The best promise of a solid and durable
would be that the term* should ba proposed by
Russia herself. We have aiready fwi ample ex
periznee how easy it is for this dexterous aud in
sidious Power ty asient to terms proposed to her
in the abstract, and to evade them by raising ob
jections to every proposition by which tnsy oould
possibly be carried into effect. Russia has as yet
offered no term?, aad when she does so it wi 1 be
time enough for as to abandon our minds to drefcm
of peace and plenty, of reduced tea duties, ana
gradually subsiding income tax.
Wha s it, them, wtuch has sent up our lends,

Austria may at last have risen somewhat nearer to
ths level of h r dati3? a d her pretensions; she
may at last ha e begun to feel that, though true
to the letter, she has been false to the r| t of the
Treaty of the 2d of December and weary of a po
sition whioh if neither neutral, hostile or .nendly,
she nay think the time h s arrived to for
hersoif a position at once more secure »ud more
dignified. It may be that the terms she proposes to
cflhr to Russia nave bern already secre Iy settle t
betw en her aDd the Czar, and that she is able to
satisfy the English and French Governnients tha
nothing but their acceptance is needed to moule
them into the form of a treaty. She may be ready,
in case of their rejection, to follow up the demon
stration of withdrawing her Ambassador by actu
ally drawing the sword and coercing her unruly I
neighbor into a more peaceful aud orderly de
meanor, or she may confine herself to threats, and
yet even her threats may have power enough to
overcome the h mibled pride and broken self
confidence of Russia. She may propose to Russia
ail o* r term*, and make the conoe+sion of tboee

all or any of these things; all that we can say V*
that as yet she has done none of them; and to

t-ome capitalists and others have invested it;
upon which they could appear to have built the
most sanguine expectations. Russia has herself
made no propositions for pdace. She having
made ’ o otier of terms of peace, it cannot of course
be stated what preciso terms *he oe ligerau* powers
wou'd be willing to consider. It is obvious,

The Great Explosion.— The London Times’ 1
Crimean correspondent gives some additional ]
particulars of the oauses and consequences of the
great explosion in the allied camp
The manner in which this great disaster was
caused is said to be this:—Some French artillery '
men were engaged in shifting powder from case to 1
esse in the park, and, as the operation is rather |
dangerous, e ery care whs taken to prevent acci
dents. The powder was poured from one case
into the ot er through copper funnels, and no fire
was allowed near the p ace where tbe men were so
employed. As one us the soldiers was pouring the 1
powder out ot s cess he perceived a tragmen of 1
shell gliding out ot it irto the innnol, aad, not
wishing to lot it go into'he other case, he jerked
the funnel to one side ; the piece of shell tell on
the stones, which were covered with loose powder,
and is supposed to hsvn struck fire in its ia!i, or
the explosion took place at once. Miraculous as
it may appear, this artilleryman, who wb -, as it
were, in the focus of the explosion, escape! alive,
and is only slightly burnt a d scorched. His
comrade, who held the other case was blow i to
atoms.
Another strange incident wasihe death of the
commandant of the artiliery for tho day. He was
in or near the park o. the Time of the explosion,
and as soon as he had seen ev rjtfing in order as
far a* possible, he went off to have a look at the
French batteries in and about Sebastopol, on which
the Russians had opened a heavy fire. As he rode
along a cannon shot struck off his head. Such is
the story ! The escapes that day were astounding.
Clothes were torn off men’s backs; the chairs or
beds on which they sat, ibe tables at which they
were o ting, the earth where they stood, were
broken and torn by i-bot, shell, rocket iron*,
sharpuel, grape, canister and musket fcallp, which
litlera.ly rained down upon them. It was fully
two minutes ere the heavy volleyß of bursting
shells ceased, and then sullen explosions of an
hour afterw. rds, warned the spectator from the
scene. Some of the balls and pieces of sharpnel,
which must have been projected a prodigious
height into the air, did not fail to the ground for
a minute and a half af’er the last explosions. For
two minutes, which seemed as many hours, the
terrifcl: shower endured, and descended on the
camp. The distance to which fragments flew ex
ceeds belief. It is difficult to explain it by mere
names of localities. One piece of shell flew over
Cathcsrt’s hill; another killed a horse in New
Kadikoi. borne struck men and horses in the
Guard’s camp. One flew over my hut; another
struck the ground close to it; another went into
The camp of the Land Transport Corps behind it.
Mrs. Seacole, who keeps a restaurant near the
Col., avers that a piece of stone struck her door,
which is or 4 miles from the parK.
In the Land Transport Corps of the Light Di
vision 14 horses were killed, and 17 were wounded.
Pieces struck and damaged the huts in new Kadi
koi. Appalling as was the shock to those who
wore near, the effect was little diminished by dis
tance. The r »ar and confusion were so great in
BaLklava, that the ships io harbor end outside at
anchor trembled and quivered, and the houses
snook to thei foundations. Theshipe at Kcmiesch
and Kazaich reeled and roiled from side U> side.—
Mules and horses seven and eight miles away
broke 100 e und gallopped across the country wild
with fright. The noie: pealed through the, passes
a* Baidar rise the loudest thunder. In fact, the
effect resembled some great convulsion of nature.
Many thought it was an earthquake; others fan
cied i* w?s -he outburst ts a volcano ; others that
the Rtei-iujis had got hold of Lord Dundcnald’s
invention, end that they had just given it a first
trial. Indeed, one offi.er said to another, as soon
as be recovered breath and could speak, “Isay,
that’s anics sou of thing, is it not! The eooner
we go after that the better.” He was persuaded
the Russians had tur'wu some new ana unheard

sense of hearing wes quite deadened in many per
sons, and ibeir nervous systems have cot yet

Wisoohsis Election. —Accounts from Wisconsin
?ive the following explanation of the late reports
rom that State reversing the previously reported
results of the election for Governor:
“ The official declaration that Barslovr, the
Democratic candidate, is the Governor elect, after
every one had conceded the election of Bradford,
the Kepublican candidate, has produced a good
deal of excitement in Wisconsin. The mystery
is gradually unfolded. The leading fact is as fol
lows: Waupacca county was origintlly reported
to have cast the following vote:—Bradford 806,
Barstow 269. This volo corresponded with the
population, and wbs deemed to be official. But
when the return for the county reached Madison,
one town in the county was returned as having
cast 612 votes, nearly all ot them for Barotow.
This return elected Barstow end secured him the
certificate. But the return is a pa'pable fraud;
because, on tho first of Jn.sc last, the census
showed a male population in the entire town ot
but three hundred and eighty eight! This fact
alone is sufficient to invalidate ifantow's certifi
cate, if, as is probable, the question is carried
before the courts.
