JO THE CONSTITUTION.
Whereat the, third section of tne firs'
article of the Constitution ot the State o,
Georgia, is in the following words to wit;
“The senate shall be elected annually on
the firat Monday in November until such
day of election bo altered by law, and shall
be composed of. one member from each
comity, to be cliosenby the electors there-
of.”
And, whereas, a part of tire seventh
section of the first article 01 the Constitu
tion of the State of .Georgia, is in the ful
lering words, to wit: “ The House of
Representatives shall • be composed of
members Rem all the counties, which now
ate er hereatter may be included within
this State, according to tlreir respective
numbers of free white persons, ami inclu
ding three fifths of all the people of col
our,"and in the same section the following,
to wit: 11 each county containing three
thousand persons agreeably to the fore
going plan of enumeration, shall bo enti
tled to two members, seven thousaud to
three members and twelve thousand to four
members, but each county shall have at
least one and not more than four mem
bers.” - ,
And. whereas, the aforesaid third sec-
tioaand the said parts of the seventh section
of the said first article of the constitution
touching the representation in the General
Assembly of lire State, have been found
by experience, to be defective, on account
of the great numbers in the Legislature,
and the enormous expense on account

of the State of Georgia, in general conven
tion assembled, chosen and authorized by
