Sir,—I arrived at this place'lost evening, in
..company with Majr. Geuls. Scott and Jessup, for
’ -the purpose of consummating arrangements in
progress for the Creek war, so far as may bo ne
cessary and proper, until the troops are placed uu-
dor the command of Genl. Scott. For litis pur
pose, it is important to he immediately advised of
the lorce you have at West-Point, the nature of
llmt force, whether mounted muuur infantry, and

I will thank you to give me your opinion in re
gard. to the necessity of keeping troops at West-
Point, and of the present disposition, whether hos-
. tile or pacific, of the Indians above the Federal

If you shall be of opinion that you have or will

It is true the smalljlhrco al that place will not
require or authorize thafempliivmi ut of an officer
ofyonr rank, nor did 1 at any lime suppose ffiit it
would. In the commencement of the present dif
ficulties, when 1 was ordering troops to the fron
tier, I established three places of rendezvous, to
wit: West-Point, Columbus rind Fort Twiggs.—
You were nt the first, and thereloru 1 Ordered the
troops, destined for that elation, to report to you,
nnd informed you of this order, dl the some time
ret]nesting yon lo tnke command of that post, and
stating to you that Brigadier Genl. Lowe was in
command at Columbus aufi below, mid would act
independent of you, unlcss'your forces should ifn
thrown together, in which event, you, us a matter
of inurse,'would command the whole. This, ns
you most perceive from the fact of keeping Genl.
Lowe independent of you, was a mere temporary
arrangement, and not intended as a designation of
officers to command after the final organization of
the. army.
Subsequently I selected Majr. Genl. Sanford
to take command of the division of Georgia troops,
in execution of the power given me by tile act of
1818, without the alighteajLgMemion of injuring
your feelings, or expcclnuon Tliul it would do so.
I cannot order yon to come with the troops from
West-Point to Columbus,because the effect would
be to place you in command in piano of Genl.
Sanford. It is my wish that you should remain
in command of the furces on the frontier m and
above West-Point, at ieqst unlil nil the companies
ordered to report to you shull have ariived and
been organized, although the number does not au~
thorize an officer of your rank. In a few days
Capt. Page will repair to West-Point to mailer
the companies there into the service of the United
States, after which your command will cease ami
yon will bo emit led to the'pay and emoluments of
your rank for the time yon have been iu service.

received. I regret exceedingly to have misunder
stood your Excellency’s communications hereto
fore mudq to me, in relation to the command of

from Campbell has arrived. They are entirely
unarmed. I would suggest the necessity uf'for
warding to this place at least one hundred- stand
of arms, more htid ns many catridge Boxes and
bayonets. I have distributed tbosefthnt were pre-
viouslwforwarded, to the Companies from Fay^
ette Optinty. The BeKalb Light Itdantryf
brought their old arms, there ore many of them un
fit for service, and must remain so until they are
repaired by a Gtih Smith. Flints are very much

not nnly of all respectable command, but almost
entirely of ali command whatsoever. 1 am aware
that it would he us improper a. I am certain it
would ho unnecessary, for me tn say any tiling . t
more at present, than barely to suggest to your His Excellency, Willam Sculky,

might hove drawn, had not your letter, that con
veyed the information of Gen. Lowe’s appoiut-

pendently of me only "for the present," from,
which, with nil due deference, 1 still conceive
that an inference of a very different character was
fairly deduciblo.
Your Excellency has, under the net of 1818,
the undoubted power of appointing from among
the officers in commission, a Major General to
command the division of Georgia troops, ami [
am'bappy to learn, that To selecting Gen. Sail-
lord, you bail not the “slightest intention of in
juring my feelings,'or'expectation that it would
do so.” Your Excolleuey. I am persuaded, will
perceive by a review of ybur correspondence with
fee, ctimmonpjng with your letter of iho 12th ult.,
in which you stute, "I will avail tnyself of your

portion ofthe troops now in service, have been
raised from tlto Division under my command, and

to detain at West Pont all the companies which
shall ho there when you receive this, as also all
which may thereafter arrive. You will therefore

In oilier respects you will have a separate spe
cial command, iho’you can only receive pay of
tlto grade of officer which the number of troops
will nutliotize. I make this statement, merely to
prevobt any misunderstanding on the subject, be
cause I know that the matter of pay will form no
part ofthe consideration with you, and that you
will, if necessary, serve your country without fee
or reward.

Arms we have not. There are, I suppose, one
thousand men hero, not yet properly armed} hut
