of the Compendium of the Census, the total tor

in the late annual report of the btat« Departmeu'

Thus, the best v.tal etatietao* assume that 50 per

Con'om Houses give no reports, (see the atate

we deduct, upon the principles of the Carlisle

have done well to consult, before asking •• where

the whole white population of the United bt»Us,
4,684 88 or under twenty f<mr per cent , ore men

Butin the following para raph of tb** Mercury,
has it intended to deal jafttly witn Gen Z I It rayo:
“As a con ;.usion to toia oranchof fore gn intia
nee, Mr. Z »lliccff«r tells us, ihat, ‘out oi 4,8--8
officers in tho various deparimunta of tho General
Government in 18f4, 8,821 are to'eignera.* Now
hie charge had been repea fdly made before, and
as otten corrected by the Ad" laiuirauoa O.'gsn at
Washington, and Mr. Z diioiffjr must have known
how utterly w tbout foundation it was.
“We sum up the result as follows: By Mr. Z)1
1 1 coffer’a starenient, there are, out of 4 808 persons
in various empi »ymerits by the G->vernmtnt, bu
932 natives. By the official register, there are
8,677 natives.”
Here let us piuae to remark, that the Mercury
baa thus fa* ciieluily dodged ail the leud.ug auu
vital expoHihons of tact drawn by Gsn. Z 1 icoffer
from the official and authentic r* cords ot tnecoun
try, and has paltered aud duckea about among the
smeller points on the outskirts of tne main ar*u
ment, in a style that would not do credit to the
nombleat village newspaper in tne country, lu
this specification, it a’lacks a statement as “Mr.
Zjdicoffer’s statement,” which it knows Gen. Z A
ncoffer did not vouch far, but candidly said bo hud
not investigated. The Mercnry withholds the
ap'-eoh from its readers, so that they cannot sea
ft, themselves what he did say, and comments as
above. We hear give the paragraph as it appeared
lu the speech that candi-i readers mayjadge
whets er th* Morcary hus dealt fairly witn it.—
Gen Z. after g oupiug s number of known facts,
said in conclusion —
• ceveu tenths of your Army offivors and sold
iers are said to be foreigners—a fourth of the st.il
ors in your Navy—ai.u 3.821 out ot 4,808 officers
in the various departra* uie of the General Govern
moot in 1854—but these last figures I hav not
Taken the tune to examine the effij ul records lo
verify, and therefore give what I ace staled else
where.”
The Mercury reprenchts him &s slating the fact
—says the alaiement had been “ rejeutodiy mad
before,” and “ as often corrtcied,” auu that Mr.
Z) licoffer mur-t have known how utlerly without
oand-tlioa it wuf*.” Now, it doesseeni as though,
in thie instance, the Mercury has knowingly placed
Gen. Z. in a Lis light b.f rc Ils rea.icis ; ai.d
shou d it hereafter fail to make known to them
that he had the frank jo:-# to say that he had iivi
investigated tno o figures, it will indeed be gniliy
of one of t oße “deep unpardonable crime.”
which, though often long uuwhipt ot justice, are
eure in the end to be overtaken and justly punished.
How ar the statement in q teslion is correct or er
roncous, we do not know ; for to determine, we
should have lo go carefully through the entire Blue
Book, of 741 O.ose.y printed p >ges, of names and
figures, which we have not time to do. Whether
the statement bad ever beeu corrected, or
questioned, prior to its incorparatiou into the
speech, we do not know; it may, or it may
not; but this we feel couti lent of—that it
there wa* such corr-jetio i, it had not met
Gen, Z liicoffjr’s eye, aud that ho d d not know,
and did not undertake to say, because he had not
investigated, whether it was correct or tot; and
therefore txnl'Ci’ y g*--ve i*, not as his own ala e
mnnt, but as he saw it published elsewhere. He bad

American Tnny In I tb*rt.
According to previous notice a targe number
of tho American party, from the different Councils
in the couuty, oonvoned in the Court Hjase on
Tuosday the 4’h of September.
The meeting was organized by calling Peter
Alexander, K-q., to the Chair, and appointing
, John 11 Jones, Secretary.
Robert Hohtor, Esq., explained the object of the
meeting in a few appropriate remarks, and con
eluded by offering the following preamble and
i resolutions for its consideration:
* In the original orgau zadon of the American
* na*ty, main'y in lue cities and towns of the
United States it was decreed safe.-* to the personal
security of its members, as well as most con
dneivo to tho good order end quiet of the elec
lions, which had become riotous and tnibul* nt,
that secret societies should be instituted, which
might effectually promote t eir patriotic objacts
and soctiro them from personal violencp. And
we cannot but express a deep regret, that oar
political opponents have attached t*o much impor
tance to tho secrecy, signs, obliga’ions, &c., of
the organisation, an importance wh*ch its friends
never tett, and imputed to it evil* which non > but
its adversaries ever contemplated. And wo re
joice to know that in the published principles o*
the parry, we have ever recoau zid the true and
only permanent basis of co operation.
To the end, therefore, that these cbligations may
be removed, the Arneri an Par’y of Elbert coon
t * for ourselves, herobv formally dec are that the
Ritual, Signs, Secrets, Pass words and Ob igutio.is
of the Order are abolished, and wo hereby surren
der our charters, with all tho books and papers to
the Slate Couucit—and believ ng in the corre- tness
of cur principles, we invite all oir fellow-citizens
to join with us in their support; reeoguiz tig all as
m.tubers ot the American Party who subscribe to
the dootrines and principle- a* declared in tho
Platform of the State aud National Councils, which
we hereby r»t«fy und approve.
Btsolveiy That concurring in the feeling and
opinion of our friends throughout the State, we
renounce and repudiate all connection with those
Councils, State aud suoordiuato or member* in
tho non slave holding States, who have rejoc f ed the
Platform laid down by the American Nati nal
Council upon the slavery issue, and ho»d they do
not constitute a part of tho American Par y. And
we aho hereby oppose the National Democratic
party b-canso of their tendency to free-oilism, and 7
their to'eratiou of froctoileis and aboiitiouisis in
their party.
uesolved , That wo unqualifiedly condemn the
administration of President Pie*ce, lor the appoint
mom of foreigners to represent our country
abroad, for appointing and retaining frersoilers in
office, and lor doir-g that which no other President
e.erbns done—dismissing from cffice a mnn of
bis own appointment, Mr. Bronson, or New York
—sound aud true on the slavery question—because
he would not recognise, by i| p intment to 4 c ffice,
as numbers ot the Deirocrttio party.
Kiselred, That we oppo.-e the Democratic party
of this Stain, becauae of their uuion and affi »ation
with the National Democracy, a party > ffl cted
with th 9 “dry rot.” lending to abolitionism, and
tolerating treesoilers and abolitionists in their
ranks.
Jieso'vfd, Tbs? we coudemn and oppose the ad
ministration of Herschel V. Johnson, for tho ap
poitilment *>f an Attorney for th« S ate Hoad at a
j-alary of $2,00b per snnnm, an offi -e created by
