Conduct of Uie War.

the following report of tLc majority, as its matter
is both curious aud interesting :
“ The committee on Foreign Affairs, to whom
was referred certain resolutions, relating to the
true policy of the war, and recommending to the
President the issuance of a proclamation touching
the free navigation of the Mississippi and its tnb

had the =ame under consideration, and now repot t

which we are engaged with all possible activity,
ar.d of carrying the wnr into the enemy’s country,
30 soon as the same shall be found practicable, is
believed to b« now universally admitted by all
enlightened men who have given their attention
to fits subject. It is evident that we must rely

straggle of arms which is now in progress,
Iu rhe present condition of affairs it is quite
manifest that in order la bring the sanguinary

tunity should be neglected of strik ug the forces
of the enemy, wherever to be found upon South

are so certain to secure to our arnia the most
signal success. It is equally manifest that the
enemy will never be willing to desist from the
until unjust ands. roctous war they are now vr&gi >g
the evils and inconveniences thereof shall have
beau brought borne Sully to themselves. v t hen
our valiant and disciplined armies (enhanced iu
numbers and in strength, as it is hop: and they will
shortly be.) snail have once found their way to
the h-’r.rt of the enemy’s country, 1.11 i have iutfie

States tUemsrlvt-s as to those si Uie Confederata
States of America.
It is gratifying to discover that, high-spirited
and intelligent public mourn several of the Berth
western Hialeo have of late, become exceedingly
active in their endeavors" to discourage and sop
pros:i the terocious war spirit heretoiore r.iyiiiy
among thoir follow citizens, and that- their honest
and patriotic efforts have been already attended
with the most marked success. Such a proclama
tion aa that recommend ed in the resolutions re
ferred 10 this committee, it is confidently believed,
would havo a tendency greatly to strengthen the
efforts of the advocates of peuec in the northwest
ern States, be calculated to bring those Statos
quickly into amicable relations with the States of
the South, withdraw them ultimately altogether
from their present injurious political connection
with the States ol the North and East, wi'h which
they have really so little in common, and thus
enable us to dictate the terms ot' a just and hon
orable peac3' from tho groat commercial empo
riums of that region through whose influence
mainly -hus this wicse-d and unnatural iv»r been
thus for kept ia progress. 1 ’
The views of the tniiipiiiy ol tho committee,
represented by Messrs. Barksdale, McLean and.
Smith, objected to tqe policy ot tendering 10 a
portion of the cilizrns of the government with
whom we aro fit war, any exclusive commercial
privilege on the ground that lira legislation of
Congress should not anticipate events, and that
the proclamation of suoh u policy at the present
Lmc, coupled with offers of lucrative trade, in the
manner suggested by the majority of tho commit
tee, would be derogatory to the dignity es this
government, Tho members of the committee re
ferred to express the opinion in tho report to Cou
gress that tho signs of returning reason, indica
ting a desire for peace among the inhabitants of
thr Northwo tern States, upon whie . the majority
of tfie committee congratulate the country are
delusive. They conclude with tho proposition
that in the event of the actual existence of these
alleged pacific indications, it is clear that they are
the result, not of temporising expedients ou the
prat of the government es the Confederate -States,
but of its manifestations of purpose to prosecute,
tire war with vigor and effect. — H.ehmond Mt

Neoro Row is Nashvillle—Feeling among
Federal Soldisr3 Toward Ncoruku in Fbokral
Uniform.—We copy the following from the Nash
ville Dupatoh of the 16th :
“On Saturday night an immense crowd assem
bled at the theatre. AU that part ol the audito
rium set apart for white people was crowded at
an early hour, bo that standing room could scarce
ly he obtained, when a number of privates of-the
lOtb Ohio occupied the negro gallery. Before the
first act was over, that part of the house also be
came crowded; and, at the fall of the curtain,
some of the negroes left their seats and were pass
ing through the craved, when some soidiera eeized
them and knocked them down. In ten minutes
every negro had been badly beaten and ejected
from the house, some of them being thrown en
tirely down the stairs, irom the top to the bottom.
As the last one disappeared, quietness was again
restored. No alarm was visible in the lower part
of the house, and when the band had finished
their performances, the curtain rose, and the play
proceeded without interruption.
Leaving t'mi theater, several members of the
10th repaired to Bmoky Row, where they soon
came in cqntaet wjth .the provost guard.' After
'considerable disturbance with then-., they com
mitted several depredations on houses in the
neighborhood, .which were finally brought to e
close by a volley from the guard, severely v cund
ing otio of the disturbers in the leg, and enabling
the guard to arreet the others.
On Sunday morning the soldiers resumed their
attacks upon the negroes—this time displaying
thesr pugnacious prop usitii-s espec-aliT against
those negroes dressed in Federal uniform. On
the square, Deputy Marshal Steole probably eaved
the life of a negro by advising him ta take off bis
coat, when the soldiers around tore it into atoms,
having previously knoexed the negro down seve
ral times to make hint take off his clothes. On
Deaderiek street they caught another negro in
uniform, end literally stripped it off, leaving bun
to escape, well covered with bruises and only par
tially covered with rags. Another negro in uni
form was caught on Grey street. At their request
be very wisely took off his military coat, wteu the
Eoldiera tore it in shreds and threw it on the
street. Two or threa other eases occurred dur
ing the afternoon, but no materia! damage was
dene.
