that you may understand that the desire to
retain it, enter* into ao part of the motive
of thi* communication. If ever the liber-

occasioned by ao unprincipled desire ofoif-

of a hireling Press. If they are long to bo

interestedness of tbo private station.
We have had many, but particularly one
sulking proof, that there is nowhere to b.
found, a government so wanting ta princi
ple and consistency, it that of the American
Republic (and I do believe, for it, age, it la
as corrupt as any that ever did exist. I

of speoclt remaiua io ibis couutry, I mean
loexeicise it. The American governtnout
holds out a greater variety bf inlet osts to a
greater diversity of character than any oth
er in the knowu world. And shall I in this
enlightened age, institute an enquiry into
iho nuinteund efl'ect of that powerful agent,
interest, upon die motives of human actiou?

In the formation of the Federal Gov
ernment, it is unnecessary to disgis* the
feet, that there was a large party for organ
izing if not a monarchy, at (fast such ao in
stitution as would, by its fores and strength
overawe and control, as it was said the ig
norance, the pussious and the prejudices of
the people*.—Those were what they pro
tended to dread, end maintained that rr-ptib-
canism would toon degenerate into Jacobin
ism. Of this party was Mr. Madison, st
tho journal of the Convention will abund
antly testify. They failed in their scheme
of having tho government based upon such
principles explicity avowed in the Consti
tution, but from that day down, they deter
mined to obtain, by urtful construction,
what was deniedto an open expression. And
hence arose immediately, the two great par
ties called Federalists and Republicans, tho
former contending for a strong and aspen-
sive government, to secure the privileges of
governors, under the pretence of their ard
uous labors—and the latter, ibr a plain and
economical one, to protect the rights Oi the
governed. Tint first belcivcd they could
bo elevate and remove tho Federal Gov
ernment from tho immediate inspection oi
the people, as that by reason of its splend
our and greatness, talers and placemen coulu
never be disturbed io their power and Influ
ence ; and hence the Stales, as states, were
to ho excluded from ull controlling agency
in its affairs. The latter brli- Ved, tint, the

flowed. Tho struggles of these par
ties between tbo years '88 and *98
were fierce, eager and violent, till in the
latter year, a case was made and put be
fore the people for their verdict. The
Federalists pasred mo well known acts,
called the Alien and Sedition laws, glar-
ingly Violative of certain express provisions
of the Constitutioo ; and this Was done, as

Putting the saddle on the right horse.—
A company of traders, amounting to twen

pediton from Missouri to Mexico. Before
sotting out, they entered into nn agreement
that each man should bear au equal portion

the benefits. On the way, however, a
number of the strongest put tlteir heads to
gether, and entered into a private agreement
to compel some of tho rest to perform more
than tiioir fare share. They accordingly
| singled out seven of thorn whom they
thought to be the weakest, and told them
that they must beat double tlteir regular
■ proportion of tho .burthens. The mioority
i -objected to this violation of the contract,
