deemed a sufficient apology in llie estimation of

administered in the spirit of the Constitution, and

was framed in n spirit of compromise; and a spi
rit of liberality alone can keep it together. Tito
States have, by tho Constitution, transferred a
portion of their sovereignty to tliu General Gov-
ornment, nnd such eovereignty, so transferred,
should be as strictly guarded, as highly venerated,
and as sacredly socured by them ta the Gcnertil
Government, as they ahould be jealoud of en
croachments upon tho sovereignty which thoy
havo reservod to themselves.

culture will be inserted inoach week's publication
of tho .Mercury, by which wc liopo to afford many
valuable hints and suggestions to tho observant
