Ought Congress to renew the charter of the
Bunk of the United .States? In the consideiution
of this question two impupuat preliminary points
me to bo settled, and upon their decision must
depend a just, decision of the main question —-
First, can Congress, in the exercis#iif its Iigiti*
mate and constitutional power* renew the char
ter ? I f it be determined that it cunnol, there is su
end of the question, and every g<**d citizen will

however desirable such an event may be upon
the score of-expediency and convcnieuce. It is
better that we should submit to u temporary, or
even 4 permanent inconvenience, rather limn be
get a habit of looking lightly upon the burriurs to
unlimited power creeled by the constitution, by
overnteppiug them to avoid every little inconve
nience which may present itself. But should it
be considered us coming properly within tlie

constitution itself—we have sought in vain for
any grant of such a power—-if thu power exists
it must exist in that instrument. If it exist then,

docs not exist. It is admitted, we believe, on ail

judge what is necessary und proper for that pur
pose, und lo any law which tin*v may think thus

object. Whore is tho necessity, nay the propria
ty of tho existence of the united Htaies Bank,for
the carrying into execution any of these poweis?

The object of both these woikswill be,
to place a cheap newspaper within the
reach of every citizen ; und, at the same
time, tu muku it duubly interesting by giv
ing important information, suited to tho
avocations of those for whom it is intend
ed. We admit that it is our desire thut
they shall find their way lo the fireside of
every honest citizen; und we are resolv
ed tu do ull iu our power to make them
worthy of sucii favor. The Register will
contain a due proportion of political mat
ter, and in addition tu tho valuable infor
mation, pertaining to their special objects,
which the title designates, it will embody
important state papers, in a convenient
form for preservation. The public mind
has been much excited on the subject, and
with q view to embody in n condensed
form, an authentic account thereof, the
j first numbers will contain the correspon-
| deuce between Gen. Jucksou und Mr.
I Calhoun ; which will bo followod up by
j ihu publiciiliuus explaining the cause of
