief rep'y, in which he ex
pressed sdeep affection for the citizens of Tennes
see and for tbe Southern people—alluding in a
pathetic manner to the death of General Taylor,
anil to hia succession to tbe Executive ohair—com
plimenting the citizens ot Memphis npon her
great commercial advantages and future flattering
prospects, and closing with many thanks for the
warm rece. lion which he bad received from a peo
ple upon whose shores be had never before had
tbe honor of appearing.
Ex Secretary Kennedy, then made an elegant
reply to the loud cull from the audience for a
speech.
Mr. Kennedy’s speech was replete with wit and
humor, and with happy allusions to bis past con
nection with the Executive Depattmeut, and to
our Navy Yard, to which hi* attention has been
warmly attracted daring bis connection with the
Navy Department.
With tbe assurances that Messrs. Fillmore and
Kennedy would meet and receive them alter tea,
tho crowd dispersed.
Sometime before the bonr for tbe reception had
arrived, and long before Mr. Fillmore hail arrived
from ibe Commercial, where he had retired for
recreation, Exchange Hall was densely crowded
with ladies and g-nllernan anxious to shake the
hand of the distinguished Ex Executive of the
country.
Upon the whole, the rece tion wentot smooth
ly and sat is'actorily to ull parties, lftbe Ex-Ere
sident was a* well satisfied with his reception by
the people of Memphis, as his attentions wero gra
tifying and pleasing to them, we shall have nothing
to regret.
